1.0 EXECUTIVE SUMMARY The site at Great Cheverell, Wiltshire (Grid Ref. 398401, 154207) comprises a Current Site rectangular parcel of undeveloped land approximately 2.6ha in size. The site is Status bounded by Westbury Road to the west, residential properties to the north, and agricultural land to the east and south. Site and The site has not been subject to any significant development over time. Historically, Surrounding the site was surrounded by agricultural land to the east, west and south and History residential properties to the north. No significant potentially contaminative uses have been identified from the Environmental environmental database for the immediate site environs. There may be superficial deposits in the eastern part of the site comprising of clay, silt, sand and gravels underlain by relatively shallow Sandstone or Mudstone in the Geology east. The Envirocheck report indicates that there no Made Ground present on the site or within 500m of the site boundary. The report also indicates that the site is not located in an area likely to be affected by mining activity or requires radon protection measures for new buildings. The site is underlain by a Principal A Aquifer (bedrock). The site is not located in a Hydrogeology groundwater Source Protection Zone (SPZ). One surface watercourse is present approximately 38m north east of the site. This Hydrology is an unnamed tributary of Semmington Brook. The site is not located in a zone of potential flooding. Significant potential sources of contamination have not been identified based on the desk study assessment; however, there is a potential for ground gases to be Preliminary present. This sheet is intended as a summary of the preliminary assessment of the site. It does not provide a definitive analysis.

2.0 INTRODUCTION

2.1 Instruction

WYG Environment Planning Transport Ltd (WYG) has been commissioned by Gladman Developments Ltd to undertake a Phase 1 geo-environmental desk top study for a potential development site in Great Cheverell, Wiltshire.

2.2 Objectives

The principal objective of the study is to provide and interpret information on ground conditions in connection with potential future re-development of the land. This is in support of an outline planning application for a residential scheme. A site plan (Ref: Rev C 260313 A3 (1 1250)) is provided within the planning application.

2.3 Scope of Services

In order to achieve the above objective, the following scope of works has been determined:

• A site visit and visual inspection (where access is made available to us) including reference to information made available to us prior to the visit.

• A discussion of the current site status and key associated environmental influences observable from the site visit.

• Review and discussion of environmental database information (Envirocheck™ report);

• An historical site and area review, referring to past issues of Ordnance Survey maps.

• A discussion of the general expected ground and groundwater conditions referring to our own geological and hydro-geological maps library.

• Obtain and review a BGS Radon report for the site.

• Details of environmental data search consultations available from key relevant agencies, including the Local Authority and the Environment Agency.

• A preliminary, qualitative, ground contamination risk assessment discussing the results of the research above, not only concerning potential on-site conditions and contamination but also an overview of the potential for migration onto or off-site with respect to the surrounding neighbouring sites; and,

• A preliminary Conceptual Site Model addressing potential land contamination and land stability hazards.

• Recommendations for any further stages of work that may be required either for statutory purposes or to support future design works for the scheme.

• Assignment of our report to a future site purchaser, as and when required.

2.4 Report Conditions

Attention is drawn to the report conditions included in Appendix A.

3.0 SITE SETTING

3.1 Location

The site is located in the north western part of the village of Great Cheverell, 30km south east of Bath, as detailed in Table 3.1 below. The site boundary is illustrated on Figure 1 with the prominent site uses surrounding the site given in Table 3.2.

3.2 Site Description

A site walkover was undertaken by WYG on the 14 th May 2013. The site generally comprised grassed fields. The site topography falls gradually from the west to the north east.

There is a ditch running adjacent to the northern boundary of the site leading into a drain. The ditch was observed to be dry at the time of the site visit and is not indicated on the Envirocheck report.

Other features noted during the walkover comprised:

• A small area of wet waterlogged ground in the north western corner of the site.

Pertinent photographs taken during the site walkover are shown on Figure 1.

4.0 ENVIRONMENTAL SETTING

Regulatory authority information relevant to the site’s surroundings has been obtained from the undertaking of an environmental database search for the site. The information is summarised below and the environmental database records are enclosed in Appendix B. Distances stated are approximate and are taken from the boundary of the site to the database recorded entries.

4.1 Waste

There are no BGS recorded landfill sites or waste treatment sites on or adjacent to the site.

