In my report for tho year 1963, in paragraph 7 of that report, I stated that tho Authority in consultation with the M inister for Health and Housing had agreed to introduce a scheme to cover yoltlntary Contributors to the Fund. The legislation to bring this Voluntary Scheme into operation was eventually shelved by your M inistry ln view of the Government's decision to bripg lnto being a National Hea1th Scheme on a non-racial basis. In order to help finance the startlng of the National Scheme, the Apthority was lnstructed by your M inistc to contribute a sum of f 55,309 from its funds. The amount of f 55,309 represents part of the Authority's accumulated reserves. The amount ls considered to represent the proportion of the total of the Authority's reserve funds whicb were originally contributed by the Government to the Fund in accordance with para. 13 of the Hospital Treatment Relief (European) Act (Cap. 249). , 7.
