INTRODUCTION

The Hamilton Project (Public Art Consultancy) have been commissioned by Lancaster City Council’s Cultural Services to undertake an Audit of the state and repair of 105 pieces of public art work, as part of the councils ongoing public art action plan.

Page | 4 The Audit process included: • Visiting the sites of the public artworks • At each site taking 3 or 4 digital images of each artwork • Recording the state of repair of the artworks and its immediate surroundings using the following benchmarks: Good: The work is well maintained and in need of little or no repair Satisfactory: The work is in fair condition, in need of some maintenance or attention from the artist or another suitable party Bad: The work is in poor condition and may need major attention or decommissioning • Make recommendations and a short summary based on the state of the work

The Audit report also includes a summary of findings in relation to the general state of public art in the Lancaster district and some overarching conclusions and recommendations to support the future maintenance and commissioning of public art within the district.

This Audit was carried out in March/April 2008.

The state of repair of the works was accurate at the time of the visit.

SUMMARY

What is Public Art? Public art is not an art form, but a principle of improving the changing environment through the arts, placing artwork in areas other than conventional arts venues. It means artists engaging with the public realm.

Page | 5 Public art: • Can be in any ‘medium’ – for example visual arts, performance, music, video or new media • Publicly accessible and site specific • Permanent or temporary • Can be ‘functional’, like a seat, railings, lighting or a clock • May explore difficult or sensitive issues • Overlaps with architecture, urban design, community participation and regeneration

Location of public art: • Interiors of buildings • Spaces around buildings • On buildings (eg a lighting projection or mural) • Parks and waterways • Urban (eg town centres) or rural settings

Perceived benefits of public art: The North West Development Agency states that public art can: • Renew and transform urban and rural areas • Restore the environmental deficit • Project a positive image, reinforcing strong regional brands and countering negative stereotypes • Promote high standards of design, landscaping and architecture • Encourage further investment, tourism and employment

There is a wide range of public art within the Lancaster district from individual community artwork to larger scale schemes as part of redevelopment plans. There is a wide mix of use of material much of which has been successful in terms of long term maintenance.

Overall the standard of public art in the Lancaster district is good, with only three pieces recommended for decommissioning. This is due to a number of factors, such as good community engagement, regular maintenance, well sited works and appropriate selection of materials.

HIGHLIGHTS Sense of Place and Local Pride 15 - Eric Morecambe Statue – Tern Project, Morecambe Promenade This sculpture is a good example of the community taking pride and ownership of a public artwork, and how a piece of public art can be an attraction for tourists and can help promote the identity of an area. During the

Page | 6 audit process, the auditor experienced visitors posing alongside the sculpture, keen to be photographed next to the sculpture, in fact on several occasions the auditor was asked directions the statue itself.

The sculpture is in excellent condition and there was no evidence of vandalism at the time of the audit. This is due to its regular maintenance schedule, siting (prominent position on the promenade) and popularity. It is also a memorial to a well liked national celebrity, creating a sense of respect towards the piece.

Marketing The River Lune Millennium Park, TERN Project, West End Gardens and the Poulton Village Mural Trail all have associated printed marketing material. The TERN Project also has a live website www.tern.org.uk An immediate impact of artworks identified as being in a poor condition (possibly requiring decommissioning) is that associated marketing (leaflets, website, onsite interpretation) will be misleading and out of date. In the long term this impact can be lessened through regular auditing and maintenance of the artworks, and a requirement of the brief for future audits could include an assessment of associated marketing materials and their relevance. In the short term, marketing material in relation to pieces which have been identified as being in a poor condition in this audit should be reviewed (e.g. River Lune Millennium Park and TERN Project), with the potential of launching new marketing material which is current and relevant. Any budgetary decisions concerning the design and print of any marketing materials should form part of the action plan agreed by the Public Art Steering Group (see Management of future maintenance).

Maintenance Initial Design Considerations 25 - Interpretation Panels – River Lune Millennium Park, Lancaster There are 14 interpretation panels along the River Lune Millennium Park. The state of repair in the rural sections (Bull Beck – Halton) is much better than the urban and inner city sections, which have suffered badly from vandalism, ranging from spray paint graffiti to air pellet damage. This state of repair reflects the use of the Park from one end to the other, with the rural section being used regularly by walkers, families and visitors to the area and the inner city section which is isolated in spots with less regular use for leisure purposes.

