AIIMS Report English 2014-15.Pdf 1. Director’s Review I feel privileged to present the Fifty-ninth Annual Report and audited statement of accounts for the year 2014–2015. All India Institute of Medical Sciences (AIIMS), New Delhi made great progress in this period in improving the health of the people of India and neighbouring countries. AIIMS, New Delhi also continued to inspire and train its faculty and students to prepare for the challenges and opportunities that lie ahead. I am pleased to highlight in this report a few of our remarkable achievements. Established in 1956 by an Act of the Indian Parliament with the objective of developing a strong curricular foundation for undergraduate and postgraduate healthcare education in India based on Rajkumari Amrit Kaur’s vision, AIIMS, New Delhi continually seeks to achieve a high standard of healthcare education, research and service. It is recognized world-wide as India’s best medical institution that combines excellent medical education with cutting-edge research and quality healthcare. In addition, this year we pledged to make AIIMS, India’s first public hospital to become completely environment-friendly so that it can rightfully carry the ‘green healthcare tag.’ Going Green AIIMS, New Delhi supported by The Energy and Resources Institute (TERI) set in motion wheels of change towards going green. AIIMS plans to conserve energy, maximise use of solar energy and other natural resources, reduce water consumption, have in place water conservation and waste water recycling systems, and work on urban heat island effect to reduce microclimate heat by 3 oC, energy consumption by 30% and water consumption by 50%. Towards this end, we undertook an extensive energy audit and created a data centre for superior energy-saving performance with the help of Hitachi India. The demonstration project will enable the tracking and visualisation of the hospital’s overall energy use by putting an information technology system environment in place and through upgradation to very efficient systems and equipments. Education AIIMS, New Delhi is expanding to meet the demands of our rapidly evolving profession. The Anaesthesiology Unit of Dr B.R. Ambedkar Institute Rotary Cancer Hospital was upgraded to a Department of Anesthesiology, Pain and Palliative Care with two new courses: MD (Palliative Medicine) and DM (Onco-Anaesthesiology). AIIMS, New Delhi continues to educate the next generation of leaders in medicine and science. AIIMS topped India Today’s best medical schools league table for the 12th year in a row by earning the top scores in all parameters under consideration. This it achieved by fostering a rich learning environment, in terms of clinical exposure to varied patient groups and myriad diseases, integrated care under experts from diverse fields, innovative teaching, and a work culture that puts the ‘patient first.’ With its 7 centres comprising of various teaching departments and facilities and 39 stand-alone Departments, and a manpower of over 10,000 including over 600 faculty members, AIIMS, New Delhi produces a large number of specialists (MD/MS), super-specialists (DM/MCh), PhD scholars and allied health and basic sciences experts, including nurses and paramedical professionals. During the year, we enrolled 798 scholars in various courses. AIIMS has introduced a new learning management system to support the AIIMS 2014-2015 / 1 Some Quotes curriculum. It utilizes information technology to build a comprehensive calendar of events from students and provide a mechanism for real-time feedback. By training young innovators to creatively ask and solve complex scientific questions, AIIMS is preparing them for “I have seen challenging careers in biomedical research, academia and industry. underprivileged Under its short term training scheme, the Institute provided postgraduate training to 722 people fall through short-term trainees, 19 long-term trainees, 12 WHO fellows (foreign nationals) under the cracks of our healthcare system. the WHO fellowship programme, and 12 WHO fellows (Indian nationals) under the As a doctor, I will WHO-in-country fellowship training programme. Political Parties and Populist Policies in Contemporary India: Some Reflections on AAP by Sumona DasGupta 15-29 Political Parties and Populist Policies in Contemporary India: Some Reflections on AAP ∗ Sumona DasGupta Introduction There is little definitional clarity around the term populism. Though the use of this term has proliferated in the last decade, in common parlance there appears to be a pejorative even alarmist connotation associated with it because of its association with authoritarian leaders and policies that exploit the fears and anxieties of the masses for short term gains. A more nuanced view of populism however situates it in the context of the disillusionment of working classes with the crisis of what Nancy Fraser calls modern hegemonic, globalized, financialized forms of capitalism. Some have even viewed it as a counter concept to neoliberal politics which remains committed to free movement of capital and deregulated finance despite bringing in some mitigating politics of recognition (Frazer 2018). Regardless of the light in which populism is viewed there are mixed views on how it is connected with democracy and democratic institutions. In this paper we move away from a value laden connotation of populism as an ideology and stay with an understanding that resonates the most easily with an Indian context - namely any policy, strategy, and movement that is redistributive in nature and as such favours the common person particularly those in subordinate positions, over the elite typically represented by large business and financial interests.