There are 2 no. entries for historical landfill sites, 3 no. entries for local authority recorded landfill sites, 3 no. licensed waste management facilities, 1 no. registered waste transfer stations and 3 registered landfill site within 1000m of the site.

The Envirocheck report obtains its information from a number of different sources. Often the same site is listed under different databases.

The sites and facilities have been summarised in table 4.1:

4.2 Industrial Processes

There are no contaminated land register entries and notices (CLREN), Local Authority Pollution Prevention and Controls (LAPPC), Integrated Pollution Control (IPC), Integrated Pollution Prevention Control (IPPC), Local Authority Pollution Prevention and Control Enforcements (LAPPCE) relating to authorised processes at the site or within a 1km radius of the site.

4.3 Health & Safety

There are no explosive sites, Notification of Installations Handling Hazardous Substances (NIHHS), planning hazardous substance consents, active radioactive substance permits or Control of Major Accident Hazard sites (COMAH) registered at, or within 1km, of the site.

4.4 Ecology & Environment

Vegetation comprising a mix of shrubs and trees runs along part of the boundaries of the site. It is not known whether the site is inhabited by protected species.

There are no ecologically or environmentally sensitive land uses, such as Special Protection Areas (SPAs), Sites of Special Scientific Interest (SSSI), Special Areas of Conservation (SAC), areas of adopted green belt or nature reserves.

4.5 Trade Entries & Fuel Stations

There are no trade entries or fuel stations recorded for the site on the environmental database.

The environmental database recorded that there are 3 no. active contemporary trade entries within 250m of the site, the nearest being garage services, approximately 117m northwest of the site boundary. The other entries comprise electronic, marine and precision engineers and a seating manufacturer.

The environmental database lists no active fuel stations present within 1km of the site boundary.

5.0 SITE HISTORY

Available extracts of historical Ordnance Survey (OS) maps were used to research the history of the site and the surrounding area. Copies of all historical Ordnance Survey maps reviewed are included in Appendix C and a summary is provided below.

5.1 Site History

The earliest available maps (1886) indicate the site to be undeveloped land, presumably used for agricultural purposes. A footpath is also present running immediately adjacent to the eastern and northern boundaries. The footpath is observed to have changed to run directly through the north eastern corner of the site (1939). The site has remained unaltered since then.

5.2 Surrounding Area History

The earliest available map (1886) illustrates that the site is bounded by agricultural land to the east, south and west with some residential development to the north. The site is bounded to the east by a footpath and to the west by an unnamed road which is later (1939) observed to be named School Lane. The 1924 map shows land to the south of the site to be used as allotments. Some further residential development occurs to the west of the site (1979). Since then the surrounding area has remained largely unaltered.

6.0 GEOLOGY, HYDROGEOLOGY AND HYDROLOGY

6.1 Geology

Details of the geology underlying the site have been obtained from the following sources:

• 1:10,000 scale drift and bedrock maps (provided as part of the environmental database search);

• Indicative Atlas of Radon in and Wales, HPA (HPA-RPD-033), October 2007 (Map 9);

• BGS Igeology App. Version 3.0.

• Radon Guidance on Protective Measures for New Buildings, BRE, 2007 (Map 9); and,

• Environmental database.

6.2 Made Ground

The environmental database indicates that there is no Made Ground on the site. However, there are Made Ground deposits within 500m of the site; mostly associated with railway development.

6.3 Superficial Geology

The geological map indicates that the site is not underlain by significant superficial deposits except in the eastern part of the site. The superficial deposits in this area are categorised as Head deposits. This comprises of clay, silt, sand and gravel.

6.4 Solid Geology

The environmental database indicates that the underlying solid geology comprises rocks of the Shaftesbury Sandstone Member. Within 50m of the eastern site boundary the bedrock changes to Mudstone from the Gault Formation.

6.5 BGS Soil Chemistry

Table 6.1 below gives details of potential soil chemistry, as provided by the environmental database (source: Urban Soil and Soil Chemistry data provided by the British Geological Survey).

6.6 Radon

According to the British Geological Survey:Radon Report the estimated probability of the property being above the Action Level for radon is: 0-1% (LOWER PROBABILITY). It is not considered that radon protection measures are required within the construction of new dwellings or extensions on the site.

