Petitions & Delegations (a) Eastern Ontario Trails Alliance (EOTA), Cindy Cassidy re: 2014 Planning & Development Budget Ms. Cindy Cassidy and Mr. Lucas Wales addressed Committee and provided a presentation on the Eastern Ontario Trails Alliance (EOTA), and highlighted the Municipalities that are involved with the trails. Ms. Cassidy advised Committee of EOTA's finances and statistics, and discussed how the finances are allocated to the investment of the Trails. She also discussed the trails as a tourism attraction to Hastings County.

Mr. Wales advised Committee that EOTA was awarded a grant from the Tourism Development Fund to create a 10 year Strategic Plan, which he is currently working on with Millier Dickinson Blais. He advised that the key scope of the plan is centered on sustainability and potential areas of growth. Mr. Wales stated that the project will consist of five phases: Understanding the Potential, Best Practices Review, Strategic Planning, Business Planning, and Roll out and Implementation. He stated that interviews with municipal representatives and area stakeholders will begin shortly.

Review of the Minutes of the March 13th, 2014 meeting Page 19 of 75 Following a discussion regarding petitioning the Province to legalize the use of side-by- side four wheel vehicles on public recreational trails and permitted roads/highways, the Committee directed staff to research the status of this matter and report back to a future Planning Committee meeting for further consideration and possible action.

Budget (a) 2014 Budget Ms. Sue Horwood presented the proposed 2014 Planning Budget to Committee. She advised Committee of the overall increase in the levy of 1.74% with a reduction in the Joint Services budgets of $55,451, resulting in a reduction of $48,805 for Hastings County. Ms. Horwood advised Committee of the Planning Budget increase of $80,376, resulting in a 0.627% impact on the levy. She highlighted a $30,000 investment in Economic Development, and stated the 9-1-1 Budget being recommended to the Planning Committee would remain status quo.

Cramahe updated on Agri-Food Venture Centre

Saturday, 15 March 2014 23:54 Local business people and Cramahe Township staff were updated on the new Ontario Agri-Food Venture Centre at the annual Cramahe Business Awards Breakfast on March 7. Trissia Mellor, Northumberland County Agricultural Coordinator, outlined the history of the centre which is currently slated to open in mid-summer at the Real-Flex building in the Colborne Industrial Park. Seven years ago an agricultural advisory committee led the way, starting with local farm guides, designed to bring the customer to the farm gate. The Venture Centre concept passed the first test when Cramahe Township Council supported locating the processing centre in this township. The location is perfect - central, close to the 401 and near the Big Apple which many people use as an identifier of the area.

The 15,000 square-foot food processing facility is seen as critical to the growth of agricultural business in Nnorthumberland and will serve counties on all three of Northumberland's borders too. The joint private-public project will offer farmers a second source of income, by giving them the opportunity to add value to their products. Three post-secondary insitutions in the region will give the facility "educational horsepower" says Ms. Mellor.

Joe Mullin is the new Operations Manager for the venture centre, and comes to the job with an extensive background in the food industry. He is busy putting all the final pieces together on the project. He explained to the business group that there will be offices, an 800 square-foot conference room, showers and an apprenticeship program in the building. Users will take advantage of the facility to slice and dice, package, freeze and refrigerate their produce. There will be packaging, processing and storage options. The kitchen will maintain the highest hygiene standards.

Mr. Mullin's not sure yet what products will go through the building but he has had a lot of interest. It is designed for small-scale production and users will have support to design labels and work on their products.

Prices have not been firmed up yet for users, but the goal is for it to be a cost- recovery facility.

Northumberland County Director of Economic Development and Tourism Dan Borowec sees the Venture Centre as a launching pad for other food industries in the Colborne Industrial Park.

Most of you are familiar with the Southern Ontario Fund for in Investing in Innovation (SOFII). The SOFII program was launched in July 2012 to provide loan financing for small and medium size companies to support late stage commercialization of innovative new products, services, processes or technologies.

On March 18, 2014 Fed Dev Ontario announced the addition of a $12-million, non- repayable contribution to the Eastern Ontario Community Futures Development Corporation (CFDC) Network, to enable continuation of the Southern Ontario Fund for Investment in Innovation in southeastern Ontario (SOFII East Program). This brings the overall SOFII East Investment fund to $20-million.

This investment, announced by the Honourable Gary Goodyear, Minister of State, Federal Economic Development Agency for Southern Ontario, and Daryl Kramp, Member of Parliament for Prince Edward-Hastings, will help to address the current market demand for small business loans. These companies are challenged by the need for financing to get through the so-called “valley of death” – covering the negative cash flow in the early stages of a startup, before their new product or service is bringing in revenue from real customers.

Throughout the past twenty months, we at the Eastern Ontario CFDC Network have had the opportunity to hear from dozens of bright, talented and experienced entrepreneurs with breakthrough innovations. Many thanks to those of you who have referred potential applicants to us!

