1 2 UVOD

Objavljivanje „MatiĀne knjige engleskog punokrvnjaka Republike Hrvatske 2005., Volumen 1“ potaknuta je od strane uzgajivaĀa i vlasnika Āiji broj iz godine u godinu kontinuirano raste, kao i broj grla engleskog punokrvnjaka na tlu Republike Hrvatske. Usporedno raste i broj utrka u godini, kao i razina profesionalnosti u njihovom održavanju prema meāunarodnoj regulativi. Populacija engleskog punokrvnjaka koju obuhvaþa ova matiĀna knjiga i koju obuhvaþa hrvatski registar, su uvezena grla i potomci istih roāeni u Hrvatskoj. Za voāenje matiĀne knjige pasmine konja engleski punokrvnjak (Hrvatski Stud Book – CROSB) od strane Ministarstva poljoprivrede, šumarstva i vodnog gospodarstva Republike Hrvatske odgovoran je Hrvatski stoĀarski centar (Croatian Stud Book Authority - CROSBA) kao ovlaštena ustanova za poslove u stoĀarstvu Republike Hrvatske. CROSBA vodi CROSB sukladno regulativi koju odreāuje International Stud Book Committee (ISBC). PosljediĀno, CROSBA je Ālan European and Mediterranean Stud Book Liaison Committee (EMSBLC). Od utemeljenja samostalne i suverene Republike Hrvatske ovo je prva matiĀna knjiga engleskih punokrvnjaka uopþe. U potpunosti je izraāena i objavljena pod kontrolom ISBC-a. Njenim objavljivanjem udovoljena je gotovo dva desetljeþa duga želja hrvatskih vlasnika i uzgajivaĀa da im grla pripadaju meāunarodno priznatom registru. Nadamo se da þe prvo izdanje matiĀne knjige biti poticaj u radu sadašnjim uzgajivaĀima, vlasnicima i struĀnjacima, ali i onima koji þe to tek postati. Takoāer se nadamo da þe meāunarodno priznanje hrvatskog registra otvoriti vrata i privuþi veþa ulaganja državnih i privatnih institucija u galopski sport. Sve to u cilju stvaranja razvijene HRVATSKE KONJIÿKE INDUSTRIJE. Ovim putem zahvaljujemo dr. Rolandu Devolzu i gosp. Glenu Lathamu na podršci i odgovorima na sve naše upite.

INTRODUCTION

Publishing The Croatian Stud Book of Thoroughbred 2005, Volume 1 was initiated by breeders and owners which number continuously increases every year. The same is with the number of head of Thoroughbred in Republic of Croatia. At the same time races are becoming more professional and accommodating to international regulative. This Stud Book includes imported Thoroughbreds and offspring of those Thoroughbreds. Croatian Livestock Center (Croatian Stud Book Authority – CROSBA) is verified by the Ministry of agriculture, forestry and water management to keep Stud Book of Thoroughbred (Croatian Stud Book – CROSB). CROSBA keeps CROSB according to rules and regulations set by International Stud Book Committee (ISBC). CROSBA is a member of European and Mediterranean Stud Book Liaison Committee (EMSBLC). This is first Stud Book of Thoroughbred since the establishment of independent Republic of Croatia. The Stud Book was made and published under the control of ISBC. This way, almost two decade wish of Croatian owners and breeders to belong to verified Stud Book register has been realized. We hope that Volume 1 will be encouragement in future work to present breeders, owners and experts, but also the ones that will become this. We also hope that international verification of Croatian Stud Book will open the door and attract bigger state and private institution investments to gallop sport. And, all that to develop HORSE INDUSTRY IN CROATIA. This way we would like to thank dr. Roland Devolz and mr. Glen Latham for support and answers to all of our questions.

1 UVOD

1.1. Za voāenje matiĀne knjige pasmine konja engleski punokrvnjak (u daljnjem tekstu CROSB – Hrvatski Stud Book) odgovoran je Hrvatski stoĀarski centar (u daljnjem tekstu (CROSBA – Croatian Stud Book Authority) kao i za redovito izdavanje CROSB.

1.2. CROSB sadrži: a) Indeks svih grla upisanih u CROSB, b) Popis matiĀnih kobila i potomaka, c) Popis matiĀnih pastuha, d) Popis uvezenih konja, e) StatistiĀki pregled.

Daljnja izdanja CROSB biti þe dopunjena sa: f) Popisom izvezenih grla, g) Popisom imena grla, koja su u prošlom izdanju bila upisana bez imena, h) Dodatci i ispravke pogrešaka.

