Barnes and Matthew Rosenberg Published Nov. 22, 2019 Updated Nov. 26, 2019 WASHINGTON — Republicans have sought for weeks amid the impeachment inquiry to shift attention to President Trump’s demands that Ukraine investigate any 2016 election meddling, defending it as a legitimate concern while Democrats accuse Mr. Trump of pursuing fringe theories for his benefit. The Republican defense of Mr. Trump became central to the impeachment proceedings when Fiona Hill, a respected Russia scholar and former senior White House official, added a harsh critique during testimony on Thursday. She told some of Mr. Trump’s fiercest defenders in Congress that they were repeating “a fictional narrative.” She said that it likely came from a disinformation campaign by Russian security services, which also propagated it. In a briefing that closely aligned with Dr. Hill’s testimony, American intelligence officials informed senators and their aides in recent weeks that Russia had engaged in a yearslong campaign to essentially frame Ukraine as responsible for Moscow’s own hacking of the 2016 election, according to three American officials. The briefing came as Republicans stepped up their defenses of Mr. Trump in the Ukraine affair. The revelations demonstrate Russia’s persistence in trying to sow discord among its adversaries — and show that the Kremlin apparently succeeded, as unfounded claims about Ukrainian interference seeped into Republican talking points. -

Enclosure: Certain Documents Produced by Lev Parnas to the House Permanent Select Committee on Intelligence The House Permanent Select Committee on Intelligence (“Committee”) requested on September 30, 2019, that Lev Parnas, an associate of Rudy Giuliani, President Trump’s personal attorney, voluntarily produce records as part of the House of Representatives’ impeachment inquiry. On October 3, Mr. Parnas’ then-attorney, John Dowd, communicated to the Committee that Mr. Parnas would not comply with the request. On October 9, Mr. Parnas was detained pursuant to an arrest warrant from the Southern District of New York. The next day, on October 10, the Committee issued a duly-authorized subpoena to compel Mr. Parnas to produce records pertinent to the impeachment inquiry. On October 30, after securing new counsel, Mr. Parnas informed the Committee that he intended to comply with the subpoena. Mr. Parnas recently received court authorization to share with the Committee materials that were seized from him by the U.S. Attorney’s Office for the Southern District of New York. He also produced to the Committee other material in his possession and continues to provide material responsive to the subpoena on a rolling basis. A preliminary review of Mr. Parnas’ production, a voluminous record of data extracted primarily from one of his personal cell phones, further corroborates the findings and evidence related to the President’s scheme, which was laid out in the Trump-Ukraine Impeachment Inquiry Report, released by the Committee on December 3. Briefing July 2017 Ukraine's on-going reform process Progress and challenges since Euromaidan SUMMARY On 12-13 July 2017, European Council President, Donald Tusk, Commission President, Jean-Claude Juncker, and Ukrainian President, Petro Poroshenko, will meet in Kyiv for the 19th EU-Ukraine summit. Ukraine's reform process is to feature prominently on the agenda. The ratification of the EU-Ukraine Association Agreement by the Dutch Parliament in May 2017, and the commencement of visa-free travel for Ukrainians in June illustrate the active and visible role the EU has taken in shaping Ukraine's future. Since the 2014 Euromaidan revolution, Ukraine's reform efforts have made unprecedented progress under difficult circumstances. The country has improved transparency, implemented anti-corruption measures and reduced its dependence on Russian gas. The EU, international institutions, individual countries and Ukrainian civil society actors have all participated in propagating, funding and monitoring these changes. External leverage and incentives have proved vital in ensuring that the government moves ahead with reforms, but internal challenges still pose a threat to future progress, including the actual implementation of the laws passed. Strong oligarchic influence and a lack of political unity continue to hamper key changes. Significant issues to watch in Ukraine's ongoing reforms include the election of an all-new Supreme Court as well as the creation of a special Anti-Corruption Court. European integration signals a fundamental overhaul of all aspects of Ukrainian political, legal, economic and civic life. European integration would be irreversible, signaling Ukraine's move from the geopolitical crossroads. The triumph of the Euromaidan protests has geo-strategic ramifications for European and Trans-Atlantic relations and relations between the United States, EU and Russia. At the same time, it was always mistaken to over-focus on the Euromaidan as a geopolitical tug-of- war between the West and Russia. The drivers for Ukraine's revolution were domestic rather than foreign, and anti-Russian feelings played only a minor role. Meanwhile, the initial protest against president Viktor Yanukovych turning his back on European integration was quickly overshadowed by other important factors.
