Dear Ms. Domagala-Pierga:

Per your request, Tetra Tech, Inc. (Tetra Tech) collected surface water samples and had the samples analyzed by a qualified testing laboratory, per the Township of Waterford Ordinance 176-91 Stream and Lake Sampling requirement for all applicants developing property encompassing or abutting lakes and streams.

On April 5, 2021, Mr. Chad Barbour, a Tetra Tech Biologist, collected a grab sample from three sampling points along the Mullica River tributary, as shown on the New Jersey Department of Environmental Protection (NJDEP) GIS Data Viewer map provided in Enclosure 1. According to Ordinance 176-91, samples are to be taken at the intersection of any tract boundary and the inflowing streams (two locations) and at the outfall points where the watercourse leaves the tract (one location). Ordinance 176-91 requires the collection of benthic algal and invertebrate samples.

Periphyton (Benthic Algal) Sampling Periphyton sampling was conducted within the same three stream sample reaches as the benthic macroinvertebrate sampling (Test Areas 1-3). Sampling protocols followed those prescribed in the NJDEP Field Sampling Procedures Manual (NJDEP 2005, Chapter 6F – page 150). Samples were taken from appropriate habitats present within the sampling reaches. These habitats included either woody debris or soft sediment (sand), using a 12cm2 delimiter. 10 samples from each test area were composited into a single sample. Samples were preserved with Lugol’s solution and sent to EcoAnalysts, Inc., in Moscow, Idaho, for enumeration and identification. Table 1 includes the sampling details for each site. Benthic Macroinvertebrate Sampling Benthic macroinvertebrate sampling was conducted within three stream sample reaches within the Atco, New Jersey site (Test Areas 1–3). Sampling protocols followed those prescribed in the NJDEP Field Sampling Procedures Manual (NJDEP 2005, Chapter 6F – page 149). The multi-habitat sampling method was used to provide an adequate assessment of stream condition in these low-gradient streams with variable habitats. A 100-meter portion of each reach was sampled, which included 20 jabs or kicks within various habitats (i.e., snags, vegetated banks, submerged macrophytes, or gravel/sand) in proportion to their occurrence within the reach. Each jab or kick encompassed a linear distance of 0.5 meters of appropriate habitat. One site, Test Area 2, included a quality assurance/quality control sample that consisted of a second sample from a 100-meter reach directly upstream of the upstream end of the primary sample reach, for the purposes of comparison. Each sample was preserved in 95% ethanol, then sent to EcoAnalysts, Inc. for identification and enumeration. Table 1 includes the sampling details for each site. The results of sampling are included in Enclosure 2.

All samples are largely dominated by stressor/pollution tolerant organisms, indicating degraded water quality and/or habitat. Some observations:

 Sample data indicate all areas are dominated by oligochaetes (annelid worms) and Chironomidae (midges), species tolerant to stressors, indicating stressors are present.  Polypedilum illinoense species group is dominant at Areas 1 and 2 but drops to only a single individual in Area 3. Most chironomid midges (in which this species group is included) are pollution tolerant, so this would match up with what is known of most of the other organisms in these samples

 Sampling documented the following taxa that are moderately sensitive to stressors: Area 1 (Oxyethira - caddisfly), Area 2 (Peltodytes – crawling water beetle), and Area 2QC (Ironoquia - caddisfly, Bittacomorpha – phantom crane fly).

Fecal Coliform Sampling On March 22, 2021, Mr. Justin Smith, a Tetra Tech Engineer, collected a grab sample from three sampling points along the Mullica River tributary as shown on the NJDEP GIS Data Viewer map provided in Enclosure 1. According to Ordinance 176-91, samples are to be taken at the intersection of any tract boundary and the inflowing streams (two locations) and at the outfall points where the watercourse leaves the tract (one location).

Tetra Tech standard operating procedures were followed for sample collection, labeling, packaging, and transportation. Samples were collected in appropriate containers, placed in temperature-controlled coolers, and delivered to the receiving laboratory SGS in Dayton, New Jersey. SGS subcontracted the fecal coliform analyses, Method SM9222-D06 Fecal Coliform Membrane Filter Procedure, to New Jersey Analytical Laborites in Ewing, New Jersey. Laboratory analytical results are provided in Enclosure 3.

The lowest NJDEP surface water standard for fecal coliform is the surface water secondary contact recreation standard of 770/100ml for SE2 designated water. Secondary contact recreation means recreational activities where the probability of water ingestion is minimal and includes, but is not limited to, boating and fishing. Sample data indicate fecal coliform levels 4/100ml, 2/100ml, and <2 /100 ml are lower than the standard.