1.3. Sve životinje upisane u CROSB, kako to zahtjeva ISBC (International Stud Book Committee), upisane su pod životnim brojem koji se upotrebljava u svoj evidenciji u uzgoju, natjecanju i prometu.

1.4. Pri voāenju genealoških podataka CROSBA poštuje sva ISBC pravila i ugovore, kako to u Ālancima 3., 4., 12., 14. i 15. propisuje Meāunarodni sporazum o uzgoju i galopskim trkama (International Agreement on Breding and Racing - IABR).

2 UPIS U CROSB

U CROSB mogu biti upisana slijedeþa grla engleske punokrvne pasmine:

a) koja su roāena u Hrvatskoj, a potomci su pastuha i kobila koji su i sami upisani u matiĀnu knjigu priznatu od strane ISBC-a, b) koja su upisana u neku od priznatih matiĀnih knjiga i na pravilan naĀin uvezena u Republiku Hrvatsku.

3 IDENTITET GRLA

3.1. Prije nego se pastuh ili kobila registrira u CROSB potrebno je utvrditi – potvrditi identitet toga grla:

a) Vlasnik grla mora priložiti dokumentaciju za upis pastuha ili kobile u popis matiĀnih pastuha ili kobila u kojem je navedeno: ime, boja, starost, spol, porijeklo, uzgajivaĀ, vlasnik, zemlja porijekla, podaci o promjenama vlasništva, te naĀin oznaĀavanja.

5 b) CROSBA provjerava podatke o svim dotadašnjim vlasnicima na osnovi identifikacijskog dokumenata (ID) – Passport i urednih dokumenata o kupoprodaji. c) CROSBA provjerava opis grla d) Uzorak dlake za analizu uzima ovlaštena uzgojna organizacija, a krvi ovlaštena veterinarska organizacija. Analiza se provodi u ovlaštenom laboratoriju.

3.2. U sluĀaju da se radi o uveženom grlu, roāenom u inozemstvu, potrebno je na uvid priložiti Identifikacijski dokument (ID). Izvoznu potvrdu (Export certifikat) uvezenog grla CROSBA dobiva izravno od SBA države iz koje je grlo uvezeno. Podaci ID moraju biti istovjetni podacima u Izvoznoj potvrdi. Izvoznu potvrdu CROSBA pohranjuje u matiĀnu evidenciju.

3.3. Za grla uvezena na odreāeno vrijeme (kraþe od 9 mjeseci) potrebno je priložiti ovjeren (endorsement) ID od strane nadležnog SBA.

3.4. Životinja ne može biti registrirana nakon smrti, izuzev u sluĀaju procjene CROSBA i to samo ukoliko postoji tipizirana DNK i ako je ista verificirana od strane nadležne ustanove.

4 VLASNIŠTVO

4.1. Za svakog pastuha ili kobilu koji su upisani u popis Āistokrvnih grla engleskog punokrvnjaka, potrebno je u CROSBA prijaviti svaku promjenu vlasništva. Ovaj uvjet je potrebno ispuniti radi tekuþeg voāenja evidencije, jer to utjeĀe na daljnje postupke u vezi s upisom potomstva u CROSB.

4.2. Za upis ždrebeta zahtijevaju se i upotrebljavaju podaci fiziĀke ili pravne osobe koja je u trenutku oždrebljenja prijavljena u CROSBA kao vlasnik kobile. Podaci o vlasništvu prijavljeni u CROSBA i podaci o uzgajivaĀu u dokumentu prijave oždrebljenja moraju biti jednaki.

5 REGISTRACIJA ŽDREBADI ROÐENIH U HRVATSKOJ

5.1. Postupak registracije

5.1.1. Za registraciju potomstva matiĀnih kobila u popis CROSB, uzgajivaĀ mora ispuniti slijedeþe uvjete: a) Priložiti u CROSBA uredno ispunjenu Potvrdu o pripustu s upisanim datumima svih pripusta u ciklusu tjeranja u kojem je kobila zabreāala u protekloj sezoni. Potvrda o pripustu kobile dostavlja se zajedno s prijavom oždrebljenja. Pripusni dnevnik pastuha mora biti prije oždrebljenja dostavljen u CROSBA na ovjeru. Prijavu oždrebljenja ovjerava vlasnik kobile, a Potvrdu o pripustu i Pripusni dnevnik vlasnik pastuha.

b) Ukoliko je kobila ili pastuh u najmu, spomenutu dokumentaciju (Prijava oždrebljenja, Potvrda o pripustu, Pripusni dnevnik), može ovjeriti najamnik grla uz obvezno prilaganje pravno ovjerenog ugovora o najmu izmeāu vlasnika kobile i najamnika kobile ili pastuha. Potvrda o pripustu i Prijava oždrebljenja dostavljaju se zajedno.

