1 INTRODUCTION

Canham Consulting Ltd have been commissioned by Carl Palmer to produce a Traffic Statement (TS) in support of an outline planning application for a mixed density residential development off Holt Road, Horsford. The outline development consists of approximately 60-65 residential units. A masterplan of the development can be found in Appendix A.

The purpose of this report is to identify the impact of the development on the surrounding highway network. This TS has been prepared in line with the Department for Transport (DfT) guidelines.

1.1 Site Location and Description

The proposed development site is located to the east of Holt Road, Horsford. The site location is shown in Figure 1.1, centred on Grid Reference TG196152.

North of the site there are residential dwellings, beyond this is Church Street, further residential development and Horsford All Saints Church. East of the site there are several large agricultural fields. Adjacent to the south-east of the site there is a farm. South of the site there is agricultural land, and beyond this is the Northern Distribution Road (NDR). South-west of the site there are agricultural buildings. Adjacent to the west of the site is the B1149 Holt Road and a roundabout which links to the NDR via the realigned Drayton Lane. There is also agricultural land west of Holt Road.

A Topographic Survey of the existing site is provided within Appendix B which indicates that the proposed development is located in an area with a maximum level of approximately 35.92m AOD along the southern boundary of the site and a low point of approximately 29.39m AOD towards the north. The general fall of the site is from south to north as shown on the topographic survey.

2 EXISTING SITUATION AND ACCESS REVIEW

2.1 Introduction

This chapter reviews the existing vehicular and pedestrian infrastructure in the local area. It assesses the sustainability of the area in terms of walking, cycling, public transport and facilities in the local area.

2.2 Site and Local Highway Network Description

There is a restricted 30mph speed limit at the roundabout and north of the roundabout. There is a national speed limit of 60mph to the south of the roundabout along the B1149 Holt Road (majority of the site frontage). Holt Road south of the roundabout is a no through route. The recently constructed roundabout links the realigned Drayton Lane to Holt Road and connects to the NDR to the west. The roundabout and recent NDR works near the site are show in Appendix C. Appendix C also shows the location of Horsford RB7 route. However, the route didn’t appear visible during a site visit from Holt Road.

There is a footway/cycleway on the east side of the roundabout along part of the site frontage.

There is an existing access to the site off the B1149 Holt Road.

There is no street lighting in the immediate vicinity of the site.

2.3 Public Transport and Accessibility

The nearest bus stop to the site is just north of Church Street (Stop ID: NFOGPMJW) located approximately 160m north of the proposed site access (roundabout access). This bus stop is approximately a two-minute walk from the site. A summary of the bus services in the area is provided in Table 1.1. The nearest train station is Norwich train station located approximately 7 miles south- east of the site. Norwich train station is a 25-minute drive or 39 minute cycle ride from the site. Trains run from Norwich train station to Ipswich, Cambridge, Liverpool Lime Street and London Liverpool Street, where further connections to most major locations are available. 2.5 Walking Routes to School

Consideration has been taken of the ‘Identification of Hazards and the Assessment of Risk of Walked Routes to School’ (2002) document. These guidelines, authored by the Local Authority Road Safety Officer’s Association, have been produced for assessing the safety of walked routes to school as local authorities have a responsibility under the 1996 amended Education Act to provide alternative means for pupils to access schools if a safe walking route is not available.

In assessing the safety of an ‘available route’, consideration is given to the potential risk created by traffic, highway and topographical conditions but not personal safety. If there is a footway of adequate width throughout the whole length of the journey and there is no need to cross the road then the route is considered ‘safe’. Where road crossings are necessary, the availability of any facility to assist such crossing should be taken into consideration. Where no crossing facility exists, an assessment of the risks which may be generated by crossing the road should be undertaken for each crossing point. If a person must cross a road, there needs to be sufficient gaps in the traffic flow to allow enough opportunities to cross safely.

The site is approximately a 15-minute walk (0.7miles) to Horsford Primary School off Holt Road and a 23-minute walk (1.2 miles) to Horsford Primary School off Mill Lane.

There is a new stretch of footway/cycleway along part of the site frontage in the vicinity of the new roundabout. The footway/cycleway ceases approximately 25m south of Church Street. North of Church Street there are existing footways along the B1149 Holt Road and Mill Lane that provide suitable walking routes to the primary schools. There are formal crossing locations near each school.

It is suggested that the footway south of Church Street will need to be extended to church Street, to provide a continuous footway to the local schools and nearby facilities.

Given that the site will largely use the existing routes used by existing dwellings, subject to provision of a footway along the site frontage and extension of the footway to Church Street, it is concluded that a safe walking route to the local schools is available from the proposed development. Caution should always be exercised when attempting to cross the roads.