In terms of prevention of vandalism there is no straight forward solution, there could be further artworks commissioned in the inner city sections involving some of the young people in the local communities to help generate a sense of local pride and ownership, and regular events and activities along the route to encourage further leisure use of the Park. Local community volunteers could be trained by council Park Rangers to help monitor the routes and the pieces as part of a wider initiative along the River Lune Millennium Park.

As the panels are vulnerable to vandalism it was a design consideration that the panels would be easy to repair and replace if required. After consultation with the design company commissioned to create the panels it has been confirmed that they have been designed so that the vinyl can easily be stripped and replaced. This is a good example of developing public realm commissions which incorporate maintenance considerations within the initial design.

Artistic Integrity 63 - Mosaic – More Music, West End, Morecambe The mosaic and surrounding decorative fence and seating has had remedial works completed that are unsympathetic to the artistic integrity of the work. The area is well used by the local children, who have adopted the space which is next to their play area. After consultation with More Music, it was clear that the

Page | 7 project was successful in terms of community engagement and the creation of a piece that More Music and the local community is proud of. However sections of the mosaic have been removed, creating a health and safety hazard, these sections have been filled in with tarmac, which has adversely affected the artistic integrity of the work.

It is a recommendation of this audit, that artists are contacted (where reasonable and possible) for advice regarding any future remedial works to public artwork, to value the artistic integrity of the work and ensure that the remedial work is sympathetic to the original materials used.

Insurance and Security 65 - Tasting Garden – Storey Gallery, Lancaster The bronze pieces which are an element of the Tasting Garden artwork, were stolen from Gallery gardens on 17th February 2008. This incident raises a number of issues, how secure were the artworks, consideration for use of valuable materials, what pieces should be insured and the type of insurance used?

Unfortunately in this case, although the artwork was insured, the insurance won’t cover the cost of replacing the artworks as all of the Council’s public artwork is insured for theft but by forcible and violent entry only, which will never cover art that is in the public realm. The cost for insurance which does cover art in the public realm is very expensive (100% more expensive), which wouldn’t make economic sense. Therefore it is a recommendation of this audit when commissioning new artworks the following should be considered as part of the artists brief: • Material – the value of metals is high at the moment and could be considered high risk in terms of security and being stolen, therefore should other materials be considered? • Security – the works need to be well secured, sited appropriately – are they securely installed, out of reach, in a well used area and exposed?

Materials As highlighted above the value of a material is a consideration during the commissioning process, however there are other factors such as maintenance, suitability to the surroundings and durability which also need to be considered.

Cor-ten has been used as a material for sculptures such as Panorama – Tern Project, Morecambe Promenade. This material has been highly suitable due to its durability and the harsh elements that the sculpture has to endure on the promenade – it needs very little maintenance and is a weathering steel that doesn’t require treatment or painting.

Upside Down Trees – River Lune Millennium Park – uses the natural material of nine upside down Larch trees, the material will have a shorter life than the Cor-ten, but is sympathetic and suitable to its rural environment. The trees will naturally deteriorate which shouldn’t detract from the overall effect of the artwork, but become a part of it as a natural process.

Commander Gerald Forsberg – Battery, Morecambe Promenade – uses a mix of marble which is very durable and hard wearing, and a wooden seat. Due to the exposed location of the piece, the seat has weathered badly and now requires some attention to prevent further damage and to improve the appearance of the piece. This

is an example of an inappropriate material being used for its location, and the consequence of such decisions. This bench will require weather proofing on a regular basis.

Maintenance Schedules and Budget A maintenance schedule should be set up during the initial commissioning process, to include a budget to maintain the work, consideration to maintenance as part of the artists brief and contract, and regular

Page | 8 monitoring of the work by the relevant council department. An example of this process working well can be seen throughout the Tern Project. Many of pieces are over 10 years old, and are in locations that are exposed to the elements and salt water, however most of the pieces were classed as GOOD in the audit, requiring little or no attention in terms of maintenance. The artworks reflect well on the area, and attract locals and visitors to use the promenade. Well maintained work can benefit an area by: • Creating a sense of local pride • Attracting visitors • Attracting investment into the area (Urban Splash – The Midland Hotel, Morrisons) • Improve the perception of an area

Often maintenance of artworks can be adopted by various council departments as part of their existing schedules of maintenance, for example Bury Metropolitan Council Parks Department have adopted any artworks in the parks as assets of the park and regular maintain them as part of their regular maintenance schedule, ensuring the quality of artworks in their parks.