6 c) Na prvom pripustu vlasnik pastuha dužan je provjeriti identitet kobile. Za vjerodostojnost svih navoda u Potvrdi o pripustu i provjeravanje identiteta pri prvom pripustu jamĀi vlasnik pastuha svojim potpisom. Vlasnik pastuha ili djelatnik ovlaštene organizacije potpisuje izjavu da je pripust proveden na prirodan naĀin te da nije provedeno umjetno osjemenjivanje, embriotransfer, kloniranje ili bilo koji drugi oblik genetske manipulacije.

d) Ako je kobila bila pripuštana pod dva ili više pastuha obvezno je priložiti sve Potvrde o pripustu.

e) Priložiti Prijavu oždrebljenja najkasnije 28 dana po oždrebljenju. U Prijavi oždrebljenja moraju biti ispravno i kompletno ispunjeni traženi podaci o roāenju, porijeklu i vlasništvu te detaljan opis ždrebeta, koji obuhvaþa opis boje, bijelih oznaka i zvrkova dlake. Prijava oždrebljenja treba biti ovjerena od strane vlasnika kobile i suovjerena od strane ovlaštene ustanove ili krovnog uzgojnog udruženja. Ime grla moguþe je dati odmah po roāenju (3 prijedloga), a najkasnije do ulaska u reprodukciju ili natjecanje.

f) U sluĀaju da se radi o dvojcima, to je potrebno naznaĀiti u Prijavi oždrebljenja, ali svako ždrijebe radi opisa prijavljuje se na zasebnoj Prijavi oždrebljenja. Potvrda o pripustu je samo jedna, a sva tri dokumenta dostavljaju se zajedno.

g) Prijavu oždrebljenja potrebno je dostaviti takoāer i u sluĀaju da je ždrijebe roāeno mrtvo ili je uginulo nakon roāenja. U sluĀaju da je kobila ostala jalova potrebno je prijaviti jalovost uz priloženu prijavu o pripustu, jer je moguþe da je resorbirala ili odbacila plod. Ukoliko je kobila bila pripuštena i nakon toga uginula, uz prijavu uginuþa treba priložiti prijavu pripusta. Prijava oždrebljenja dostavlja se i u sluĀaju da je kobila pripuštana pod pastuha druge pasmine. U sluĀaju da uzgajivaĀ ne priloži spomenutu dokumentaciju, biti þe u CROSB rubrici o potomstvu kobile za tekuþu godinu upisano: bez povratne informacije (no return).

h) Registrirati se može samo ždrebad koja je prijavljena s potpunom dokumentacijom i za koju je uraāena analiza testiranja roditeljstva. OznaĀavanje mora sadržati opþe podatke o grlu, datum roāenja, spol, porijeklo, podatke o vlasniku, boju, te opis bijelih oznaka i zvrkova dlake. Bijele oznake oznaĀavaju se na skici crvenom bojom, a zvrkovi dlake crnom bojom u obliku križiþa. Ukoliko se radi o dugim zvrkovima, križiþi se postavljaju na najudaljenijim krajnjim toĀkama zvrka, a zatim se isti spoje linijom. Tekstualni i skicirani podaci u opisnoj listi moraju biti Āitki i jasni.

i) Na osnovi sve navedene dokumentacije CROSBA izraāuje Identifikacijski dokument (ID).

j) Dokaz o porijeklu ždrebeta na osnovi DNK analize ovlašteni laboratorij dostavlja u CROSBA, koji ga arhivira. Nakon zaprimanja Potvrde o verifikaciji porijekla u CROSBA, ždrebetu se može izdati ID.

k) Platiti naknadu za sve obavljene poslove u postupku registracije ždrebeta.

5.1.2. Uvjeti Ālanka iznad vrijede za ždrijebe koje je prijavljeno na regularan naĀin u CROSBA u roku od 28 dana po roāenju.

7 5.2. Naknadna registracija ždrebeta

5.2.1. Za registraciju ždrebeta za koje postupak registracije nije bio pravilno izvršen prema uvjetima Ālanka 5.1., uzgajivaĀ može upisati ždrijebe: a) U roku od 5 mjeseci nakon roka od 28 dana od datuma roāenja, takoāer prema uvjetima Ālanka 5.1. i uz novĀanu naknadu.

b) Nakon tog roka (više od 6 mjeseci) identifikacija ždrebeta mora biti potvrāena sa 2 pismene i ovjerene izjave, od vlasnika kobile spornog ždrebeta, te potvrde dvaju osoba, ovlaštenih od strane CROSBA. UzgajivaĀ takoāer mora platiti novĀanu naknadu za naknadnu registraciju ždrebeta.

