As a result of the Troubles, Northern Ireland has been slow to develop its tourist industry. Few tourists visited Northern Ireland other than to visit friends and relatives during the 1970s and 1980s, and most of these were either from Great Britain or the Republic of Ireland, but after the Provisional IRA ceasefire in 1994, the numbers of international tourist visitors began slowly to grow. Mr Paul O’Toole, Chief Executive of Tourism Ireland, told the Committee in evidence during this inquiry that: “Northern Ireland tourism is coming from a different base than the Republic of Ireland or indeed England, Scotland and Wales. There is a great desire within the northern industry to grow and there is a pressure on us – and indeed the Northern Ireland Tourist Board and government – to support that growth. The growth in Northern Ireland has been excellent over the last few years.[…] that growth has started to moderate now. I think, looking forward, if we are really engaged on how the industry needs to be taken forward, it is how we get it back into a position of growth and above average growth. […] It has to be about a concerted action plan with the investment, led by the private sector, and supported by the public sector in a variety of ways”.1 2. In 2002, the Committee for Enterprise, Trade and Investment at the Northern Ireland Assembly embarked on an inquiry into tourism, but it had not completed its work when the Assembly was suspended in October 2002. In the course of its inquiry, the Assembly Committee organised conferences in Omagh and Coleraine that focussed on the role, responsibilities and obligations of the Northern Ireland Tourist Board (NITB) and Tourism Ireland; threats to tourism development; the interaction of organisations involved in tourism; access to Northern Ireland; identifying a “winning” Northern Ireland product; effective marketing; funding sources and needs; and training for the tourist industry. 3. This Committee decided on 29 March 2006 to undertake an inquiry into Tourism and its Economic Impact and Benefits, specifically to examine: “the nature of tourism in Northern Ireland, its impact on and importance for the overall economy, and the effectiveness of measures taken by Government and other relevant agencies to develop, promote and support the marketing of Northern Ireland as a tourist destination.” 4. We have endeavoured to build on the work of the former Assembly Committee to identify ways in which Northern Ireland can maximise its tourist potential. Our recommendations are addressed to the Northern Ireland Office, which took back responsibility for tourism in Northern Ireland when the power-sharing executive was suspended in October 2002. However, this Report is published at a time of some uncertainty in Northern Ireland’s politics, and the Committee hopes that a power-sharing executive will be restored by 26 March 2007 in full accordance with the St Andrews Agreement.2 A restored power-sharing executive would resume responsibility for tourism, 1 Q 310 2 Northern Ireland (St Andrews Agreement) Act 2006 4 and accordingly, responsibility for scrutiny of this policy area would revert to the Committees of a restored Assembly. 5. Should the timetable agreed at St Andrews proceed, this matter will disappear from our remit on 26 March, and our recommendations will stand addressed to each of the Departments of the restored executive with responsibility for matters affecting tourism. We have no authority to expect a formal response to our Report from these Departments, as we would from a Whitehall or United Kingdom Department, but we hope that the conclusions that we have reached and the evidence that we have taken will inform the decisions taken by those in the executive with the responsibility for ensuring that Northern Ireland is able to tap the undoubted tourist potential that it has. We also hope that our work will be of use to those Committees of the Northern Ireland Assembly charged with the scrutiny of the various Departments which have responsibility for matters affecting tourism. 6. In the course of the inquiry, we took formal evidence from a number of bodies responsible for marketing Northern Ireland as a tourist destination and for developing tourist provision. Representatives of each of the Regional Tourism Partnerships, the Northern Ireland Tourist Board and Tourism Ireland all appeared before the Committee in public session in Westminster. We also took evidence from representatives of those engaged in the tourist industry, meeting the Chairman and Chief Executive of the Northern Ireland Tourist Industry Confederation. The Chartered Institute of Marketing Northern Ireland and Professor Stephen Boyd, Professor of Tourism from the School of Hospitality and Tourism Management at the University of Ulster gave us the benefit of their insights into the challenges facing the tourist industry in Northern Ireland. Finally, we took formal evidence from Maria Eagle MP, Parliamentary Under Secretary of State at the Northern Ireland Office with responsibility for the Department of Enterprise, Trade and Investment (DETI), which takes the lead on tourism. 7. During the course of the inquiry the Committee made an extensive visit to Northern Ireland. Not only did this provide a valuable opportunity to visit each of the five “signature projects” that are being developed to give Northern Ireland “international stand-out”3, but it also provided an opportunity to meet informally a wide range of individuals involved in the tourist industry. The Committee is grateful to the representatives of the Northern Ireland Tourist Board, Tourism Ireland and the Regional Tourism Partnerships who made time to meet us during our visit. We are also grateful to those working in businesses connected with tourism who came to meet us during our visit to discuss the challenges they faced. We would like to thank the Northern Ireland Tourist Board and the Department for Enterprise Trade and Investment for helping to put together the programme for the visit. 8. As the Republic of Ireland has developed a world class tourist industry which is far more advanced than that in Northern Ireland, we also visited Dublin. We were anxious to ascertain why the Republic of Ireland had done so well in capitalising on its tourist potential and to try to identify lessons that could be learned by the tourist industry in Northern Ireland. Tourism and its associated industries support substantial employment and make an important contribution to gross domestic product (GDP). Despite consistently strong growth in recent years, with record breaking figures reported in Northern Ireland in 2017, the government recognises that there are concerns regarding the levels of Value Added Tax (VAT) and Air Passenger Duty (APD) and the effects that these taxes may be having on the industry in the specific circumstances of Northern Ireland.

