The activities and presentations of the President in this regard during the previous year and related problems were all demonstrated. The controversies regarding the presidential initiative were di- vided into legal and political. Legal one is the regulation of the institution of referendum in the Constitution of 1997, the political ones result from the opinion and concepts of parties and citizens about the constitution and referendum in its case. Keywords: change of constitution, president, referendum, political science INTRODUCTION During the last year, from 3 May 2017 to 3 May 2018, we witnessed the, still incomplete, process of President Andrzej Duda’s activities regarding the referendum on the amendment to the Constitution of the Republic of Poland. The aim of the article is to present and assess the President’s activities in this area, and also to demonstrate the reactions to the President’s initiative. The research question is the justification, meaningfulness and effectiveness of the presidential initiative; the research hypothesis is the claim that the President’s actions are odd and irrational (pointless). -

Mobilization Chains Under Communist Rule — Comparing Regime Transitions in China and Poland
ASIEN 138 (Januar 2016), S. 126–148 Mobilization Chains under Communist Rule — Comparing Regime Transitions in China and Poland Ewelina Karas Summary This paper examines the impact of societal mobilization on regime transitions from Communism in China (between 1949 and 1989) and Poland (between 1945 and 1989) respectively. One of the main theoretical arguments put forward by this article is that of a dynamic model of dialectical interactions between a mobilizing society and a nondemocratic regime. I argue that China and Poland share a unique political culture in the form of a mobilizing society that is able to generate meaningful resistance even under highly repressive conditions. The second puzzle addressed in this paper is why, given their similar domestic environments, the Polish regime collapsed in 1989 whereas the one in China — despite facing intense mobilization in the same year — was able to survive. These differences in transition outcomes will be explained by a number of independent variables: different modes of regime establishment (authentic revolutionary in China versus imposed in Poland), elite and opposition attitudes to democracy, regime cross-case learning, economic development, and the role of the religion. Wrong Memory Codes? The Polish “Blue” Police and Collaboration in the Holocaust In 2016, seventy-one years after the end of World War II, the Polish Ministry of Foreign Affairs disseminated a long list of “wrong memory codes” (błędne kody pamięci), or expressions that “falsify the role of Poland during World War II” and that are to be reported to the nearest Polish diplomat for further action. Sadly—and not by chance—the list elaborated by the enterprising humanists at the Polish Foreign Ministry includes for the most part expressions linked to the Holocaust. On the long list of these “wrong memory codes,” which they aspire to expunge from historical narrative, one finds, among others: “Polish genocide,” “Polish war crimes,” “Polish mass murders,” “Polish internment camps,” “Polish work camps,” and—most important for the purposes of this text—“Polish participation in the Holocaust.” The issue of “wrong memory codes” will from time to time reappear in this study. -

The article focuses on the job satisfaction level among Polish occupational medicine nurses. Materials and Methods: The survey was performed among 600 randomly selected occupa- tional medicine nurses, registered in the regional occupational medicine centers. A questionnaire, designed by the research team, containing several questions concerning different aspects of OMS system assessment, including a part dedicated to job satisfaction assessment, was sent to the selected occupational nurses. The response rate was 33.3% (200 question- naires). Results: The survey shows a relatively high satisfaction level in case of five out of eleven investigated job aspects, and a very low satisfaction level in case of two of them (“Possibility of professional promotion”, “Salary”). 26% of the OMS nurses had considered going abroad to work as a nurse in the general health care system, and 17% in the OHS system. Almost 25% of them would not choose a profession of an occupational nurse once again, including 10% who would not choose a nurse job at all. There is a statistically significant correlation between the general job satisfaction and satisfaction with other aspects of nursing work. -

With this series we strive to present our audience with contemporary topics around Polish-Jewish, culture history and preserving its’ heritage. Our guest-speakers are recognized scholars, researchers, and activists. The webinars are targeting a wide audience from academics, scholars, through passionate to amateurs. In 1992, Professor Christopher R. Browning published his groundbreaking book OrdinaryMen: Reserve Police Battalion 101 and the Final Solution in Poland. It fundamentally changed how we looked at and studied the Holocaust. Before it was published, most of us thought of the Shoah as a dehumanized, faceless, and almost industrial process, perpetrated by leaders, official subordinates, and collaborators. Professor Browning’s research demonstrated that it was, in fact, often ordinary people who took on the responsibility for the extermination of innocent lives. His book caused an earthquake in Germany and around the world, resulting in a seismic shift in how the Holocaust is discussed, studied, and perceived. Now, three decades later, we revisit Professor Browning’s seminal work and look at how it has changed the course of Holocaust research. International Journal of Environmental Research and Public Health Article Priority Setting in the Polish Health Care System According to Patients’ Perspective Anna Rybarczyk-Szwajkowska * and Izabela Rydlewska-Liszkowska Department of Management and Logistics in Health Care, Faculty of Health Sciences, Medical University of Lodz, 90-131 Lodz, Poland; [email protected] * Correspondence: [email protected] Abstract: Identification of health priorities is concerned with equitable distribution of resources and is an important part of strategic planning in the health care system. The aim of this article is to describe health priorities in the Polish health care system from the patients’ perspective. The study included 533 patients hospitalized in the Lodz region. The average age of the respondents was 48.5 years and one third (36.6%) had university education. Most of the respondents (64.9%) negatively assessed the functioning of the health care system in Poland. Most of them claimed the following aspects require improvements: financing health services (85.8%), determining priorities in health care (80.3%), the role of health insurance (80.3%), and medical education (70.8%). Over 70% of the respondents agreed the role of politicians in designing and implementing health system reforms should be limited. The fact that the respondents so negatively assessed the Polish health care system implies there is a need for full discussion on redefining health priorities. Solidarity and the Fall of Communism Europejskie Centrum Solidarności Introduction Twenty years have passed since the 4th of June 1989, when the first non- fraudulent elections took place in the People’s Republic of Poland. Those ground-breaking elections were the starting point of the dismantling of the Communist system in Central and Eastern Europe and led to profound social and economic changes. The distinguished personalities of public life, scholars and most importantly, the heroes of those times, now congregate in Warszawa and Gdańsk to evaluate the last 20 years from historical, social and political perspectives. This auspicious assembly is also an opportunity to identify future challenges and find possible answers, using past experiences, of how to approach them. The events of 1989 were of great importance. Not only was it an unarmed fight but also the civic opposition had turned it into a peaceful revolution. Seldom in world history did the revolutions renounce violence bringing radical changes by peaceful means of accord and dialog. Peace and revolution, those usually contrasting words, in 1989 and through the following years described in the most suitable way, the unique changes of those times. The revolution commenced in August 1980. In Central Europe, separated from the rest of the world by the Iron Curtain, workers of the Gdansk Shipyard, paradoxically named after Lenin, supported by students, intellectuals, priests and journalists, utterly opposed the regime. They were followed by ten million Polish people who created a social movement with the symbolic name Solidarnosc. This solidarity led Poland to freedom. The same path was shortly followed by other nations.
