Trevor Joseph is a supervising engineering geologist with the California Department of Water Resources (DWR) and is a program lead for DWR’s Sustainable Groundwater Management Program. Trevor has 20 years of combined consulting and State experience in water resources specializing in planning, design, construction, and oversight of various groundwater related projects and programs. At DWR he has also managed Integrated Regional Water Management grant programs, evaluated stream depletion impacts, and advanced groundwater substitution transfer and conjunctive use programs.

10:00 Gordon Burns Undersecretary for Environmental Protection, California Environmental Protection Agency

Gordon Burns was appointed Undersecretary for the California Environmental Protection Agency by Governor Edmund G. Brown Jr. in December 2011. Gordon has been a lead for the Administration on water issues, including the Sustainable Groundwater Management Act, the groundwater adjudication reforms, regulation of marijuana cultivators, water conservation reforms, the drought emergency, and the California Water Action Plan.

Paul leads the 2018 California Water Plan Update process. His career emphasis is strategic, multi-disciplinary planning to guide State water policy and investment. Paul also led development of the 2013 Water Plan Update. Prior to joining the Water Plan Team, he was responsible for habitat restoration planning and wetland water management operations in the Suisun Marsh.

Elected in November of 2016 to represent California’s 3rd Senate District, Senator Bill Dodd is a fifth generation Californian and lifelong resident of the district, where he grew up on a small family farm in Napa County. Prior to his time in elected office, Bill was a successful small business owner and manager for over 25 years. He owned and operated one of the largest full-service Culligan Water operations in California, and served as president of the water quality industry’s state and national trade associations.

Assemblywoman Blanca E. Rubio was elected in November 2016 to represent California’s 48th Assembly District. Blanca has worked tirelessly to give her constituents a voice in the Capitol, placing advocacy for children, women, families, students, and immigrants at the forefront of her work. Before coming to the Assembly, Blanca spent 16 years as a teacher and 20 years in elected office, serving on the Valley County Water Board, and Baldwin Park Unified School District.

Assemblymember Bill Quirk, Chair of the Assembly Environmental Safety and Toxic Materials Committee, was elected in November 2012 to represent the 20th Assembly District. Assemblymember Quirk is the author of AB 2072 to require the State Board to establish and maintain a dedicated program to research contaminants of emerging concern in order to understand the contaminants entering drinking water supplies. Assemblymember Quirk has served as a leader for more than 30 years in local organizations including the Bay Area Water Supply and Conservation Agency.

Taryn Ravazzini Deputy Director of Special Initiatives, Department of Water Resources

Taryn Ravazzini was appointed deputy director of special initiatives in December 2015. This position is responsible for complex projects related to implementation of the

-3 - California Water Action Plan, with emphasis on the Sacramento-San Joaquin Delta. She serves as a policy advisor and subject matter expert to the director and chief deputy director on a broad range of issues impacting statewide water management. Taryn is the executive lead for the Department's implementation of the landmark 2014 Sustainable Groundwater Management Act. She also serves as an executive advisor to the California Water Commission, having previously held the position of acting executive officer for the Commission in 2016-2017. Additionally, she recently accepted the appointment to serve as the co-chair for the California Water Quality Monitoring Council on behalf of the California Natural Resources Agency.

Assemblymember Richard Bloom was first elected to the 50th District of the California State Assembly in 2012. Shortly after his election, Assemblymember Bloom was appointed to the Chair of the Assembly Budget Subcommittee on Resources and Transportation where he quickly established himself as a leader on one of the biggest issues facing this generation - climate change.

1:30 PANEL PRESENTATION – CALL TO ACTION TO INCREASE RECHARGE IN CALIFORNIA

SGMA requires that new Groundwater Sustainability Agencies develop Groundwater Sustainability Plans and achieve groundwater sustainability in 20 years. One of the key management options to achieve sustainability is to increase groundwater recharge. There have been a number of forums and initiatives to address increasing groundwater recharge over the past year including those by California Department of Food and Agriculture, DWR, SWRB and ACWA. GRA issued a Call to Action to Increase Recharge in California last year as part of a one-day workshop on October 2, 2017. This panel will discuss the various challenges and potential opportunities for increasing groundwater recharge in California.

Dr. Joaquin Arambula was elected in April 2016 in a special election to represent California’s 31st Assembly District. In the Assembly, he will focus on efforts to increase access to healthcare for low-income Californians, fight for increased water

-4 - supplies for the Central Valley, and improve air quality. Dr. Arambula is the author of AB 2649 related to groundwater recharge.

Senator Robert Hertzberg is the first former Assembly Speaker in 86 years to be elected to the , and one of only six lawmakers in California history to serve as Assembly Speaker and subsequently win a seat in the Senate. Senator Hertzberg serves as the Chair of the Senate Natural Resources and Water Committee.

3:30 Gerald Meral Director, California Water Program, Natural Heritage Institute

Dr. Gerald (Jerry) Meral is the director of the California Water Program at the Natural Heritage Institute. He works on funding for California water, Delta infrastructure, and a variety of other California water programs. He formerly served as Deputy Director of the California Department of Water Resources, Deputy Secretary of the California Natural Resources Agency, Executive Director of the Planning and Conservation Director, and Staff Scientist at the Environmental Defense Fund. He serves as the campaign director of the Water Supply and Water Quality Initiative Bond Act of November 2018 campaign.

3:45 Joaquin Esquivel (Invited) Board Member, State Water Resources Control Board

E. Joaquin Esquivel was appointed to the State Water Resources Control Board (Board) by Governor Edmund G. Brown Jr. in March of 2017. Prior to his current appointment to the Board he served as Assistant Secretary for Federal Water Policy at the California Natural Resources Agency, representing the interests of the Natural Resources Agency and its departments and facilitated, communication, outreach, coordination, and the development of policy priorities between the Agency, the Governor's Office, the California Congressional delegation, and federal stakeholder agencies in the nation's capital.

4:00 Senator Bill Monning Member, Senate Natural Resources Committee

Senator William W. Monning was elected in November of 2012 and reelected in 2016 to represent the 17th Senate District. Last year, he introduced SB 623, to provide short- and long-term drinking water solutions to Californians who lack access to safe and affordable drinking water. Senator Monning serves as a member on the Senate Natural Resources and Water Committee.
