Rehabilitation of Solid Waste Collection, Transportation, Treatment and Landfill in Dambovita County ISPA INFORMATION SHEET Measure No 2001 RO 16 P PE 017 Measure title Rehabilitation of Solid Waste Collection, Transportation, Treatment and landfill in Dambovita County Authority responsible for implementation Name: Central Finance and Contracting Unit (CFCU) Ministry of Public Finance Address: MAGHERU Avenue no. 6-8 5th floor Bucharest ROMANIA E-mail: [email protected] Description Dambovita County is located in the central-southern part of Romania and is having a total surface of 4 054 km2, which is about 1.7 % of the Romanian territory. The county is having a high tourism potential due to the historical sites and the mountains located in the North. Three major rivers pass the county: Dambovita, Ialomita and Arges, of which the latter two are the major water sources for Bucharest Municipality. Administratively, the county comprises 1 municipality (Targoviste), 5 towns (Titu, Gaesti, Pucioasa, Fieni, Moreni) and 78 communes. It has a population of 563 000 inhabitants (177 000 in urban areas, 386 000 in rural areas).The total amount of domestic solid waste produced in the county is 348 000 m³ per year (128 000 tones), of which 163 000 m³ from the urban areas. The project concerns domestic waste collected in Dambovita County, and includes the following main components: (1) Sorting and collection of solid waste; (2) Landfill and waste management centre in Aninoasa; (3) landfill in Titu ; (4) Closure and rehabilitation of existing landfills and other dumping sites; and (5) Technical assistance Institutional Arrangements Following an analysis of relevant options for public-private-partnership (PPP), including the legal aspects, the Dambovita County has opted for having two concessions, one for waste collection and transportation and the other for landfill operation. The county council would delegate a public service to private operators after public tender with the advantages of transparency and efficiency, yet retain the right and obligation to verify performance by the operators and set overall waste management plans. The foreseen Technical Assistance will prepare the pre-qualification and tender dossiers, including the forms of concession contracts, for the selection of the private operators. Estimated completion date of the measure: 31 December 2008 Objectives The overall objective of the measure is to develop the environmental infrastructure for preserving, protecting and improving environment quality in Dambovita County. The main objectives of the project are: - To protect the environment and the human health in the Dambovita county and in the neighbouring counties. This objective is regarded to the water and soil contamination caused by the present improper solid waste management. - To improve the landscape in the county; this will have implicitly lead to a higher population comfort and will help in creating an attractive area from the tourism point of view. - To reduce resources usage by better facilitating sorting and recycling of municipal wastes. Economic and social cost-benefit analysis The economic analysis including benefits and social costs, which have been not considered by the financial analysis is qualitative. The socio-economic cost of eliminated landfill scavenging should be more than counterbalanced by the benefits to the population as a whole in the form of reduction of sanitary and other risks, in particular the risks of groundwater pollution. The benefits from closing existing dumpsites and landfills will accrue to the population in general by improving hygienic conditions. In addition, in the rural areas the suggested establishment of drop-off centres more conveniently located to residents than the existing dumpsites will reduce their travel time and travel costs. Environmental Impact Analysis The measure is a class of development covered by Annex II of the Environmental Impact Assessment Directive 85/337/EEC (as amended by 97/11/EC). Environmental permit from the Ministry of Waters and Environmental Protection has been granted. An environmental impact assessment has been carried out. Environmental authorities and the public concerned have been consulted. In this sense, in time, a series of hydrotechnical arrangements have been made, behind which important water resources have gathered. In this geographical area, there are nine accumulation lakes (without taking into account the years when they were achieved), both on the main river and on its tributaries. They serve different purposes: to regulate the regime of the liquid flow in order to attenuate the high floods, water resource for downstream consumers, electric energy production etc. Keywords: Ialomiţa, hydrotechnical arrangement, lakes, water resources. 1. INTRODUCTION The arrangement scheme of Ialomiţa River begins to take shape beginning with the years 1929-1930. During that period, the scheme foresaw three steps: Bolboci - Scropoasa, consisting in the achievement of a dam and an accumulation lake, Scropoasa - Dobreşti and Dobreşti - Gâlma - Moroeni. The first stage consisted in the arrangement of the Scropoasa – Dobreşti sector, on a 2.5 km length and a fall of 304 m. The installed flow of 7 m3/s, which goes over the 3 m3/s of the river in section, is assured by an adduction of 3.5 km from Brătei dam, which ensures the deviation of the water bearing the same name.