5.2.2. ZA ŽIVOTINJE KOJE SU U TRENUTKU PRILAGANJA ZAHTJEVA ZA NAKNADNI UPIS ŽDREBETA BILE STARE 1 ILI VIŠE GODINA, ZADRŽAVA SE PRAVO NA NEMOGUýNOST UPISA U CROSB.

5.3. Nepotpuni zahtjevi za registraciju ždrebeta

5.3.1. Nepotpunu dokumentaciju za registraciju ždrebeta CROSBA odbija i vraþa uzgajivaĀu na dopunu. Ukoliko je CROSBA dokumentaciju vratio na dopunu smatra se da postupak registracije nije ni zapoĀet.

5.4. Izbor imena

5.4.1. Izbor imena obavlja CROSBA po postupku kojeg propisuje Ālanak 14. IABR-a

5.4.2. CROSBA pohranjuje popis zaštiþenih imena

5.4.3. UzgajivaĀ pri predaji zahtjeva za registraciju, u Prijavi oždrebljenja navodi 3 prijedloga imena, a konaĀan izbor pripada CROSBA-u.

5.4.4. Registrirati nije moguþe: a) Ime koje je na Meāunarodnom popisu zaštiþenih imena,

b) Ime koje sadrži više od 18 mjesta, ukljuĀujuþi slova i razmake,

c) Imena javnih osoba, bez izriĀitog dopuštenja te osobe ili njene obitelji, ili imena od komercijalnog znaĀaja bez odgovarajuþih dozvola,

d) Imena koja završavaju sa znamenkama,

e) Imena koja u potpunosti ili djelomiĀno sadrže inicijale, brojeve, rastavnice, toĀke, zareze, znakove, uskliĀnike, apostrofe, kose crte, dvotoĀke, toĀke-zarez, dijakritiĀke znakove,

f) Imena koja sugeriraju ili imaju uvredljivo, nepristojno i vulgarno znaĀenje i ako bi mogli biti uvredljivog karaktera prema religiji, politici i etniĀkim grupama,

8 g) Ako se pišu ili izgovaraju isto ili sliĀno kao ime koje se nalazi na popisu zaštiþenih imena, ili kao ime grla koje je mlaāe od 10 godina, a ne nalazi se na tom popisu,

h) Ako poĀinju sa bilo kojom oznakom da nije slovo.

5.4.5. Prihvaþeno ime upisuje se u Identifikacijski dokument grla (ID).

6 METODE SPARIVANJA

6.1. Ždrijebe je moguþe registrirati samo ako je: a) Rezultat pripusta pastuha i kobile registriranih u priznati Stud Book ili ako su oba ili jedan od roditelja unaprijeāeni iz Non-Thoroughbred registra pod uvjetima koja nalaže ÿlanak 13, paragraf 4.1. IABR-a.

b) Rezultat kopulacije pastuha i kobile, interakcijom penisa i ejakulacijom sjemena u reproduktivni trakt. Kao pomoþ pri parenju samo u sluĀaju da je odobreno od strane SBA države, dio ejakulata pastuha koji je opasao kobilu može se odmah nakon parenja vratiti u reproduktivni trakt netom opasane kobile.

6.2. Poroāaj novoroāenog ždrebeta mora se odviti iz tijela iste kobile u kojoj je novoroāenĀe i zaĀeto. Ždrebad koja su rezultat umjetnog osjemenjivanja, embriotransfera, kloniranja ili bilo kojeg drugog oblika nespomenute genetske manipulacije, ne mogu se registrirati u Thoroughbred Stud Book odobren od strane meāunarodnog Stud Book povjerenstva (International Stud Book Committee).

7 ODBIJANJE REGISTRACIJE

7.1. Dostavljena dokumentacija za registraciju ždrebeta mora biti naknadno potvrāena DNK analizom porijekla dotiĀnog ždrebeta. Ukoliko se DNK analizom utvrdi nesukladnost s dokumentacijom za registraciju ždrebeta, odbija se postupak registracije ždrebeta u CROSB.

7.2. Bez obzira na ispravan zahtjev za registraciju ždrebeta i na rezultat DNK analize, koji potvrāuje navedene podatke o porijeklu, CROSBA zadržava pravo odbijanja registracije, ako boja ždrebeta nije skladna s bojom roditelja.