A large annual maintenance budget of £64,000 is allocated to the Tern Project, supporting their spring maintenance schedule of work. This large annual budget allocation was a condition from the funders of the initial programme of work. The entire of this budget is rarely spent on an annual basis and any residual funds could be used to support other schemes of public artwork with Lancaster and Morecambe that have either a comparatively small budget (River Lune Millenium Park - £25,000 for maintenance of the entire park including the Millennium Bridge) or have no maintenance budget allocated.

Custom & practice for the majority of other works within the District has been that the City Council (Direct) Services have funded small remedial actions such as graffiti removal from the grounds maintenance revenue budgets and almost entirely as a result of a complaint by a member of the public. The Cleansing and Grounds Manager is concerned about sourcing funds for a more significant repair and would welcome a single budget and a single department who would be responsible for the maintenance schedule and budget of artwork in the public realm.

Immediate Health and Safety Concerns 84 - Distance Measures – Battery to Heysham, Morecambe Promenade These pieces were still being installed at the time of the audit. The metal discs set into the pathway along the promenade were not flush with the pathway and hazardous for pedestrians who could trip. It is a recommendation that the pieces are checked once the artwork is complete to avoid any health and safety implications.

Annual audits of public artwork can ensure that health and safety issues are monitored at least on an annual basis, reducing the risk to the public and the council. It also highlights health and safety issues which can feed into policy and the commissioning process to help reduce hazards at inception.

NEXT STEPS Management of future maintenance This audit report is accompanied by a comprehensive (although not exhaustive) spreadsheet of all public artworks in the Lancaster district, detailing information from this audit, and recording if remedial actions have been completed and the department or organisation responsible. It is to be used as a tool for monitoring public art, its current state, and any remedial work.

Page | 9 This audit recommends that the database is added to as new public artworks are commissioned, and that audits of all pieces are conducted on an annual basis to ensure: • Quality public art within Lancaster district • Lower risk of Health and Safety incidents related to public artworks • Increased investment into public art within Lancaster district • Improvements to public art commissioning and maintenance process • Reduction in vandalism and graffiti – graffiti attracts graffiti

A single department should be allocated responsibility for maintenance of all public art within the District including the budget. An audit of all works should be commissioned on an annual basis to highlight any issues and remedial actions required. An action plan should then be agreed by a public art steering group which comprised of all other departments who have been responsible for maintenance of public artworks. Recommendations: It has been confirmed that the fence was being repainted. A new site for the fence should be confirmed and added to the audit spreadsheet.

The piece is well visited and was showing no signs of vandalism, which suggests that the piece is well sited and maintained and that the local community feel ownership of the works. The materials used such as granite and bronze are hardy and will stand the harsh environment of the promenade. There is a purple lighting scheme which is in a good working condition. This piece is cleaned twice a year, in the Spring and Autumn.

Comments: The state of the panels varies from good to bad. The panels at the rural section of the Millennium Park (Bull Beck to Halton) are generally in a good state and have suffered little from vandalism, however the urban sections have suffered badly from vandalism.

Recommendations: Panels 2, 3, 4, 11, 12 and 13 should have the vinyl replaced. After consultation with The Tickle Group, it has been confirmed that the panels were designed in a way so that the vinyl could easily be replaced. Tickle Group should be contacted for costs of replacing the vinyl. Panel 6 should be cleaned.

55. Market Square Fountain – Market Square, Lancaster

Comments: The fountain wasn’t working at the time of the audit. The fountain loses a lot of water through leakage during operation and cannot be used until the leaks are dealt with – finding the location of the leaks would involve stripping away/removing the top of the structure. This investigation without any repair is likely to be costly depending on the structure details. A Cabinet Report from July 2007 also indicates ongoing maintenance issues such as detergent being introduced into the water as a prank and the need to switch the fountain off in cold weather due to the risk of ice forming as a result of wind blown spray. The fountain is also the subject of vandalism and graffiti mainly during the evening and night.

Recommendations: There are redevelopment plans for the square (NWDA bid), check with the planning department (David Lawson/Julian Inman) regarding the future of the fountain. The plans do not include remedial works for the fountain therefore it should be decommissioned as part of the redevelopment works for the square. Images:

The Storey Gallery is currently researching the costs for the stolen bronze fruits to be re-made in an alternative material, such as fibreglass or resin, so as to mitigate against the artworks being stolen again for their scrap value. The plinths are damaged and the arboriculturalist’s shed requires painting.
