    HTTP://WWW.UPSCPORTAL.COM POLITICAL NEWS ELECTION COMMISSION AT 60 After overseeing 15 general elections to the Lok Sabha, the Election Commission of India, in its diamond jubilee year, can with justifiable pride claim to have nursed and st rengthened the electoral processes of a nascent democracy. The successes have not been consiste nt or uniform, but over the last six decades the ECI managed to make the worlds largest democratic p rocess freer and fairer. One of the instruments of this success is surely the Model Code of C onduct. D esigned to offer a level playing field to all political parties, it has been used to neu tralise many of the inherent advantages of a ruling party in an election. Although the model code wa s originally based on political consensus and does not still enjoy statutory sanction, it served as a handy tool for placing curbs on the abuse of the official machinery for campaigning. While ther e have been complaints of excess in the sometimes mindless application of the model code, th e benefits have generally outweighed the costs. After the Election Commission was made a three-member body, its functioning beca me more institutionalised and more transparent with little room for the caprices of an o verbearing personality. The diamond jubilee is also an occasion for the ECI to look at the challenges ah ead, especially those relating to criminalisation of politics and use of money power in elections. Neither of these issues is new. What is clear is that the efforts of the Commission to t ackle them have generally lacked conviction and have not yielded any significant results.

This paper has determined that there is a coherent link between culture and music and that studying the music of different communities gives us valuable insights about their culture and engagement with other communities. Tracing these links between cultures and communities has been established as a useful means of promoting socio-cultural harmony both within and beyond national boundaries, which makes ethnomusicological research important in today’s hostile and populist geopolitical environment. This paper has also explored the efforts made by the Indian government to facilitate the culturala conservation of music and conduct research surrounding it. Whilst efforts made by India surpass those made by other developing countries, it has been found that academia in this sphere has been dominated by ‘upper caste’ narratives at the cost of subaltern ones. The solution to this lies in expanding accessibility and scope of research of these institutions and centers with an aim of making research reflective of indigenous and subaltern cultures. Its passengers slowly alight and begin to disperse into the muggy evening air. I step down from the bus and look left and right, trying to get my bearings. This is only my second day in Bombay and my first to venture out of the old city center and into the Northern suburbs. I approach a small circle of bus drivers and ticket takers, all clad in loose-fitting brown shirts and pants. They point me in the direction of my destination, the JVPD grounds, and I join the ranks of people marching west along a dusty, narrowing road. Before long, we are met by a colorful procession of drummers and dancers honoring the goddess Durga through thundering music and vigorous dance. The procession is met with little more than a few indifferent glances by tired workers walking home after a long day and grueling commute.