    LGBTQ EQUALITY & Northern Ireland’s Political Parties An independent survey General Election 2015 UPDATED VERSION (1) In April 2015 I emailed all the political parties in Northern Ireland that have candidates standing the the 2015 General Election. I enclosed a list of questions about their policies and active records on important lesbian, gay, bisexual, trans* and queer issues. The following pages contain the original information and questions sent to the parties, along with their replies and some additonal facts about each party’s record on LGBTQ rights. All replies are printed exactly as received, except where editied (with due respect and care for key facts) to keep them roughly around the requested 150 word limit. Parties are listed in the order their answers were returned. Where parties have not responded, I have researched their available policies, manifestos and records online and compiled some information. While most of us who identfy as LGBT or Q are unlikely to vote based on a party’s LGBTQ policies alone, it does help to know what each party thinks of some of the issues that effect our lives. And, more importantly, what they have already done and what they plan to do to tackle some of the serious problems caused by homophobia and transphobia; invisibility; institutionalised discrimination and exclusion. I hope that it will be updated and added to over time. This is an independent survey. It has no agenda other than to give each party an opportunity put on paper what they intend to do to help us build a more equal Northern Ireland in terms of sexual orientation and gender identity.

    VisitEngland partners with national tourist organisations to launch industry standard for UK tourism 25 June 2020 VisitEngland in partnership with the national tourist organisations of Northern Ireland, Scotland and Wales has today launched a UK-wide industry standard and consumer mark to provide a ‘ring of confidence’ for tourism as the sector works towards reopening. The ‘We’re Good To Go’ industry standard and supporting mark means businesses can demonstrate that they are adhering to the respective Government and public health guidance, have carried out a COVID-19 risk assessment and checked that they have the required processes in place. The scheme is free to join and open to all businesses across the industry. Tourism Minister Nigel Huddleston said: "I want to encourage the public to experience a great British holiday this summer and be confident that they can do so safely. "This new industry standard will show people that tourism businesses, destinations and attractions are adhering to the guidance. It puts safety first and is an important move in getting this industry back up and running." VisitEngland Director Patricia Yates said: “With millions of jobs and local economies across the country reliant on tourism it is essential that businesses can get up and running as soon as the respective Government advice allows to capture the peak British summer season. “We want visitors to be able to enjoy their holidays and to support businesses to be confident they have the correct procedures in place. Our priority is to make sure tourism rebounds to once again become one of the most successful sectors of the UK economy and this ‘ring of confidence’ is a crucial step on the industry’s road to rebuilding.” To obtain the mark businesses must complete a self-assessment through the online platform https://goodtogo.visitbritain.com/ including a check-list confirming they have put the necessary processes in place, before receiving certification and the We’re Good To Go mark for display in their premises and online.

Without their contribution, the data shown in this report would not be possible. Methodology The Research Solution Ltd have been collating data for the Visit Wales Accommodation Occupancy Survey since 2013, with additional hotel data supplied by STR, incorporated into the overall totals for hotel accommodation. The survey is an on-line monthly survey using data collated via RIBOS, the online web portal. Data is also received via email in excel/word, postal and over the telephone. A number of large agencies provide data for self-catering, as well as data from the Caravan and Camping Club and the YHA. At the start of each month an email is sent to all on-line and email participants with follow-up reminders via email or telephone 2 weeks after the initial contact. Outline the government structures which impact the development of tourism in Northern Ireland. In this respect it provides a brief overview of the roles of Tourism Northern Ireland (Tourism NI) and Tourism Ireland. It also examines a number of other government functions which interact with tourism development, providing a brief overview of the work of Departments and their arms-length bodies in these areas. In addition the role of Councils (in light of recently devolved powers), Regional Tourism Partnerships and industry associations is outlined, as well as the cross border interactions which impact on Northern Ireland’s tourism development. Figure 1 provides an illustrative summary of Northern Ireland’s tourism structures.
