Draft Minutes of Piddle Valley Parish Council Tuesday 25 February 2020 Piddletrenthide Memorial Hall Present: Cllrs Phillips (Chair), Abbott, Habgood, Howard, Sherwood, Murray, Lock, Latimer, Fear, Cox Apologies Received: Cllrs Potts, Tesniere and Dorset Cllr Haynes Democratic Period The Clerk reported the following reports from parishioners; Tree blocking bridleway at Doles Ash – this to be reported to Countryside Ranger Raw sewage in the River Piddle – Cllr Cox to respond to parishioner. Following on from the January meeting concern was expressed regarding the conduct of the Public when speaking at meetings, particularly the time taken for comments and a rather robust . It was agreed that a Code of Conduct for the public is provided at all meetings. Action (Feb Democratic Period) – i) Clerk to issue Code of Conduct & ii) contact Countryside Ranger iii) Cllr Cox to contact parishioner regarding the river concerns i) Dorset Councillor Update Dorset Councillor Haynes sent apologies for the meeting. ii) Police/Home watch update No update received for February. 16/2020 Declarations of Interest Cllr Fear declared an interest in item 7iv) 17/2020 Minutes of Piddle Valley Parish Council meeting held on 28 January 2020 It was proposed by Cllr Lock and seconded by Cllr Sherwood that these minutes with the following amendments should be accepted as a true record of the meeting. All agreed with two abstentions. Page 7, 11/2020 a), remove Dorset Air Ambulance payment as this was included in November minutes. 18/2020 Minutes of Piddle Valley extra-ordinary meeting held on 11 February 2020 1 | P a g e It was proposed by Cllr Habgood and seconded by Cllr Phillips that these minutes should be accepted as a true record of the meeting. All agreed with 1 abstention. 19/2020 Matters arising from last minutes (January 2020) a) 06/2020 iii) a Lime Cottage, Piddletrenthide – Enforcement update as shelter has not been moved - Clerk (Agenda Item 7 iv) – Awaiting response b) 06/2020 iii) b Enterprise Management to be contacted regarding new signing – Cllr Phillips – Cllr Phillips has heard from the management (Nick Foster of Conduit Mead) that blank entries on the sign will be covered with green vinyl stickers, but Councillors expressed concern that the support frame of the sign would remain white. Cllr Phillips will contact Mr Foster again to request the sign is painted. – Action – Cllr Phillips c) 10/2020 a) & b) Defibrillators – Cllr Howard to check White Lackington & Cllr Latimer to discuss with Rugby Club – Cllr Howard confirmed White Lackington’s defibrillator has been checked. Cllr Latimer confirmed that the Rugby Club checks are being done. Cllr Sherwood stressed that although the checks are being carried out they are not being reported to Community Heartbeat and it is these reports that the Ambulance Trust rely on for their records. Cllr Latimer will reiterate the importance of this to the Rugby Club. – Action – Cllr Latimer d) 12/2020 a) SID agreement signed and returned to Dorset Council – Clerk – Clerk confirmed that this will be completed once the final SID is in place. – Action - Clerk e) 12/2020 b) Revision 2 of transport letter for approval – Cllr Lock (Agenda Item 15 b) – Cllr Lock and Cllr Phillips will prepare draft letters and the Item was deferred to next meeting – Action – Cllrs Lock/Phillips f) 12/2020 c) Finger post sign repairs quotes – Clerk – Not yet complete – Cllr Cox to ask former Cllr if any photos of originals were taken to assist with preparing a quote for the repairs. – Action – Cllr Cox/Clerk g) 12/2020 d) Response to Puddletown Parish Council regarding rural roads strategy – Clerk confirmed that Puddletown would like to see the speed survey results of the Piddle Valley. Cllr Phillips agreed to contact Puddletown. Clerk to send contact details. Action – Clerk/Cllr Phillips h) 12/2020 e) Bus shelter request response to resident - Cllr Murray – Complete. i) 12/2020 f) Signing for bridleways – Clerk to contact Countryside ranger – Clerk received 3 signs for fixing at specific points and stressed that these must only be fixed to bridleways. A map showing suggested fixing locations was provided. Cllr Lock agreed to liaise with the landowner to organise installation. – Action – Cllr Lock j) 14/2020 Place order for netting at playground – Clerk - Complete 20/2020 Planning matters i) Responses to Planning consultations WD/D/20/000079 – 11 Courtyard Cottages, Piddletrenthide – Erection of conservatory. This application was discussed and it was proposed by Cllr Sherwood and seconded by Cllr Abbott that this application should be approved. All agreed. WD/D/19/003191 – Muston Farm, Piddlehinton – Erection of general purpose agricultural building. 