According to the environmental database, the site is not in an area where radon protection measures are required within the construction of new dwellings or extensions on the site.

6.7 Mining

The site is not located within an area known to be affected by shallow coal mining hazards.

There is 1 no. BGS recorded mineral site 528m north east of the site associated with the former opencast mining of clay and shale.

6.8 Ground Stability

Table 6.2 indicates the potential ground stability hazards on site, as obtained from the environmental database. The database records that landslip deposits are shown approximately 200m north of the site.

6.9 Hydrogeology

Details of the hydrogeology underlying the site have been obtained from the following:

• Environment Agency website; and,

• Environmental database.

6.10 Groundwater Classification

The Environment Agency website indicates that the site is located on a Principal A Aquifer which relates to the bedrock - These are layers of rock or drift deposits that have high intergranular and/or fracture permeability - meaning they usually provide a high level of water storage. They may support water supply and/or river base flow on a strategic scale. In most cases, principal aquifers are aquifers previously designated as major aquifer. The eastern part of the site is located on unproductive strata – this relates to the superficial head deposits. Unproductive strata are rock layers or drift deposits with low permeability that have negligible significance for water supply or river base flow.

The overlying soils are classified as being of intermediate leaching potential (L1) – these are soils which can possibly transmit a wide range of pollutants.

The site is located in a groundwater nitrate vulnerable zone except for the eastern part of the site.

6.11 Groundwater Abstractions

The site is not located within a Source Protection Zone (SPZ) for a potable groundwater source.

The environmental database search indicates there are 4 no. active groundwater abstractions within 1km of the site; the nearest being located 668m south east of the site. The abstraction source is from a borehole and the abstraction itself is unspecified. The abstractions are either unspecified or related to agriculture or aquaculture.

Groundwater levels may be at shallow depth in the east of the site due to the presence of water logged ground. However, this may not be true for the west of the site which is at slightly higher ground.

6.12 Hydrology

Details of the hydrology of the area have been obtained from the following sources:

• The Environment Agency website; and,

• Environmental database.

Details are given in the following sub-sections.

6.13 Watercourses

According to the Envirocheck report and the site walkover the following surface waters are present on or within a 250m radius of the site:

• An unnamed tributary of Semington Brook. This tributary is located approximately 38m north east of the site flowing north to converge with the Brook, approximately 19km north of the site (flowing northwest).

The site is not located in a surface water nitrate vulnerable zone.

The Water Framework Directive - River Basin Management Plans have been consulted on the EA website. The findings are given in Table 6.3 below.

6.14 Surface Water Abstractions

The environmental database search indicates there are no active surface abstractions within 500m of the site.

6.15 Discharge Consents

The environmental database search indicates there is 1 no. active discharge consents within 500m of the site.

The discharge consent is 433m north of the site (downstream). The consent is held by the Wessex Water Services Ltd. It relates to sewage discharges into the Semington Brook.

6.16 Pollution Incidents

The environmental database search indicates that there have not been any recorded pollution incidents within a 1km of the site.

The environmental database indicates that there have been no prosecutions relating to controlled waters or authorised processes within 1km of the site.

6.17 Flood Potential

The site is not located within an area considered to be at risk from flooding from rivers.

7.0 PRELIMINARY CONTAMINATION RISK ASSESSMENT

The site has been considered in line with the current UK guidelines, namely the Contaminated Land (England) Regulations 2000 and Part 2A of the Environmental Protection Act 1990 including Statutory Guidance, April 2012 and the National Planning Policy Framework (NPPF), March 2012.

For a risk of pollution or environmental harm to occur as a result of ground contamination, all of the following elements must be present:

• A source, i.e. a substance that is capable of causing pollution or harm;

• A receptor (or target), i.e. something which could be adversely affected by the contaminant; and

• A pathway, i.e. a route by which the contaminant can reach the receptor.

If one of these elements is absent there can be no significant risk. If all are present the magnitude of the risk is a function of the magnitude and mobility of the source, the sensitivity of the receptor and the nature of the migration pathway.

Potential sources, pathways and receptors have been identified and the risks associated with possible pollutant linkages outlined. The site assessment is undertaken based on the proposed end use of the site for residential purposes but taking into account current site usage (agricultural and public footpath).

