The LAC premium must be managed by the designated Virtual School Head (VSH) and used without delay for the benefit of the looked-after child’s educational needs as described in their personal education plan.

The VSH should ensure there are arrangements in place to discuss how the child will benefit from pupil premium funding with the designated teacher or another member of staff in the child’s education setting who best understands their needs.

LAs may not carry forward funding held centrally into the financial year 2017 to 2018. Centrally-held LAC premium that has not been spent, or allocated to the child’s education setting, by 31 March 2017 will be recovered.

The following is the information on how the Virtual School Headteacher (VSH) in the Eastern region manages the Pupil Premium Plus (PP+) Allocation of PP+ to Special Schools, Free Schools or Pupil Referral Units will differ. These settings are advised to contact the VSH of the LA to whom the child belongs.

Essex

Schools are required to submit a request for funding as part of the PEP 1 completed by them on CLA Tracker. Each PEP and request for pupil premium is assessed in line with the policy and practice document available at

Norfolk

Schools are allocated £1,000 for each pupil who had been looked after for 6 months or more as on April 1st. This procedure will be repeated, allocating £1,000 for pupils in care for 6 months or more from September 1st . In addition to the automatic allocation, schools can apply for additional funding to support interventions. Our expectation is that all PP+ expenditure is linked to the PEP and education targets and expected impact is clearly indicated and evidenced.

Schools and settings are allocated £566 per term with the remainder in a centrally held budget allocated on the return of updated outcome information as long as there is a good PEP on file.

Central Bedfordshire

Schools and settings are allocated £500 per term with a centrally held budget for schools to apply for additional funding for needs identified during the PEP meetings. Applications can be made outside the PEP process if the circumstances of the child change – for example change of foster placement, awaiting statutory assessment. Social workers and carers may also apply for additional funding.

There is a notional figure of £600 available each term for eligible pupils. Funding is requested each term through our ePEP system and related to SMART learning targets. Centrally held funds support projects to benefit particular cohorts and provide additional support to individuals when required.

Schools are allocated £500 in the Summer Term. The remainder of the budget is retained and held centrally for schools to apply for additional funding for needs identified during PEP meetings. The Centrally held budget is also used to fund projects aimed at improving outcomes for particular cohorts of children. Applications will also be considered outside of the PEP process should the child’s needs require this. Applications are made via a completed provision map or requested via the submission of a good quality PEP.

Schools are allocated £600 in the Autumn Term, £600 in the Spring Term, £700 in the Summer term

Schools do not receive this automatically. It is subject to the completion of a pupil premium application form and ensuring that the education section on EPEP is completed. There are set deadlines for the returns. Schools receive the forms and the guidance for completing these forms when they receive a looked after child into their school and at the beginning of every academic year. The Virtual School Head considers every application and then instructs finance to release the payments. Currently does not retain any central budget but this is subject to change.
