ISPA INFORMATION SHEET Measure No 2001 RO 16 P PE 017 Measure title Rehabilitation of Solid Waste Collection, Transportation, Treatment and landfill in Dambovita County Authority responsible for implementation Name: Central Finance and Contracting Unit (CFCU) Ministry of Public Finance Address: MAGHERU Avenue no. 6-8 5th floor Bucharest ROMANIA E-mail: [email protected] Description Dambovita County is located in the central-southern part of Romania and is having a total surface of 4 054 km2, which is about 1.7 % of the Romanian territory. The county is having a high tourism potential due to the historical sites and the mountains located in the North. Three major rivers pass the county: Dambovita, Ialomita and Arges, of which the latter two are the major water sources for Bucharest Municipality. Administratively, the county comprises 1 municipality (Targoviste), 5 towns (Titu, Gaesti, Pucioasa, Fieni, Moreni) and 78 communes. It has a population of 563 000 inhabitants (177 000 in urban areas, 386 000 in rural areas).The total amount of domestic solid waste produced in the county is 348 000 m³ per year (128 000 tones), of which 163 000 m³ from the urban areas. The project concerns domestic waste collected in Dambovita County, and includes the following main components: (1) Sorting and collection of solid waste; (2) Landfill and waste management centre in Aninoasa; (3) landfill in Titu ; (4) Closure and rehabilitation of existing landfills and other dumping sites; and (5) Technical assistance Institutional Arrangements Following an analysis of relevant options for public-private-partnership (PPP), including the legal aspects, the Dambovita County has opted for having two concessions, one for waste collection and transportation and the other for landfill operation. The county council would delegate a public service to private operators after public tender with the advantages of transparency and efficiency, yet retain the right and obligation to verify performance by the operators and set overall waste management plans. The foreseen Technical Assistance will prepare the pre-qualification and tender dossiers, including the forms of concession contracts, for the selection of the private operators. Estimated completion date of the measure: 31 December 2008 Objectives The overall objective of the measure is to develop the environmental infrastructure for preserving, protecting and improving environment quality in Dambovita County. The main objectives of the project are: - To protect the environment and the human health in the Dambovita county and in the neighbouring counties. This objective is regarded to the water and soil contamination caused by the present improper solid waste management. - To improve the landscape in the county; this will have implicitly lead to a higher population comfort and will help in creating an attractive area from the tourism point of view. - To reduce resources usage by better facilitating sorting and recycling of municipal wastes. Economic and social cost-benefit analysis The economic analysis including benefits and social costs, which have been not considered by the financial analysis is qualitative. The socio-economic cost of eliminated landfill scavenging should be more than counterbalanced by the benefits to the population as a whole in the form of reduction of sanitary and other risks, in particular the risks of groundwater pollution. The benefits from closing existing dumpsites and landfills will accrue to the population in general by improving hygienic conditions. In addition, in the rural areas the suggested establishment of drop-off centres more conveniently located to residents than the existing dumpsites will reduce their travel time and travel costs. Environmental Impact Analysis The measure is a class of development covered by Annex II of the Environmental Impact Assessment Directive 85/337/EEC (as amended by 97/11/EC). Environmental permit from the Ministry of Waters and Environmental Protection has been granted. An environmental impact assessment has been carried out. Environmental authorities and the public concerned have been consulted.
