S4M-03551 Hugh Henry: NSPCC—That the Parliament notes that the National Society for the Protection of Cruelty to Children (NSPCC) was founded in 1884 by the Reverend Benjamin Waugh; understands that, over the last 128 years, NSPCC has helped more than 10 million children in the UK; agrees with its vision to end child cruelty; understands that child neglect is the most common form of child abuse in Scotland; applauds NSPCC for its new programme, Improving Parenting, Improving Practice, which aims to reduce instances of child neglect by supporting parents to better understand their children’s needs and to improve the bond between parent and child; is pleased that is one of the eight areas where NSPCC is trialing the programme, which it considers to be groundbreaking; congratulates NSPCC on this initiative, and looks forward to a wider rollout.

2.30 pm Scottish Government Debate: Common Agricultural Policy

S4M-04263 : Common Agricultural Policy—That the Parliament notes the progress to date in the EU negotiations on the future Common Agricultural Policy (CAP) (2014 – 2020); supports the Scottish Government’s commitment to press, in partnership with stakeholders, for a CAP that has sufficient flexibility for it to be implemented in Scotland in line with the Parliament’s devolved responsibilities, ensuring that agriculture remains a dynamic and competitive industry that makes sustainable use of Scotland’s natural resources, and believes that the UK Government’s negotiating position must take account of the priorities of devolved administrations, which should play an appropriately full role in the negotiating process.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

New and altered motions and amendments

*S4M-04271 Tavish Scott: Shetland Film Group Raises Poverty Awareness— That the Parliament congratulates Maddrim Media in partnership with the Poverty Is Bad – Let’s Fix It!! group on its public release of Shoormal, which, it understands, comprises of two short films by a young film production group based in Shetland that raise awareness of the issues of poverty, social exclusion and inequality in Shetland; applauds that it included research designed and executed by youth-led peer research, which enabled 11 young people aged between 14 and 23 to design their own research and analyse their own findings; recognises that the research findings were used to increase understanding surrounding the issues of poverty and inequality in Shetland and encouraged people to make positive change; notes that Maddrim Media also developed its skills in film production through mentorship by Nike Hatzimidou of Grain Media, a London-based film production company, and commends the drama piece, Shoormal, on being selected for several film festivals, including the Co-operative Film Festival in Manchester and the Hansel of Film 2012 festival, thus gaining national coverage.

*S4M-04270 Roderick Campbell: Sea Mammal Research Unit Launches PAMBuoy Device—That the Parliament congratulates SMRU Ltd in St Andrews on the launch of its PAMBuoy device; understands that the development of the autonomous, passive acoustic monitoring device should help mitigate the potential impacts on marine mammals of offshore wind, wave and tidal installations; praises the work of the team of scientists who are developing this product at the Sea Mammal Research Unit of the University of St Andrews, and understands that SMRU Ltd returns all its profit to the university via Gift Aid to fund further research in the academic departments whose expertise is used during the project work.

credence to comments made by Mr Pia in which, it understands, he claimed that the Labour Party was "moribund" and its structure "not fit for the 21st century"; welcomes comments from Neil Findlay MSP and the former Labour MP and MSP, Dennis Canavan, who, it believes, favour enhanced devolution and full independence respectively; believes that such views illustrate further the Labour Party’s leadership vacuum, a lack of faith in what it sees as the official Tory-led "No" campaign and the party’s ultimately fragmented ideology, and considers that what it sees as a noxious combination of infighting and a lack of positive vision for the country will lead to a "Yes" vote in the referendum that will bring about a more prosperous and socially-just Scotland.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