8 IDENTIFIKACIJSKI DOKUMENAT – ID (PASSPORT)

8.1. ID se na propisan naĀin izdaje svim upisanim grlima nakon roāenja u CROSBA. ID je osnovni dokument za provjeru identiteta životinje. U ID se opisuju i ucrtavaju oznake na grlu, podaci o uzgajivaĀu i vlasniku grla, te podaci o obavljenim vakcinacijama i laboratorijskim analizama sukladno zakonskim odredbama.

8.2. ID se mora vratiti u CROSBA, ukoliko to CROSBA zahtjeva. ID se nakon smrti grla obavezno vraþa u vlasništvo CROSBA koja ga pohranjuje.

8.3. U ID pastuha i kobila koji su upisani u Stud Book, registracija se potvrāuje žigom CROSBA u rubriku dokumenta.

9 8.4. Bilo koji upis podataka mogu uĀiniti samo ovlaštene osobe koje to potvrāuju potpisom i žigom.

8.5. Registrirane kobile mogu se pripustiti tek kada vlasnik kobile priloži na uvid vlasniku pastuha valjan ID. Vlasnik pastuha je prije pripusta dužan provjeriti identitet kobile za što jamĀi svojim potpisom na potvrdi pripusta.

8.6. Pri promjeni vlasništva ID se obvezno predoĀava u CROSBA, koji promjene vlasništva evidentira u matiĀnu evidenciju i ID.

8.7. CROSBA neþe uvažiti zahtjev za registraciju potomstva kobila ukoliko pravni vlasnik kobile nije na propisan naĀin upisan u ID.

8.8. U sluĀaju da grlo dobije dodatne oznake, vlasnik grla dužan je o tome obavijestiti CROSBA, koji izlazi na teren i dopunjuje opis grla u ID.

9 EVIDENCIJA PRIPUSTA

9.1. CROSBA vodi za svakog pastuha slijedeþu dokumentaciju: a) Popis pripuštenih kobila,

b) Potvrde o pripustu.

9.2. Vlasnik pastuha dužan je upisati u popis pripuštenih kobila, odnosno pripusni dnevnik, sve pripuste svih kobila s kompletno traženim podacima: a) Ako je kobila u istoj pripusnoj sezoni pripuštena pod dva ili više pastuha, taj podatak mora biti naveden u dokumentaciji. Kobila se mora nalaziti na popisu pripuštenih kobila svih pastuha pod koje je pripuštena.

b) Nakon pripusta vlasnik pastuha obvezan je uruĀiti vlasniku kobile pravilno popunjenu i ovjerenu Potvrdu o pripustu.

9.3. Vlasnik pastuha mora izdati Potvrdu o pripustu za svaku kobilu pripuštenu pod njegovog pastuha.

9.4. Na kraju pripusne sezone vlasnik pastuha obvezan je CROSBA-u najkasnije do 30. rujna tekuþe godine dostaviti pravilno ispunjen Popis pripuštanih kobila (Pripusni dnevnik) i kopije Potvrda o pripustu.

9.5. Pripusna dokumentacija pastuha može biti prihvaþena nakon 30. rujna od strane CROSBA još do 31.12. tekuþe godine uz novĀanu naknadu u iznosu odreāenom prema danu zaprimanja pripusne dokumentacije od strane CROSBA u produženom roku.

9.6. Ako vlasnik pastuha ne poštuje pravila ovoga pravilnika o voāenju evidencije pripusta i ostalih obveza, njegov pastuh (ili pastusi) u slijedeþoj pripusnoj sezoni neþe biti priznat kao rasplodnjak/ci.

9.7. Ukoliko vlasnik pripuštenog pastuha (ili više njih) uopþe ne dostavi pripusnu dokumentaciju u CROSBA, ždrebad, potomci kobila pripuštenih pod istog/iste pastuha/pastuhe ne mogu se registrirati u CROSB. DotiĀnom pastuhu/pastusima zabranjuje se pripust u iduþoj pripusnoj sezoni.

10 10 IZVOZ

Prije izvoza grla, ID dotiĀnog grla mora se dostaviti u CROSBA koji potvrāuje izvoz.

10.1. Ako se grlo izvozi trajno, CROSBA na zahtjev SBA države uvoznice izdaje Izvoznu dozvolu (Export Certficate) s potvrdom o identitetu životinje.

10.2. Ako se grlo izvozi privremeno, u sluĀaju odlaska na trening, pripust ili ždrebljenje rasplodnih grla, CROSBA þe privremeni izvoz potvrditi ovjerom (endorsement) u ID.