3 HIGHWAY AUTHORITY COMMENTS

Norfolk County Council (NCC) acting as the local highway authority were contacted during November 2017 for initial comments on the development proposals. A copy of the communications and comments are included in Appendix D. The initial proposals were in relation to a higher level of units. The site proposal is now for up to 65 units.

The site proposals were considered by the Development Team at NCC on 11 December 2017. In principle no objections were raised to the development, subject to agreeing access requirements and detailed design considerations.

The highway comments included:

 Two access points, given the scale of development (which was then considered as up to 100 units). It was agreed that one access could be accommodated as a fourth arm to the roundabout, with the second access towards the southern end of the site onto the B1149 Holt Road. The roundabout will need to be redesigned to accommodate the fourth arm.

 The 30mph speed limit should be extended south, along the whole site frontage.

 Ensure pedestrian access can be provided between the site and B1149/ Church Street Junction (extend existing footway/cycleway to Church Street).

 Provide links to Horsford RB7 (towards south-west of the site)

4 DEVELOPMENT PROPOSALS

4.1 Proposed Access Arrangement

The proposed development is for 60-65 residential properties. The master plan is shown in Appendix A.

In the north of the site it is proposed that there is low density residential development. Across the middle of the site it is proposed there is medium density residential development, there is also an area of open space. Below this is another proposed area of low density residential development. In the south of the site there is a proposed area of open space. These areas are outlined on a plan in Appendix A titled ‘Potential Development Areas Plan’. The total site area is approximately 3.4ha, however, after tree protection areas, open space and potential attenuation areas are considered, the remaining developable area is approximately 2.5ha.

There is a need for low density development in some areas of the site due to the surrounding properties. At the site it is proposed there will be roughly 20-25 units per hectare, across the entire site area this works out to approximately 60-65 residential units.

There are some existing structures on the site including a residence, small domestic swimming pool and a home gym. It is proposed these structures are retained, as these are linked to an existing property

The comments made by NCC Highways can be incorporated into the development. The development proposals are for fewer dwellings to that assessed previously. However, it is still recommended to provide two access points.

It is intended to extend the 30mph speed limit along the site frontage. The footway/cycleway will be extended to Church Street and extended south along the whole site frontage.

Therefore, the proposed development seeks to satisfy the suggestions from Highways.

4.2 Trip Generation

The site is currently agricultural land. There is also an access to the swimming pool and private garage/buildings.

Notwithstanding the existing use, for the purposes of assessment there are no existing trips. The proposed trips will all be additional trips on the local highway network.

Table 2.1 shows the trip rates and the derived trips for the 65 proposed residential dwellings.

The proposed dwellings could generate an additional 37 vehicle trips in the AM peak period and 39 vehicle trips the PM peak period. It is not considered these trips will have a significant impact on the local highway network.

5 SUMMARY

The proposed development consists of up to 65 residential dwellings. The site is located on land east of Holt Road, Horsford.

The proposed trip levels have been considered in the AM and PM peak periods. The level of trips is not deemed significant given the nature of the surrounding area. It is considered that the newly constructed NDR ( Northway), existing highway network and local junctions can accommodate the trips from the proposed development without any detriment to existing users.

The development proposals will include an extension of the 30mph speed limit along the whole site frontage and footway/cycleway extension along the site frontage to Church Street.

Given the above, it is considered that the development proposals provide a suitable scale of development including affordable homes and that the development proposals will not have a significant impact on the local highway network.

In principle no objections were raised to the development subject to agreeing access requirements and detailed design considerations.

Given the size of the proposed development two points of access should be provided. As you suggest, one access can be accommodated as a fourth arm to the roundabout. The roundabout will need to be re- designed to accommodate the fourth arm and most likely bought more on-line to the B1149. The other should be towards the south of the site and access onto the Holt Road.

The existing speed limit in front of the site is derestricted. As part of the development the existing 30mph limit that currently stops south of the roundabout should be extended across the whole site frontage.

The development will need to ensure pedestrian access can be provided between the site and the existing footway at the B1149/Church Street junction. An extension of the existing footway/cycleway should be provided along the whole site frontage and up to Church Street. Furthermore links should be provided to Horsford RB7.

I imagine this could be your area, as it will be a major development. The development area is land off Holt Road, Horsford (see attached plan). We are after informal highway comments on the access and requirements for a Transport Assessment.

I understand that a pre-application enquiry has been made to BDC for this site, although our client is awaiting a tree report, before they get their response from BDC.

The proposals are for a residential development on a 2.7ha site. We envisage between 70 to 100 dwellings on the site. An indicative development area plan is enclosed for information. It is intended to access the site from a new arm off the recently constructed roundabout on B1149 Holt Road / Drayton Lane, which was part of the NDR works.

I imagine as a minimum the access junction will require assessment.

We would appreciate your initial comments.