7.1 Potential Hazard Sources

7.1.1 On site Sources

Based on the historical and present uses of the site it is considered there are a limited number of potential on site contamination sources:

• The unlikely presence of Made Ground across the site. • Ground gases (Made Ground, natural organic decay).

7.1.2 Off Site Sources

Based on historical uses identified surrounding the site it is considered that there are a no potential off-site contamination sources.

7.2 Contamination Pathways

Potential contamination pathways, listed below, are proposed considering the future proposed residential end-use of the site:

• Direct/Dermal Contact; • Inhalation of vapours or dusts; • Ingestion of soils, dust and/or home grown produce; • Leaching; • Lateral and vertical migration of groundwater; • Migration along/into service conduits and pipe work; and, • Ground gas migration and accumulation.

7.3 Contamination Receptors

Receptors that may be affected by potential contamination are considered to be:

• Current site users (site occupiers and members of the public); • Future site users (residential); • Construction/maintenance workers; • Underlying groundwater (Principal Aquifer); • Ecosystems (including flora, fauna and landscaping); • Future buildings and infrastructure; and, • Adjacent properties and land users.

7.4 Ground Contamination Risk Assessment

By considering the sources, pathways and receptors, a preliminary assessment of the environmental risk is made with reference to the significance and degree of the risk. This assessment is based on consideration of whether the source contamination can reach a receptor and hence whether it is of significance.

The risk assessment has been carried out by assessing the severity of the potential consequence, the sensitivity of the target and the likelihood of occurrence, based on the categories given below (Tables 7.1 to 7.3).

A summary of the preliminary risk assessment for both on-site and off-site sources is given in Table 7.4.

The likelihood of an event (probability) takes into account both the presence of the hazard and target and the integrity of the pathway and has been assessed based on the categories given below.

7.5 Summary of Risk Assessment

The preliminary risk assessment is summarised as Table 7.4.

The preliminary contamination risk posed to future site users, construction workers, future buildings & services and flora and fauna is considered to be low . This risk posed to controlled waters is considered to be low . This risk can be confirmed through site investigation.

The risk posed by ground gas from off and on-site sources to all receptors is considered to be low to moderate . This risk can be refined through site investigation.

8.0 PRELIMINARY GROUND ENGINEERING RISK ASSESSMENT

For the purposes of this preliminary assessment, reliance has been placed on the geological maps contained within the environmental database. These indicate that the site is underlain by Sandstone of the Shaftesbury Sandstone Member. However, it is possible that there may be a relatively thin covering of soil above the rock. This might be Made Ground in some places and/or a thin veneer of natural soils across the whole or parts of the site. If present, it is most likely that these natural soils will comprise alluvium marginal to the tributary of Semmington Brook (clay/silt/sand/gravel) with the possibility of river terrace deposits (sand and gravel) flanking the watercourse to the north.

Providing that no un-engineered Made Ground or soft/loose soil deposits are present to depths in excess of 0.75m or thereabouts, it is likely that house foundations can be established at relatively shallow depth and that conventional spread foundations could be adopted. The Sandstone is likely to be weathered to a gravel like consistency near surface. On this basis, that the near surface deposits can safely support net applied bearing pressures of at least 100 kPa or thereabouts for a minimum footing depth of 0.75m and a predicted settlement not exceeding 25mm. Care will be needed to ensure bearing surfaces do not become softened through exposure to the elements or as a result of groundwater ingress into excavations.

Subject to the need to control groundwater in excavations (see below) it is likely that the ground will be amenable to the use of trench fill foundations, should they need to be established at greater depth to reach a suitably competent bearing stratum.

It should be anticipated that measures to control groundwater entry into foundation and other excavations will be required, due to the site’s topography, the presence of water logged areas and the expected low permeability of the near- surface deposits preventing significant infiltration of precipitation.

Based on the information to hand, this site is not likely to be amenable to the use of soakaways in some areas; namely the north eastern part of the site.

The site’s current topography is likely to lead to the need for site re-profiling earthworks to enable development. Further assessment will be required depending on the chosen site levels and whether or not development is to take place on engineered ground.

This preliminary assessment should be re-visited in the light of results obtained from site-specific ground investigations.

9.0 CONCLUSIONS

9.1 Constraints

The following assessment focuses on the potential constraints to development that are:

1. determinable from the environmental information consulted and;

2. observable from the site walkover inspection.