11 TESTIRANJE RODITELJSTVA

11.1. Analize DNK priznaju se samo ako su provedene od strane ovlaštenog laboratorija koji rezultate analize dostavlja iskljuĀivo u CROSBA.

12 PUBLIKACIJE

MatiĀna knjiga za engleske punokrvnjake hrvatskog uzgoja izdaje se svake 4 godine uz dopune svake godine.

11 RULES FOR KEEPING CROATIAN THOROUGHBRED STUD BOOK

1 GENERAL PROVISIONS

1.1. The Croatian Livestock Centre (hereinafter: Croatian Stud Book Authority, CROSBA) has been nominated, as the competent institute for livestock affairs in the Republic of Croatia, to keep the Croatian Stud Book of Thoroughbred Horses (hereinafter: Croatian Stud Book, CROSB). The CROSBA independently keeps the Stud Book and regularly issues the Stud Book.

1.2 The CROSB contains: a) an index of all horses registered in the CROSB, b) a list of mares and offspring, c) a list of stallions, d) a list of imported horses, e) a statistical overview.

Future editions of the CROSB will be supplemented with: f) a list of exported horses, g) a list of names of horses, which in previous editions were not listed by name, h) additions and corrections of errors.

1.3. All animals registered with the CROSBA are, as required by the ISBC (International Stud Book Committee) registered under the life number used in records in breeding, competition and transport.

1.4. In keeping the pedigree records, the CROSBA abides by all the rules and agreements of the ISBC as prescribed by the International Agreement on Breeding and Racing – IABR in Articles 3, 4, 12, 14 and 15.

2 CONDITIONS OF ENTRY TO THE CSB

The following Thoroughbred may be registered in the CROSB: a) those which are offspring born in Croatia of stallions and mares which themselves have been registered in an approved Stud Book by the ISBC,

b) those which were duly registered in an approved Stud Book and have been properly imported into Croatia.

12 3 HORSE IDENTIFICATION

3.1. Prior to registration of a stallion or mare in the CROSB as a thoroughbred horse, it is necessary to establish – confirm its identity:

a) the horse owner must submit documentation for registration of the stallion or mare in the list of stallions or mares by providing the following information: name of horse, colour, age, sex, origin, breeder, owner, country of birth, information about ownership changes and the secondary markings (brand, microchip, other).

b) the CROSBA confirms all information about previous owners according to the Passport, and valid documents of sale.

c) the CROSBA check the horses description.

d) analysis sample is taken by the authorized breeding organization (hair sample) or authorized veterinarian (blood sample) and the analysis is conducted in an authorized laboratory.

3.2. In the event the horse in question is imported, born in a foreign country, it is necessary to submit Passport. An Export Certificate of the imported horse is directly transmitted by the Stud Book Authority of the exporting country. Information, listed in the Passport, must be identical to the information listed in the Export Certificate. The CROSBA retains the Export Certificate.

3.3. For breeding horses imported for a limited time (less than 9 months), it is necessary to submit endorsed Passport by the SBA.

3.4. No animal may be registered as breeding stock retrospectively, after it has died, except at the discretion of the Croatian Stud Book and only if the animal’s DNA or blood type has been officially established.

4 OWNERSHIP

4.1. For each stallion or mare registered in the Stud Book, all changes in ownership must be reported to the CROSBA. This condition is necessary to meet for the purposes of up-to- date record keeping, and do not affect future proceedings concerning the registration of offspring in the CROSB.

4.2 For the registration of a foal, the information used is that of the physical or legal person who is registered with the CROSBA as owner of the mare at the time of foaling. Information on owners registered with the CROSBA and information on breeders must be identical on the document of the foaling report.