We have had the pleasure of meeting with and funding fourteen dynamic companies, all working tirelessly to make their innovations commercially successful. They span all sectors – aerospace and avionics engineering, medical devices, advanced manufacturing, business intelligence, data management, health care, computer networking and enterprise software development, supply chain automation and mobile web applications.

We are very excited and appreciative that FedDev is committing this additional funding for SOFII, so that we can continue to support deserving companies that accelerate growth in our Southeastern Ontario economy.

Page 49 of 75 Background The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) made a $20-million contribution through its Prosperity Initiative in July 2012. Based on the success of the program to date, another $20 million has been committed in March 2014. Government of Canada Invests in Southeastern Ontario’s Innovative Small Businesses Communities to Benefit from Top-Up to Southeastern Ontario Innovation Fund

March 18, 2014 Belleville, ON Federal Economic Development Agency for Southern Ontario (FedDev Ontario)

Daryl Kramp, Member of Parliament for Prince Edward–Hastings announced today a $12-million, non-repayable contribution to the Eastern Ontario Community Futures Development Corporation Network Inc. to allow it to continue to deliver the Southern Ontario Fund for Investment in Innovation in southeastern Ontario (SOFII East). He made the announcement on behalf of FedDev Ontario Minister of State Gary Goodyear.

This contribution is made possible through FedDev Ontario’s Prosperity Initiative.

The top-up to the fund will help to address new demand for loans, with a focus on the information and communications technology and food processing sectors.

Today’s announcement regarding the fund followed a series of stakeholder roundtables Minister Goodyear held in the past few months regarding challenges and opportunities for southern Ontario’s economy.

Government of Canada Invests in Southern Ontario’s Innovative Small Businesses Communities to Benefit from Top-Ups to Two Southern Ontario Innovation Funds

FedDev Ontario Minister of State Gary Goodyear announced today non-repayable top-up contributions to the Western Ontario Community Futures Development Corporation Association and the Eastern Ontario Community Futures Development Corporation Network Inc. The top-ups will allow the two organizations to continue to deliver the Southern Ontario Fund for Investment in Innovation (SOFII) in southwestern and southeastern Ontario, ensuring a strong focus on job creation and support in southern Ontario.

The top-ups to each of the two funds will help to address new demand for loans, in both regions, with a focus on the information and communications technology and food processing sectors.

Today’s announcement regarding the funds followed a series of stakeholder roundtables Minister Goodyear held in the past few months regarding challenges and opportunities for southern Ontario’s economy.

These contributions are made possible through FedDev Ontario’s Prosperity Initiative.

This letter is to provide notification of the wetland boundary modifications completed in the 2013/14 fiscal year by the Ministry of Natural Resources (MNR), Peterborough District. You are receiving this email because you either already received our fiscal forecast (email sent July 2013) regarding 3 new wetland evaluations and proposed desktop updates for evaluated wetlands, or some updates were later added in your area. Please refer to the attached table which lists the updated wetlands completed this year by municipality. The digital data is already available for download through Land Information Ontario. Ministry of Natural Resources Evaluated Wetland Updates 2013... Page 55 of 75 Under the Ontario Wetland Evaluation System (OWES), wetlands are recognized as dynamic systems that can change over time (due to natural succession, changes in hydrology, etc.) and thus the wetland evaluation files maintained by MNR District Offices are considered ‘open files’. These files can be amended from time to time as new information becomes available.

Land Information Ontario Warehouse

The modified wetland boundary information is available through the Land Information Ontario Warehouse (LIOW) on MNR’s Land Information Ontario website at: http://www.mnr.gov.on.ca/en/Business/LIO/2ColumnSubPage/STDPROD_068994.html. If you have difficulties obtaining MNR data through LIOW, we recommend that you contact the Peterborough District MNR office to discuss alternative means of receiving updated geographic information in order to accommodate your information needs.

The Land Information Ontario Warehouse (LIOW) is the dissemination mechanism used by the Ontario Government to share Geographic Information System (GIS) data to partners (e.g. municipalities, environmental consulting companies, etc.) and members of the public. LIOW currently has over 300 layers of geographic information. When geographic information is modified/edited (e.g. when a wetland boundary is updated or changed) in MNR’s corporate editing environment, those changes are reflected in LIOW typically within 24 hours.

We recommend that you accept these updates as the best available information regarding these wetland boundaries. We recommend that this information be referenced, in relation to provincially evaluated wetlands, during the review of applications under the Planning Act and other applicable legislation.

Re: Healthy Communities Declaration Staff Recommendations:

2) THAT the Planning Committee recommend to County Council that it support the Hastings and Prince Edward Counties Healthy Communities Partnership’s “Healthy Communities Declaration” and authorize the Warden to sign the Declaration on behalf of the County of Hastings.

