The Chairman Welcomed everyone to the meeting. POLICING THE A64 The Chairman introduced the Guest Speaker Traffic Sergeant Neil Campbell who proceeded to give an overview of the operation. Monitoring from Staxton to The Four Alls there are 2 x Sgts. & 10 P. C.s. from Scarborough and 2 x Sgts. & 5 x P.C.s. from Malton. Resources mainly concentrated on the main trouble spots; their main priority is to minimize accidents – unmarked cars and vans are now used, stated that 50% of tickets issued for speeding were issued on the A64, although less cars & staff employed on this task than 10years ago. Tools Available = ANPR (automatic number plate recognition) several agencies provide data. Much tougher rules to allow removal of vehicles for offences, fixed penalties for those with proven identity. 2 x static ANPR cameras are In place on the Malton bypass. Partnership approach when complaints are received, data loggers can be utilized, provided by the Fire Service, where a problem may be solved by enforcement or whether the speed limit at the location is not realistic Questions raised on Barton Hill Crossroads, this extremely dangerous crossing has been an ongoing ‘blackspot’ for many years and the Highways Agency is continually getting its‘’ear bent’’. The Chairman outlined the latest of a long history of studies on the A64 including Barton Hill Crossroads. Question on no. of vehicles attending an ‘incident’ . Answer. ‘depends on severity’. The problems raised by traffic diversion through villages was discussed as was the nuisance factor regarding motorists using narrow country roads as ‘rat runs’. Neil stated that more resources were used at weekends to try and combat this. Comments were made about mobile ‘phone usage while driving – unmarked cars and ‘bikes are being used to track down offenders. Police Report Insp.Hutchinson proceeded to present the latest news regarding policing activity in our area. UPDATE In Ryedale District . Once again we noted reductions in burglary and criminal damage, only increases were in theft & violent crime. In 2009/2010 there was a massive reduction of 340 crimes and a slight increase of 11 in 2010/2011 (April to April). We have achieved this through crime prevention schemes and the incredible support of NeighbourhoodWatch & Countrywatch. The overall crime has decreased by 12.5% over the last three years. Safer Ryedale Overall Performance Against Performance Plan (2008-11 ) TARGETS Burglary (Dwelling) Target -10% actual -38.38% Burglary (Non Dwelling ) Target - 5% actual - 35.56% Criminal Damage -10% actual - 31.97% Damage to vehicles -5% actual -30.89%. We are continuing to work with our partners to reduce thefts from cars parked at many beauty spots in our area using high visibility patrols, lealets and signs – an essential priority, as dealing with this type of crime could have a major beneficial effect on our local economy. A 50year old man from Leeds was arrested breaking into a vehicle on April 1 st . on the North York Moors, he is currently on Police bail – since that date thefts at beauty spot car parks have dropped significantly Crime Figs for end of May show a reduction of 25.4% on last year with particular drops in the theft and violence categories we were looking to target. I prefer to think of this as 83 less victims of crime in our area.Malton Rural West Figures for May 2011 show area has had just 42 crimes rather than the 43 in the same two months of 2010.In May we have had a small spate of 4 house burglaries in May in Welburn, Sand Hutton, Barton-le-Willows and Slingsby over a week. These were part of a larger series of similar burglaries committed across North Yorkshire. On 24 th May detectives arrested two men from the West Yorkshire area and charged them with all four of these burglaries in addition to 6 more form other parts of North Yorkshire. These men are now remanded in custody awaiting trial. Road Safety In the last 3 months 48 fixed penalty tickets have been issued across the patch including 3 for no seat belt, 2 for using mobile phones, 3 for crossing double-white lines and 24 for exceeding the speed limits in the villages and on the A64. Page 1 of 10 Community Priorities Local P.C.s are Andy Grant and Jane Jones Andy and Nicki (PCSO) are continuing the work against rural crime across the patch. They have also looking at the issues raised last time regarding inconsiderate parking around schools in Welburn and Amotherby . This is still ongoing..I want to end with some breaking news and a big ‘Thank You’ to all of you who responded to the request to nominate officers for the Safer Neighbourhood Police Officer of the Year Awards 2011. The response from this area was amazing and our very own Steve Leach, the Helmsley & Kirkbymoorside PC, has been selected to be Scarborough & Ryedale’s nomination for the SNT Award 2011. Steve will now go forward to receive his award at the Presentation Ceremony at Police Headquarters on 24 th June 2011 and , who knows, we can hope that he could yet follow in the footsteps of John Abbott and Tracy Brown and represent all of North Yorkshire at the National Award Ceremony in London! There is another piece of good news to share. Pete Jones, the Special Constable for Pickering, who does such an amazing job in patrolling the town on Friday nights, has been nominated as the North Yorkshire representative at the National Ferrers Trophy Awards ceremony in London on 16 th June. Again this recognition is so well-deserved for all the time that Pete gives up to keep this community safe.And lastly, and humbly, I have been given the North Yorkshire Police Lifetime Achievement Award 2011.
