PR9510229 Issued by: Embassy of the United States of America General Services Office Avenida 0 Calle 120 Pavas, San Jose Costa Rica 0920-1200 Solicitation for INL for a Comprehensive Urban Plans Advisory for Alajuela & Alajuelita PR9510229 The U.S. Embassy in San Jose, Costa Rica, through the International Narcotics and Law Enforcement INL Affairs Section, has a requirement for a Comprehensive Urban Plans Advisory for Alajuela and Alajuelita during three (3) months. Problem Statement The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State’s anticrime and counter-narcotics efforts. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. Crime is a significant concern in Costa Rica, and it has steadily increased over the past few years. Increased drug trafficking has affected the safety and security of Costa Rican citizens. The response of the municipalities to the phenomenon of insecurity has essentially consisted of setting up surveillance camera systems, creating municipal police in some cases and supporting the presence of the Fuerza Pública, by building infrastructure for police delegations. These actions are correct and necessary but have become insufficient because they are based on a situational and reactive approach. The Fuerza Pública and the Ministry of Security, in conjunction with many municipalities, have completed actions of primary prevention in a limited way, such as community outreach and dissemination of information. However, for municipalities, their prevention strategies are not based on medium-term plans, however, are based on hard data and empirical evidence. That is why the Ministry of Public Security, with the support of INL, decided to adopt the methodology proven for several years in the municipalities and cities of Colombia called Comprehensive Analysis of Community Security and Citizen Coexistence (AISEC) that was nationalized in 2018 and renamed “Sembremos Seguridad”. This is basically a method of diagnosis and analysis of the situation in municipal districts and cantonments as a whole. Sembremos Seguridad is a methodology or strategic tool that allows the different police departments (delegations) to generate comprehensive readings of local realities, actors, phenomena and delinquency manifestations, through the application of methodological tools related to social risks, institutional capacities, crime and contraventions or faults occurring in a specific area or territory. Sembremos Seguridad diagnostics leaves GOCR and municipalities with a series of lines of action to comply. In order to help municipalities, INL has a series of projects in each territory: urban design and crime grant, anti-drug community coalitions and the whole of government intervention tool (PUIS, in Spanish: “Planes Urbanos Integrales”). This “PUIs” are the mechanism to make all institutions interact in territory, work together with help of interactive maps they build together were they locate different factors in each territory: urbanism, social, economic and poverty, within others. There is a need of putting all these INL projects into one public policy that will give them the government’s financial support and sustainability. INL has begun to develop these efforts, by developing cantonments reports with social urbanism relevant information, working with relevant GOCR stakeholders to promote the strategy and integrating the Comprehensive Urban Plan project with other INL projects such as Sembremos Seguridad, Urban Design to prevent Crime and Community Coalitions. Project Goals The goal of this project is to advise in the closure of the comprehensive urban master plans in Alajuelita and Alajuela and to advise on the formulation of normative that supports the implementation of the comprehensive Urban Plans on each cantonment. Project Tasks • Advice Alajuelita and Alajuela cantonments to finish the master plan of their comprehensive urban plan. • Advice in the development of normative that will support the execution of the comprehensive urban plans on each cantonment. • Advice in the inclusion of the comprehensive urban plans on institutions related to human security. • Recollect the commitment signature for the 20 cantonments that are under the current project • Develop a georeferenced identification of the communities. Project Deliverables Month 1 • Project start report, including but not limited to the stakeholders that have been identified as relevant and an schedule with the necessary milestones to successfully accomplish the project tasks. • Report on the first actions of the advisory in Alajuelita and Alajuela cantonments for the development of the master plan. Month 2: • Follow up report on the advances of the development of the master plan of Alajuelita and Alajuela. • Georeferenced community identification. • Strategy for the inclusion of the social urbanism component on human security related institutions. Month 3: • Final report on the advisory of the master plan development in Alajuela and Alajuelita. • Proposed normative document to support the execution of comprehensive urban plans in each cantonment. • Commitment signature of 20 cantonments. Project Administration Monthly reports and weekly meetings with INL and ANAI are expected. For this, the INL Program Specialist will set the date and time each week. Project Timeline Tasks Date 1. Deliverable 1: Project Start Report and first advisory report December 18, 2020 in Alajuela and Alajuelita. 2. Deliverable 2: Follow up report on Alajuela and Alajuelita, community georeferenced identification and strategy for the February 05, 2021 inclusion of the social urbanism component. 3. Deliverable 3: Proposed normative to support execution of comprehensive urban plans and commitment signature of March 12, 2021 20 cantonments and Final Report on the advisory on Alajuela and Alajuelita. Applicants Requirements • Incumbent must have a master’s degree in law and/or administration. • Incumbent must have 10 years of working experience in local governments in high- level positions involving decision-making, staff management and working with municipal councils. • Incumbent must have 5 years of working experience with national municipal organizations. • Incumbent must have 3 years of working experience with communities. • Incumbent must have knowledge of social urbanism and municipal law. • Incumbent must have comprehensive knowledge of the functioning of a local government.. • Experience working with universities is a plus. Date: The INL Section requires this project to be completed by March 12, 2021 . All firms that respond to the solicitation must be technically qualified, and financially responsible to provide the equipment. Crime is a concern in Costa Rica; non-violent petty crime occurs most frequently. All individuals are potential targets for criminals. The majority of crime and safety threats to the U.S. official and private communities are opportunistic acts of theft. U.S. citizens commonly report theft of travel documents. Theft is common in highly populated and tourist areas, particularly in cases where individuals are not watching personal belongings closely, to include leaving items on beaches or in parked vehicles.

Se lleva a cabo un análisis de la dinámica poblacional a partir de la base de datos elaborada con el Censo de 1927, se estudia también el proceso mediante el cual esta comunidad se convierte en una comu- nidad principalmente cafetalera. Finalmente, se explica como este cantón constituye un caso particular de concentración de la propiedad en el valle central de Costa Rica.
