BY NEO CHAI CHIN - DECEMBER 14 SINGAPORE – East Coast Park could become a haven for animal lovers, potential adopters of pets and those seeking interactions with dogs, cats or rabbits, if discussions between Kembangan-Chai Chee grassroots organisation and the Ministry of National Development bear fruit. Talks are ongoing on an animal adoption centre and a dog run for East Coast Park, Member of Parliament for Marine Parade Group Representation Constituency Tan Chuan-Jin and chief executive of the Animal Concerns Research and Education Society (ACRES) Louis Ng revealed today (Dec 14). The idea is to “build a common space for people to co-exist with animals in our midst”, said Mr Tan who, together with Minister of State for National Development Desmond Lee and other volunteers, helped to raise S$10,000 at ACRES’ charity carwash at The Grandstand in Bukit Timah. Discussions are also taking place with the Cat Welfare Society (CWS) on extending the Love Cats pilot project in Chong Pang, where residents are allowed to keep one cat per flat, to the Marine Parade area, said Mr Tan. Mr Ng, a volunteer in Mr Tan’s Kembangan-Chai Chee ward, said the idea was mooted about two months ago and details on the timeframe, site and size of the proposed centre are not available yet.

    A. INTRODUCTION 1. Mr Chairman, may I have your permission to distribute a handout to the Members? May I also use slides to accompany my speech please? 2. Since our independence, Singapore has pursued sustainable development on a long-term basis, never compromising our environment for economic growth. Mr Erik Solheim, Executive Director of the UN Environment Programme, cited us as a model for other countries. Our pioneers cleaned up the Singapore River. They built sewers to improve sanitation. They resettled street vendors to hawker centres to clean up our streets. They built rubbish chutes to handle our waste efficiently. They planned carefully so that industries did not pollute our environment. Our pioneers had the foresight and gumption to plan long term even if critical measures were difficult and unpopular. Their steadfastness left us this liveable environment we enjoy today. 3. They laid the foundation for the next generation to build on. Our clean waterways allow us to harvest stormwater on a large scale. Our sewer networks join up through the Deep Tunnel Sewerage System (DTSS) to maximise NEWater production. Because we have always processed our sewage for safe discharge, NEWater was possible on a national scale and cheaper to produce. Our hawker centres have evolved into vibrant social spaces. Pneumatic systems will transform waste collection, where sanitation workers won’t see our rubbish from end to end. We can continue to be proud of our living environment. I hosted 150 international environmental scientists and UN officials last month. Many have never been to Singapore. They were amazed by how Singapore can be an urban, clean and green city, all at the same time - and always looking new! 4.

  • Singapore – April 2020
Singapore – April 2020 Contents SINGAPORE ............................................................................................................................................................ 1 PARLIAMENT: LAW COMPELLING LANDLORDS TO PASS ON PROPERTY TAX REBATES TO TENANTS 'DOESN'T MAKE THEM WORSE OFF', SAYS DPM HENG ................................................................................................................................................................... 1 Singapore Parliament: Law compelling landlords to pass on property tax rebates to tenants 'doesn't make them worse off', says DPM Heng A new law that obliges commercial property owners to unconditionally pass on their property tax rebate in full to their tenants does not make these property owners worse-off, Deputy Prime Minister Heng Swee Keat said on Tuesday (April 7) afternoon. Under the Covid-19 (Temporary Measures) Bill, which was introduced to make landlords pass on the savings to their tenants, property owners who fail to do so unconditionally "without reasonable excuse" will be guilty of an offence and face fines of up to $5,000. Responding to some property owners' comments that such an obligation penalises them, Mr Heng, who is also Finance Minister, said that this move staves off rental terminations, and keeps their premises rented out. "With a property tax rebate of up to 100 per cent, property owners pay less or even no property tax for the year. "Property owners should pass the full tax savings on to their tenants as the property tax rebate is intended to benefit the tenants," Mr Heng said in his round-up speech of the supplementary Solidarity Budget 2020 debate. Commercial properties that qualified for Budget 2020's rebates of 15 per cent to 30 per cent will, with enhancements introduced in the Resilience Budget, pay zero property tax for this year.

  • Speaker's Post-Election Speech
SPEECH BY TAN CHUAN-JIN, SPEAKER OF PARLIAMENT, FOLLOWING THE ELECTION OF SPEAKER ON 24 AUGUST 2020 Honourable Members, I would like to thank the Leader of the House, Ms Indranee Rajah, for proposing me as the Speaker and for your kind words, and Mr Sitoh Yih Pin for seconding the nomination. I am also grateful for the kind words of the Leader of the Opposition, Mr Pritam Singh, Mr Saktiandi Supaat, Ms Tin Pei Ling and Mr Vikram Nair. 2 I would like to express my gratitude to all of you for your support in re-electing me as Speaker. I am fully committed to being fair and impartial. But you also do know that I am fully committed to being firm. I have no intention of ejecting anyone from this Chamber, so please help me to help you. As Mr Saktiandi said (about my photography hobby), I also have no intention of photoshopping anyone out of the picture. 3 Ms Tin Pei Ling talked about me in her tribute, about me caring for those near me and those far. I suspect she is referring to herself because a couple of times in the last session, where she sat in that far corner and 1 did not quite catch my eye, I did not call her. I hear you and I will try to remember that! 4 I am also fully committed to, and I do need your support for this and I think many of you participate in this as well, continue to engage the public. Because it is imperative that we earn their trust, respect and confidence, in order for us to be able to do what we do here.
