14 Group Representation Constituencies and 9 Single Member Constituencies) Have Been Revised PRESS RELEASE EXHIBITION OF THE REGISTERS OF ELECTORS The Registers of Electors for the 23 Constituencies (14 Group Representation Constituencies and 9 Single Member Constituencies) have been revised. This revision is a routine exercise to bring the Registers of Electors up to date. 2 The revised Registers of Electors will be exhibited for public inspection from 28 September 2004 to 11 October 2004 at the Inspection Centres for the respective Constituencies and at all Overseas Registration Centres. Applications for registration as overseas electors can also be made at any of the Inspection Centres or Overseas Registration Centres from 28 September 2004 to 18 October 2004. The addresses of the Inspection Centres and the Overseas Registration Centres are shown in Annexes A and B. The opening hours of the Inspection Centres are as follows: (a) Monday to Friday : 6.00 pm to 9.00 pm (b) Saturday : 3.00 pm to 7.00 pm The Overseas Registration Centres will be opened during the business hours of the respective Singapore Missions where the Centres are established. 3 The purposes of the exhibition are to allow electors to: - From 28 September 2004 to 11 October 2004 (a) check to ensure that their names are in the correct address and are in the Register of Electors for the relevant Constituency; (b) submit claims for the inclusion of their names in the Register of Electors for the relevant Constituency, if their names have been excluded therefrom; (c) submit objections against names of persons appearing in the Registers of Electors; and From 28 September 2004 to 18 October 2004 (d) submit applications for registration as overseas electors to vote at one of the 8 Overseas Polling Stations, which are listed at Annex C. 4 All Singapore Citizens who are 21 years of age and above on 31 August 2004 and who are ordinarily resident in Singapore will have their names included in the Registers of Electors. However, they are advised to check that their addresses are listed correctly in the relevant Register of Electors. They should bring along their identity cards or passports when they visit the Inspection Centres or Overseas Registration Centres. 5 Those electors whose names are excluded from the Registers of Electors because they failed to vote at a previous election can also make written applications (on prescribed forms) to have their names reinstated in the Registers of Electors at any of the Inspection Centres or Overseas Registration Centres. They should produce documentary evidence in support of their applications for reinstatement as far as possible. 6 Singaporeans working or residing abroad who wish to apply for registration as overseas electors must have their names in the Registers of Electors and must satisfy one of the following criteria:- (a) A member of the Singapore Armed Forces on full-time service or training outside Singapore; (b) A public officer or an employee of any public authority employed in full-time service outside Singapore; (c) A public officer or an employee of a public authority on full-time training outside Singapore; (d) A citizen of Singapore of not less than 21 years of age on 31 August 2004 and on full-time training outside Singapore that is sponsored by the Government or any public authority; (e) Employed outside Singapore by an international organisation of which Singapore is a member; (f) The spouse or a parent/child/dependant of any person referred to in sub- paragraph (a), (b), (c), (d) or (e) and is living with that person; or (g) Not resident in Singapore but has resided in Singapore for an aggregate of 2 years during the period of 5 years immediately preceding 31 August 2004. 7 Forms for “Application to be Overseas Elector” are obtainable at all Inspection Centres and Overseas Registration Centres. Applications can be submitted in person at any of these Centres, or by registered post to any Overseas Registration Centres or to Elections Department direct, at 11 Prinsep Link, Singapore 187949. 8 Alternatively, members of the public can visit the Singapore Elections website (www.elections.gov.sg) or the eCitizen Portal (www.ecitizen.gov.sg) where they can check whether their names are in the Registers of Electors, find out more about overseas voting and download the form for “Application to be Overseas Elector”.