2 | P a g e Following a discussion addressing concerns with these proposals it was agreed that a site meeting and an extra ordinary meeting would be required. Clerk to contact planning for an extension for comments. Following the meeting the Clerk spoke to Planning who agreed an extension. Site meeting and Extra Ordinary meeting to take place on Thursday 5 March 2020. ii) Decision Notices WD/D/19/002293 – Holcombe Farm, Holcombe Dairy Lane, Alton Pancras – Siting of temporary mobile home – APPROVED 21/2020 Local Plan – Parish Council workshop meeting with Dorset Council on Forming a Strategy for the New Dorset Local Plan - report from Cllr Phillips Cllr Phillips informed the meeting of this event. Dorset Council has requested comments on its strategic approach to housing. It was agreed that all councillors will read the papers received from Dorset Council regarding this strategy and send views to Cllr Phillips who will collate and respond on behalf of the parish council. ACTION (Feb 21/2020) – All Cllrs to respond to Cllr Phillips 22/2020 Community Car scheme working group The AGM for this group will be held on 1 June 2020, 7pm at Piddletrenthide Memorial Hall. All are welcome. 23/2020 DAPTC meeting update Cllr Lock to confirm attendance at upcoming meetings. The Clerk confirmed a few training courses booked for the Clerk and Cllr Tesniere. 24/2020 Website update No update this month. 25/2020 Defibrillator Working Group update The delivery for the magnets/key fobs is yet to arrive. The delay is due to a communication breakdown within Community Heartbeat. 26/2020 Financial Matters a) Bills for Payment - February Village Hall hire costs £ 25.00 Clerks expenses £ 33.00 Reimbursement to Cllr Sherwood (Comm.Land Trust) £132.50 3 | P a g e It was proposed by Cllr Phillips and seconded by Cllr Latimer that these payments should be made. All agreed. b) Income New registration fee - Community Cars £ 5.00 c) Contributions to Churchyard maintenance All Cllrs have received the finance information from all churches and following a discussion it was proposed by Cllr Phillips and seconded by Cllr Abbott, that the following annual contributions are made: Piddletrenthide - £200, Piddlehinton - £200, Plush - £100, Alton Pancras - £100. All agreed. It was also agreed that if any major expense is incurred by any of the churches and there is a shortfall then individual requests from the church for additional contributions would be considered. 27/2020 Community Land Trust funding agreement Cllr Sherwood gave an update on the Community Land Trust and confirmed that a meeting is being arranged to appoint people to specific roles. A Dorset Council officer will be attending to advise on funding. A legal identity is required to set this scheme up initially and Cllr Sherwood requested that the parish council provide the set up costs which will all be reimbursed. It was proposed by Cllr Sherwood and seconded by Cllr Phillips that the requested permissions are granted and the group continue with the process and the parish council will support the costs for the initial set-up. All agreed. 28/2020 Highway Matters a) Rectory Road/Puddletown strategy – HGV’s Road Safety Plan Cllr Phillips asked if a working group should be set up to work on a road safety plan considering the upset there is amongst parishioners regarding traffic safety in the Valley. This was agreed as a positive step and Cllrs Phillips, Lock, Fear, Latimer and Habgood agreed to be part of the group along with the co-ordinator of the community speed watch, Mr Chris Ebdon. b) Transport letter This is deferred to the March meeting and Cllr Lock and Cllr Phillips will bring revised letter for sign off. ACTION (Feb 28/2020 b) Cllr Lock /Cllr Phillips to prepare revision 2 of the letter for approval 4 | P a g e c) Flood meeting update Cllr Cox confirmed that this was very informative but there was nothing that wasn’t already known other than a new plough that may not be of benefit to the Piddle Valley. d) SID Cllr Phillips confirmed that the new Speed Indicator Device has now been received and is awaiting installation. Volunteers for the Piddletrenthide area are needed to manage this effectively. Anyone interested in becoming involved should contact the Parish Council or the Community Speed Watch group. e) Alton Pancras flooding Cllr Fear confirmed that the flooding problems in Alton Pancras are being managed by Dorset Council and some clearing has already taken place. f) Other highway matters reported Request for new rubbish bin at White Lackington bus shelter as existing one is damaged Rights of Way sign at bottom of Lackington Drove needs replacing Rights of Way sign post at Piddle Inn has been knocked over ACTION (Feb 28/2020 f) Clerk to report to Dorset Council 29/2020 News & Views items Nothing for February. 30/2020 Playing Field & Playground Cllr Howard reported the following; Fence posts will need to be replaced in the next financial year Non-slip matting for the slide steps is required – Working group to obtain quotes Woodland area looks like children may have been playing in there, a need to clear barb wire fence.