5 REGISTRATION OF FOALS BORN IN CROATIA

5.1. Current Returns

5.1.1. In order to register the offspring of mares on the CROSB list, the breeder must meet the following requirements:

13 a) submit to the CROSBA a properly filled out Covering Certificate with the dates of all matings. The Covering Certificate of the mare is submitted together with the foaling report. The Covering journal of the stallion must be submitted to the CROSBA prior to foaling for certification. The foaling report is also certified by the mare owner. The Covering certificate and Covering journal is certified by the stallion owner. b) if the mare or the stallion is on lease, mentioned documentation (The foaling report, The Covering certificate and The Covering journal) can be certified by the lessee with the necessary submit of the lease document between the owner and the lessee of the mare or stallion. The Covering certificate and The foaling report are submitted at the same time. c) before the first covering, the stallion owner is obliged to confirm the identity of the mare. The stallion owner signs to guarantee the credibility of all information in the Covering Certificate and the confirmation of identity in the first mating. The Stallion owner or authorised breeding organization agent has to sign a statement that the mating was natural and hasn’t involved the processes of Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation. d) if the mare was mated with two or more stallions, it is also necessary to submit all Covering Certificates. e) the Foaling Report must be submitted no later than 28 days following foaling. The Foaling Report must be correctly and completely filled out with the requested information on the foaling, origin and ownership and provide a detailed description of the foal including colour description, white marks and hair whorls. The Foaling Report must be certified by the mare owner and co- signed by an authorized institution or breeding association. Foal can be named right after foaling (3 name proposals) or the latest before entering reproduction or competition. f) in the event of twins, this is also required information in the Foaling report, but the twins for the purpose of separate description must be reported on separate Foaling reports. There is only one Covering certificate, and all three documents are submitted at the same time. g) a Foaling Report must also be submitted in the event of a still-birth or death after foaling. In the event the mare becomes barren, it is necessary to report the barrenness with the submitted Mating Report, for it is possible that the mare reabsorbed or rejected the foetus. If the mare was mated and then died, the Mating Report must also be submitted together with the Death Certificate. The Foaling Report is also required if a mare is mated to a stallion of another breed. In the event that the breeder does not submit the required documentation, the CROSB column on mare offspring for the current year will be stated ‘no return’. h) only those foals which are reported with full documentation and conducted parentage testing analysis shall be registered. The description of the animal must contain general information on the horse, date of birth, gender, origin, ownership information, colour and description of white spots and hair whorls. White spots are marked on a sketch in red, while hair whorls are marked in black in the shape of an x. If these are long whorls, the x is placed at the

14 furthest most points of the whorl, which are then joined in the form of a line. Textual and sketch information in the description list must be legible.

i) on the basis of all the above listed information, the CROSBA drafts an Passport.

j) established proof of origin of the foal on the DNA analysis is submitted by the authorized laboratory to CROSBA, which archives the document. After the established proof of origin is delivered to CROSBA, the foals Passport can be issued.

k) pay the fee for all conducted tasks for the foal registration procedure.

5.1.2. The terms listed above are valid for foals registered properly in the CROSBA in the period of 28 days after the date of birth.

5.2. Subsequent foal registration

5.2.1. For the registration of foals for which the registration process was not properly carried out as in the paragraph 5.1., the breeder may register the foal: a) no later than 5 months after the period of 28 days after the date of birth, also according to paragraph 5.1. and with the set fee for subsequent foal registration.

b) later than the period of 6 months the foal identification must be confirmed with 2 written and signed statements by the mare owner of the foal in question, and confirmation by two persons authorized by the CROSBA. The breeder must pay the set fee for subsequent foal registration.

5.2.2. FOR ANIMALS WHICH ARE 1 YEAR OLD OR OLDER AT THE TIME THE REQUEST FOR SUBSEQUENT REGISTRATION IS SUBMITTED WE RESERVE THE RIGHT NOT TO REGISTER IN THE CROSB.

5.3. Incomplete requests for foal registration

5.3.1. Incomplete documentation for foal registration shall be rejected by the CROSBA and returned to the breeder for supplementation. If the CROSBA returns the documentation for correction it is considered that the registration process did not begin.

5.4. Name selection

5.4.1. The name selection is conducted by the CROSBA by the procedure proscribed by Article 14 of the IABR.

5.4.2. The CROSBA files a list of protected names.

5.4.3. Upon submission of the registration request, in the Foaling Report the breeder must list 3 proposed names which begin with the first letter of the mare’s name, with the final selection belonging to the CROSBA.

15 5.4.4. It is not possible to register: a) a name which appears on the International List of Protected Names,

b) a name with more than 18 characters, including signs and spaces,

c) a name of a public person, without the person’s or their family’s permission, or names of commercial significance without the appropriate permission,

d) a name which is followed by numbers,

e) a name which is made up entirely of or include initials, figures, hyphens, full stops, commas, signs, exclamation marks, inverted commas, forward or back slash, colon and semi-colon, diacritical marks,

f) a name which are suggestive or have a vulgar, obscene or insulting meaning; names considered in poor taste; or names that may be offensive to religious, political or ethnic groups,

g) a name which is in pronunciation identical or similar to a protected name or a name registered for a horse whose year of foaling is within ten years of that of the horse in question,

h) a name which begins with sign other than a letter.

