Portland Community College President’s Cabinet Wednesday | January 9th | 2019 Sylvania Campus | CC Building Conference Room 233B 8:30 AM – 11:30 AM NOTES Present: Michael Northover, Traci Fordham, Marc Goldberg, Katy Ho, Lisa Bledsoe, Sylvia Kelley, Eric Blumenthal, Emma Kallaway, Mark Mitsui, Chris Villa, Rob Steinmetz, Dina Farrell, Jessica Howard, Karin Edwards, Lisa Avery 8:30 am | Legislative Update | Emma Kallaway – see presentation in folder • Timeline update – o Student Success committee Statewide Tour (Feb): focused on K-12, Higher Ed Coalition of lobbyists and caucus (legislators) created to promote our needs, union support needed o Student Success Committee Recommendation (Feb-March) o Revenue Committee Proposal (March-April) o Ways and Means Committee (April-June) • Example Revenue Language: Community Colleges, universities, faculty, staff and students support an investment budget, including the increased revenue necessary to fund the entire pre K-20 education system • Specific talking points: Lowering tuition hikes, reducing student debt o st o Supporting 1 generation college students o Expanding resources for under-represented communities o Expanding industry driven CTE programs o New investments will go directly to serving Oregon’s college students o ACTION: Create examples of talking points about how we would use these funds: ie Swan Island, CTE, Future Connect Student Success Committees: • Senate Joint Committee on Student Success o Sen. Werner Reschke, Greg Smith, Barbara Smith Warner 8:45 am | President’s Update |Mark Mitsui • WSI – strategizing on proposal, work with Jessica Howard o Government affairs subcommittee adopted the community college budget requests o Assist WSI folks for advocating for community college budget requests o CTE distribution formula, enrollment base • PBA – Board member asked to leave, has opened up a broad discussion on equity in the business community. Ideas of how PCC might be able to engage in conversations and training around diversity, equity and inclusion. Portland Community College President’s Cabinet Board Meeting Agenda: o Discussion about the draft dashboard report o CTE vs transfer enrollment o Tuition proposal 9:30 am | Budget PCC Strategic Investments – Mark, Sylvia & Eric (see document in folder) • Brainstormed ideas for long term savings for general fund Clarify questions from the deans: o Could additional savings found this year be counted toward the 3% reductions? o Tech fee also assumes a 3% cut - Yes o Strategy on layoff notices, consider re-assignments to help avoid layoffs and how does that factor into the overall 3% reductions o ACTION: probationary employee lists from Lisa B. o Advising redesign not included in reductions Tuition Proposal - Eric o Based on the $570M model - use the same percentage to present to the board, keep it at $13 for the biennium, possibility of vote being postponed until February o International students may be at the board meeting o Talking points for student leaders, suggested language Early Retirement Provisions – Lisa Bledsoe – (see document in folder) o Reviewed the summary of provisions and eligibility requirements and stipends for management, confidential, FT Faculty/AP & Classified staff o Health insurance is an important factor for early retirement o ACTION: Send a reminder through “Benefits Brief” of our Early Retirement programs o Determined that it is not a strategy for savings 11:30 | Enrollment | Rob (see presentation in folder) Overview of the key areas of enrollment management: • Marketing and recruitment • Onboarding – process, communication and service • Student success – engagement and relationships • Opportunity gap – culturally responsive • Completion – alignment • ACTION: Ask Greg Harris to Cabinet 11:00 | Organizational Structure Study | Sylvia • Focus Groups – ACTION: Please share your thoughts via email regarding focus groups for the Organizational Structure Study Adjourn .