9.1.1 Potential Ground Constraints

Due to the topography, earthworks are likely to be required to enable development.

The permeability of the ground is anticipated to be relatively low in the east of the site and as such, is likely to preclude the effective use of soakaways. However, the west of the site may be underlain by sands and gravels with Sandstone bedrock at shallow depth and will be permeable. Measures to control groundwater at shallow depth are likely to be needed.

The ground gas characteristic situation of the site is presently unknown; mitigation measures may be required in new buildings subject to the results of site-specific ground investigations.

9.1.2 Other Potential Constraints

According to the data reviewed the following other development constraints have been identified: • Potential for protected species; • Potential for TPOs.

9.1.3 Preliminary Assessment for Foundations

Based upon a review of the geological data sources cited at Section 6.1, it is considered likely that conventional spread foundations would be viable for a low rise residential development. It is considered that there are no readily identifiable abnormal ground conditions that would constrain the use of such foundations; however, this should be confirmed by undertaking an intrusive site investigation to establish the geological succession, strength of geo-materials, groundwater table position etc.

10.0 RECOMMENDATIONS

10.1 Surveys

The following geo-environmental and geotechnical surveys are recommended:

• A preliminary intrusive ground investigation which would comprise a grid of exploratory holes across the site for a general appraisal of contamination and geotechnical issues, as well as targeting areas of potential contamination; and, • A more detailed and targeted investigation (if required, subject to the findings of the initial investigation) to refine an understanding of any issues that may be identified during the preliminary investigation stage, enable a consideration of remediation options (if required) and an assessment of geotechnical issues to support plot-specific developments if ground conditions are found to be variable across the site.

The preliminary investigation should set out to cover the following issues:

• Geotechnical parameters and foundation design options; • The likely scale of soil contamination and its leaching potential; • The presence of and likely impacts from ground gases; • The risk to surface waters and groundwater posed by the site; and, • The permeability of the site by way of effective use of soakaways.

The detailed investigation will focus on areas identified as presenting an issue during the preliminary stage of investigation. This will enable the formulation of any remedial works required at the site to enable its safe development.

The scope of any preliminary investigation and later detailed works should be agreed in advance by both the Contaminated Land Officer at the Council and the Environment Agency.

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client.

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreements with a number of Data Suppliers.

Information about previously developed ground is especially important, as it is often associated with potentially contaminated material, unpredictable engineering conditions and unstable ground.

Artificial ground includes:

- Made ground - man-made deposits such as embankments and spoil heaps on the natural ground surface. - Worked ground - areas where the ground has been cut away such as quarries and road cuttings. - Infilled ground - areas where the ground has been cut away then wholly or partially backfilled. - Landscaped ground - areas where the surface has been reshaped. - Disturbed ground - areas of ill-defined shallow or near surface mineral workings where it is impracticable to map made and worked ground separately.

Mass movement (landslip) deposits on BGS geological maps are primarily superficial deposits that have moved down slope under gravity to form landslips. These affect bedrock, other superficial deposits and artificial ground. The dataset also includes foundered strata, where the ground has collapsed due to subsidence.

They rest on older deposits or rocks referred to as Bedrock. This dataset contains Superficial deposits that are of natural origin and 'in place'. Other superficial strata may be held in the Mass Movement dataset where they have been moved, or in the Artificial Ground dataset where they are of man-made origin.

Most of these Superficial deposits are unconsolidated sediments such as gravel, sand, silt and clay, and onshore they form relatively thin, often discontinuous patches or larger spreads.

A Landmark Information Group Service v47.0 03-May-2013 Page 3 of 5 Bedrock and Faults Bedrock geology is a term used for the main mass of rocks forming the Earth and are present everywhere, whether exposed at the surface in outcrops or concealed beneath superficial deposits or water.

The bedrock has formed over vast lengths of geological time ranging from ancient and highly altered rocks of the Proterozoic, some 2500 million years ago, or older, up to the relatively young Pliocene, 1.8 million years ago.

The bedrock geology includes many lithologies, often classified into three types based on origin: igneous, metamorphic and sedimentary.

The BGS Faults and Rock Segments dataset includes geological faults and thin beds mapped as lines such as coal seams and mineral veins. These are not restricted by age and could relate to features of any of the 1:10,000 geology datasets.