In the frame of research project “Heavy metal pollution of the Dambovita county, Romania studied by nuclear and related analytical techniques” between Joint Institute for Nuclear Research, Dubna (JINR) and Valahia University of Targoviste, Romania-Multidisciplinary Research Institute for Science and Technologies (ICSTM-UVT), we begin to _onitories the heavy metal pollution of Dambovita county by elemental analysis using Neutron Activation Analysis (NAA) method complementary with Inductively Coupled Plasma (ICP) method. The analyzed samples are mosses collected from different points of Dambovita County with different sources of pollution. 1. Introduction The main sources of pollutants in the atmosphere are industrial processes, thermal power stations, domestic heating systems and roads. All of these sources are present in the territory of Dâmboviţa County. The main polluting regional industries are: stainless steel works (Târgovişte), cement and related materials production (Fieni), glass and lighting sources production (Târgovişte, Fieni), chemicals materials production (Târgovişte, Doiceşti), coal mining and thermal power station (Doiceşti), oil exploration (Târgovişte, Moreni, Găieşti). Mosses are particularly effective biomonitors [1] of atmospheric heavy metal contamination because of their bioaccumulative properties. These plant groups are amenable to biomonitoring because they are widespread, easy to handle and they lack a cuticle and root system thus reflecting directly atmospheric heavy metal deposition. It is important during metal biomonitoring programmes that background concentrations are established.

Brâncoveanu College, Târgovişte Abstract: The evaluation of the tourist potential from a certain region represents a difficult problem taking into account both the complexity of the tourist sites that make it up and the subjectivity of the way of choosing the research methods. It can be noticed that the region taken into consideration has a large variety of tourist resources. This variety is determined both by the features of the geosites, and by the socioeconomic conditions, which have had an impact on the evolution of the human settlements. Our evaluation of the tourist potential attractiveness brings to light the fact that only four towns have a very high attractiveness index (over 45 points), namely Târgovişte, Breaza, Pucioasa and Câmpina. The other three towns of this area (Comarnic, Fieni and Moreni) along with five rural localities (Moroeni, Cornu, Băneşti, Pietroşiţa and Răzvad) have an average tourist attractiveness (30-45 points). In the category of the administrative–territorial units with a low attractiveness (under 15 points) there are only five rural localities (Valea Lungă, Vârfuri, Vişineşti, Adunaţi and Proviţa de Jos). All of the other rural localities, namely a number of twenty, have an average tourist attractiveness index (15-30 points). The region of the Subcarpathians in-between Ialomiţa and Prahova River has a rich tourist potential that should be valorized by its inhabitants, whose activity could be oriented towards tourism.

Characteristic shifts for the Subcarpathians is that they are distinguished by their combination and development within the source area. Impactul de Tranzitie: Proiectul vizeaza imbunatatirea conditiilor de mediu, precum si extinderea regionalizarii serviciilor de apa si apa uzata in judetul Dambovita, avand ca rezultat optimizarea costurilor de investitii si de operare precum si transferul de expertiza in gestionarea serviciilor de apa catre localitatile mai putin dezvoltate din judetul Dambovita.

    PRESENT ENVIRONMENT AND SUSTAINABLE DEVELOPMENT, NR. 3, 2009 WATER RESOURCES AND THEIR QUALITY IN UPPER IALOMITA RIVER BASIN Ovidiu Murărescu1, Gica Pehoiu¹ Keywords: hydrostructure, water resources, quality, pollution sources. Abstract. Fitting Ialomiţa upper river basin began in the interwar period of the last century and was intensified after the flood that took place in the 70s during the same century. In this context, we can speak of an anthropized river system for 72 km of the river (from springs - altitude over 2400 meters, to the contact with the High Plain of Targoviste). Some water resources and reserves were reduced, making the degree of satisfaction to be between 50-75%. The karst hydrostructures from the mountainous area could meet the water needs of downstream consumers (subcarpathian area), but they are insufficiently controlled and estimated, both quantitatively and qualitatively. Totaled, the two resources - surface water and groundwater - reach a volume of water of 1.104 billion cubic meters / year (of which 824 million cubic meters / year is surface resource). Geographic setting The basin area of upper Ialomiţa is 686 km2, which represents 6.62% of the total basin area of 10,350 km2. Ialomita River, originating in the Bucegi Mountains, at over 2300 m, crosses the mountainous and hilly area up to Targoviste, covering 71 km (17.03% of the total length of 417 km), going down a slope of approx. 2010 m. It presents a coefficient of sinuosity of 1.88 on its entire course, with values slightly lower in the mountainous and hilly areas (between 1- 1.50). The density of the hydrographic network is between 0.100-0.260 km/km2.
