The team was led by Hilary Thompson, working with OPM colleague Deborah Rozansky and with Dave Hill, Executive Director of People Commissioning (and statutory DCS) at Essex County Council, and his colleague Helen Lincoln, Executive Director for Family Operations. -

The BFBC DPD applies to the whole of Bracknell Forest and amplifies the guidance set out in its approved Core Strategy which was the subject of consultation with this authority. It will when finalised provide more detailed policies on the issues for the management and delivery of new housing, retail and employment development. It will also identify sites for these activities beyond that committed for Amen Corner, Binfield and north of Whitegrove/Quelm Park, Bracknell. BERKSHIRE PROSPECTUS AMBITION, COLLABORATION AND GROWTH 02 THE BERKSHIRE Berkshire Prospectus Berkshire PROSPECTUS THE OPPORTUNITIES IN THIS PROSPECTUS It is no coincidence that this prospectus for Berkshire has been released in tandem with the Thames Valley Berkshire Local Enterprise Partnership (LEP) Recovery and REPRESENT A CHANCE Renewal Plan. The two documents sit alongside each other, evidencing the formidable collaborative nature of how TO RESET POST COVID the LEP is working in partnership with the six Berkshire Local Authorities as well as other key stakeholders. AND MAKE BERKSHIRE This prospectus clearly identifies several key schemes and projects which, when delivered, will greatly enhance Berkshire’s appeal as a place to live and EVEN BETTER work in the years ahead. The projects highlighted in this prospectus represent unique opportunities for new investment that will appeal to a wide range of partners, locally, regionally and nationally. The LEP and Local Authorities will work alongside private and public sector colleagues to facilitate the development and successful delivery of these great opportunities. COLLABORATIVE WORKING We should highlight the constructive partnership between the Local Authorities and the LEP, who together have forged a great working relationship with One Public Estate (OPE). Established in 2013, OPE now works nationally with more than 300 councils.These projects are transforming local communities and public services right across the country. They provide technical support and funding to councils to deliver ambitious property and place-focused programmes in collaboration with central government and other public sector partners. Medway Statutory Direction January 2021
STATUTORY DIRECTION TO MEDWAY COUNCIL IN RELATION TO CHILDREN’S SERVICES UNDER SECTION 497A(4B) OF THE EDUCATION ACT 1996 WHEREAS: 1. The Secretary of State for Education (“the Secretary of State”) has noted in respect of Medway Council (“the Council”) that performance in respect of children’s social care services is ‘inadequate’ as detailed in Ofsted’s inspection report of 27 August 2019 (the 2019 Ofsted report). 2. The Council’s failure led the Secretary of State to issue a statutory direction on 27 August 2019 (“the first direction”), requiring the Council to comply with any instructions of the Secretary of State or the Children’s Services Commissioner; and to co-operate with a Commissioner-led review of services. 3. The first direction was replaced with a second direction on 7 January 2020 (“the second direction”), requiring the Council to work with a Leadership Improvement Partner and extending the appointment of the Children’s Services Commissioner. 4. The Secretary of State has carefully considered: a. Ofsted’s inspection report of 27 August 2019, which found the Council’s delivery of children’s social care services, particularly in relation to the impact of leaders on social work practice with children and families and the experiences and progress of children who need help and protections to be rated as ‘inadequate’. b. Ofsted’s letter of 15 September 2020 following its August Monitoring Visit which noted the progress made by the Council and that the leaders had laid the foundations for practice to change and improve, with signs these were beginning to have positive effect. -

VIRTUAL PLANNING COMMITTEE MEETINGS Emergency legislation was passed on 25 March 2020 to support the UK’s coronavirus plan. This new planning legislation was introduced by the government to allow emergency infrastructure, such as hospitals, to be built and for planning to continue. This legislation is permits the creation ‘Virtual Council Meetings’ Notwithstanding this, developers shouldn’t be able to push through poor planning decisions. Instead local voices must be heard to maintain the resilient green future we all want. Public can access these live virtual meetings in a slightly different way depending on whether the PA is with WBC and BFC. Up to the Covid19 situation if you wish to attend and put your comments to the council on the day of the meeting you must give advance warning.
