The purpose of the study is to establish an EMP based on decentralised energy serving the Colindale Regeneration Area, as defined in the Colindale Area Action Plan (AAP). The EMP shall determine the extent of a decentralised energy that has the potential to supply market competitive, low carbon energy to new developments and existing properties. The specific objectives of this study can be summarised as follows: Identify energy loads and determine the current and future energy demand and supply balance. Determine an overarching district heating (DH) network connecting to and utilising existing and future low to zero carbon energy sources supplying the identified energy loads Determine the environmental benefits in terms of carbon dioxide savings compared with ‘business as usual’ Identify major barriers, issues and constraints (such as crossing major rivers, rail lines, roads; public realm works, etc.) and make recommendations. Spatially map the DE vision. Establish an incremental DE delivery plan based on consecutive construction phases, clearly identifying where the scheme should be ‘kick-started’, whether temporary Energy Centres should be considered and taking into account the energy loads development etc. Identify indicative costs and revenues
