Senator Johnson moved, pursuant to Rule 32 and Article II, Section 18 of the Constitution of the State of Tennessee, House Bills Nos. 1557, 2028, 2266 and 2902 be passed on first consideration, which motion prevailed.

HOUSE BILLS ON FIRST CONSIDERATION

The Speaker announced the following House Bills were transmitted to the Senate and passed first consideration:

House Bill No. 1557 -- Litter Control -- As introduced, increases from a Class C misdemeanor to a Class B misdemeanor the penalty for committing mitigated criminal littering if the litter is or includes human waste in a container. Amends TCA Title 39, Chapter 14, Part 5.

House Bill No. 2028 -- Beer -- As introduced, authorizes beer retailers to sell beer, from their own inventory, online for curbside pickup at the beer retailer's location; requires that the employee bringing beer to a vehicle for curbside pickup verify that the recipient of the beer is 21 years of age or older. Amends TCA Section 57-5-103.

House Bill No. 2266 -- Holidays and Days of Special Observance -- As introduced, deletes the requirement that the governor proclaim July 13 as Nathan Bedford Forrest Day. Amends TCA Title 15, Chapter 2.

House Bill No. 2902 -- Shelbyville -- Subject to local approval, classifies all city employees as at-will employees; adds the city manager to the utility board; requires the treasurer to assist the city manager with the annual budget; changes the allocation of the hotel tax from industrial development to economic development. Amends Chapter 754 of the Private Acts of 1947; as amended.