5.4.5. The accepted name is registered in the Passport of the horse.

6 MATING METHODS

6.1. A foal may only be registered if it is: a) the product of a mating between a sire and dam, both of which are recorded in an approved Thoroughbred Stud Book or either or both must have been promoted from a Non-Thoroughbred register under the terms set out in Article 13 paragraph 4.1 of the IABR.

b) the result of a Stallion’s mating with a Mare which is the physical mounting of a Mare by a Stallion with intermission of the penis and ejaculation of semen into the reproductive tract. As an aid to the mating and if authorised by the Stud Book Authority of a country certifying the Thoroughbred, a portion of the ejaculate produced by the Stallion during such mating may immediately be placed in the reproductive tract of the Mare being bred.

6.2. A natural gestation must take place in, and delivery must be from, the body of the same Mare in which the Foal is conceived. Any Foal resulting from or produced by the processes of Artificial Insemination, embryo Transfer or transplant, Cloning or any other form of genetic manipulation not herein specified, shall not be eligible for recording in a Thoroughbred Stud Book approved by the International Stud Book Committee.

16 7 REJECTION OF REGISTRATION

7.1. The submitted documentation has to be verified on DNA parentage testing. If the DNA analysis isn’t identical to submitted documentation for foal registration, the registration procedure to CROSB will be refused. 7.2. Regardless of the proper request for registration of a foal, the CROSBA reserves the right to reject the registration if the colour of the foal does not correspond to the colour of the parents.

8 IDENTIFICATION DOCUMENT – PASSPORT

8.1. ID is issued in the prescribed manner for all horses registered after birth with the CROSBA. The ID is the basic document for the confirmation of identity of the animal. The ID includes a description and sketch of the markings of the horse, information of the breeder, horse owner and information of vaccinations immunizations and laboratory analyses, as prescribed by the legal regulations.

8.2. ID must be returned to the CROSBA if so requested. ID has to be returned to the CROSBA after the death of the horse where it will be filed in archive.

8.3. In the ID of stallions and mares registered in the Thoroughbred Stud Book, the registration is confirmed with the authorized seal of the CROSBA on the document.

8.4. Any registration of information can be conducted only by an authorized person, who confirms the same with signature and seal.

8.5. The registered thoroughbred mare may be mated only when the owner of the mare submits the valid identification document to the owner of the stallion. Prior to mating, the stallion owner is obliged to confirm the identity of the mare, which he guarantees with his signature on the Covering Certificate.

8.6. Where there is a transfer of ownership, the ID must be handed in to the CROSBA, as the authorized institution for entry of the new owner in the home records and ID.

8.7. The CROSBA will not validate a registration request for offspring of a Thoroughbred mare if the true owner of the mare is not properly entered in the ID.

8.8. In the event the horse on the ID receives additional markings, the horse owner must inform the CROSBA, which will pay a field visit and supplement the horse description in the ID.

9 COVERING RECORDS

9.1. The CROSBA keeps the following documentation for each stallion: a) List of covered mares,

b) Covering Certificates.

9.2. The stallion owner is obliged to enter, all mares covered with the complete information on the list of covered mares, i.e. Covering journal:

17 a) if the mare in the same covering season is covered to two or more stallions, this information must be listed in the documentation. The mare must be listed on the list of covered mares of all stallions she is covered to.

b) after covering, the stallion owner is obliged to submit the properly filled out and certified Covering Certificate to the mare owner.

9.3. The stallion owner must issue the Covering Certificate for each mare mated to his stallion.

9.4. At the end of the mating season, the stallion owner is obliged by no later than 30th September of the current year to submit to CROSBA a correctly filled out List of Covered Mares (Covering Journal) and copy of the Covering Certificate.

9.5. The Covering documentation can be submitted after 30th September until the 31st December the current year with the set fee according to the date when the documents have been submitted.

9.6. If the stallion owner fails to abide by the rules of these regulations on keeping the covering records and other obligations, his stallion(s) will not be registered in the following covering season.

9.7. If the stallions’ owner doesn’t submit the Covering documentation at all to the CROSBA, the offspring of those covered mares will not be registered in CROSB. That stallion(s) will have restriction to cover in the next covering season.

10 EXPORTS

Prior to export of a horse, its Passport must be submitted to the CROSBA which registers the export.

10.1. If the horse is exported permanently, the CROSBA issues or transmit an Export Certificate with details of the animal’s identity at the request of the SBA of the importing state.

10.2. If the horse is exported temporarily, in case of training, covering or foaling, the CROSB will endorse the export as temporarily.

11 PATERNITY TESTING (Blood typing and/or DNA)

11.1. DNA analyses are only recognized if conducted by an authorized laboratory which delivers the analysis results to the CROSBA only.

12 PUBLICATION

The Croatian Thoroughbred Stud Book for Thoroughbred Horses is published at least once every 4 years, with supplements published annually.