Background/Purpose: At the February 13, 2014 Planning Committee meeting a deputation from members of the Hastings and Prince Edward Counties Healthy Communities Partnership was presented. The deputation provided the Planning Committee with their findings from a situational analysis of resident’s in Hastings and Prince Edward Counties regarding healthy eating and active living which they completed in the fall of 2013. The delegation also requested that the County support and sign a “Healthy Community Declaration” (see attachment no. 1).

The Planning Committee received the deputation and referred the request to support and sign the “Healthy Communities Declaration” to staff for a report.

Analysis/Comment: The Prince Edward Counties Healthy Communities Partnership prepared a situational assessment in the fall of 2013 to determine the support of residents and community stakeholders for supporting municipal policy related to healthy eating, active transportation and recreation in Hastings and Prince Edward Counties (including the cities of Belleville and Quinte West). The results of the analysis indicated that there is community readiness/support for consideration of municipal policies related to healthy eating, active transportation and recreation in Hastings County.

As the next step, the Healthy Communities Partnership has prepared a “Healthy Communities Declaration” and is approaching all 18 municipalities in Hastings and Prince Edward Counties requesting they consider supporting signing the Declaration. The intent of the Declaration is to raise municipal council’s awareness and consideration of how their decisions affect the heath and well being of their communities and residents. To date the City of Quinte West and Prince Edward County have signed the declaration. The declaration is also being presented to various other agencies and community groups.

Details of the declaration The declaration is general in nature and does not have stringent standards/requirements to be met. The “Healthy Communities Declaration” requests a commitment to: “ work towards building a healthy community ”, and further commit to: 1) promote the principles of Health in All Policies in policy and program development; and 2) build processes for collaborative actions that integrate health in current and future policies.

The declaration is not intended to “force” Municipal Councils into making costly or unfeasible decisions, but to encourage Councils to have consideration for the impacts their decisions may have on the health of their communities and residents and where appropriate to make decisions which improve or enhance the health of the community and the ability for residents to make healthy choices.

Staff note that the County is already undertaking a number of activities that are identified in the declaration. The following highlights a few of the activities being undertaken by the County Planning Department that would be directly applicable to the “Healthy Communities Declaration” and demonstrates the County’s existing commitment to build, maintain and strengthen health communities:

1) Official Plan update -The updated Provincial Policy Statement (which comes into effect April 30, 2014) has enhanced and strengthened a number of policies that relate to building and maintaining strong, liveable and healthy communities. As all planning decisions are required to be consistent with the Provincial Policy Statement, planning staff have been preparing policies relating building strong, liveable and healthy communities in the new/updated County of Hastings Official Plan in consultation with the Health Unit. 2) Member of the Healthy Community Partnership -Planning staff participate as a member of the “ Hastings and Prince Edward Healthy Communities Partnership ” working group which is coordinated and chaired by the Hastings and Prince Edward Counties Health Unit. 3) As part of our Department’s development review process, the Hastings and Prince Edward Counties Health Unit is circulated on “larger” development applications (such as plans of subdivision) for review and comment.

Financial Implications: At this time there is no anticipated financial impact.

Summary: In many respects, the County is already performing several of the actions identified in the Declaration either voluntarily (participating in the Healthy Communities Partnership) or where required by regulation (Provincial Policy Statement). By supporting and signing the declaration, Hastings County Council will be confirming its current commitment to helping build, maintain and strengthen healthy active communities.

Background/Purpose: Planning staff received a notice from the Canadian Food Inspection Agency (CFIA) dated February 24, 2014 regarding a new regulation for Emerald Ash Borer (EAB) which will be coming into effect on April 1, 2014 ( see attachment no. 1 ). Further, staff attended a workshop regarding the Emerald Ash Borer on March 18, 2014 to get a better understanding of the new regulation and any implications it may have on the County.

The purpose of this report is to summarize the new regulation of the Emerald Ash Borer and identify any changes that may affect the County.

Analysis/Comment: While detection of EAB is improving, EAB populations are often established for three to four years prior to being detected. Healthy looking trees can be infested without displaying any signs or symptoms, especially at the early stages of infestation. For these reasons, its understood that EAB has a high probability of being present in a larger area than is indicated by the available trapping and survey data. Consequently the CFIA has modified its regulatory approach in order to restrict movement of EAB to areas of Ontario and Quebec and elsewhere in Canada that are not considered to be infested.

The new regulation has significantly increased the regulated area for parts of Quebec and southern Ontario, which includes Hastings County (see attachment nos. 1 & 2 ). The regulation requires that any ash products within the regulated area cannot leave the regulated area without written permission from the CFIA. However, ash products may still move freely within the regulated area. In this regard, the regulation does not have any direct impact on the County or require any new actions to be taken. However, there may be impacts on the forestry industry within the County. Planning staff understand that the CFIA as well as the MNR have been in contact with and are working with the industry in this regard.

Financial Implications: At this time there is no anticipated financial impact.

Summary: The County of Hastings is located within the new regulated area for the Emerald Ash Borer, however the impact to the County’s daily functions and operations is negligible.
