This Area Committee calls for inspections of all homeless accommodation in the North Central Area used by Dublin City Council to be conducted by the Health Information and Quality Authority (HIQA), starting with an inspection of the family hub accommodation in the North Central Area.

This Area Committee notes that the playground audit conducted by Dublin City Council in 2017 identified , Harmonstown and Raheny as the three areas in Dublin North Central most in need of play facilities for children and young people, supports the calls of local groups in Harmonstown for a new playground for their area, calls for the inclusion of sufficient funds for the new playground in Harmonstown in the capital programme 2019-2020 and calls on the Dublin City Council to immediately commence the community consultation for the new project.

That this Area Committee supports the campaign of industrial action by nurses and midwives for pay justice and pay equality.

Recognising the increase in on street parking in the residential areas of adjacent to Beaumount Hospital, in particular Kilbarron Road., Kilbarron Avenue, Kilbarron Park, Kilbarron Drive, Cromcastle Green, Ballyshannon Road and Castletimon Green, the North Central Area Committee requests that an audit of non-residential parking (i.e. parking by those not living in the community) be carried out with regard to a) interference with safe exit and egress to local residents' driveways, b) interference with road sweeping, c) interference with emergency vehicle access to local residents and to the hospital and that consideration be given to measures that might reduce the incidence of parking in the area. f Motion in the name of Councillor Alison Gilliland

Recognising the ongoing dumping of rubbish on the green area backing onto Tara Lawns and opposite Belcamp Gardens, (see attached photo), and the distinct need for social housing the North Central Area Committee asks the Manager to consult with the local residents to ascertain their views on proposing the area for social housing.

The North Area Central Committee commends the working done by the Community, Public Realm and Parks Officials in the local area office to enhance the estate and Darndale Park. In particular the North Area Central Committee commends the drainage work on the football pitches, the improvements to the Clubhouse, the success of the CE scheme to afford continuous maintenance of the Park and looks forward to the planned pond upgrade and works to reduce flooding on the paths. Recognising these successes and the need for continuous supports and enhancements for the area, the North Central Area Committee supports the suggestion that a CE scheme be established to support the work of North Central Area workers within the Darndale estate with regard to street and footpath cleaning, litter management, community liaison and any other supports as deemed appropriate by the local Area Manager. h Motion in the name of Councillor Alison Gilliland

The North Area Central Committee recognises the safety and anti-social

behaviour issues raised by local residents with regard to the methadone clinic in Darndale and requests that the Manager invite a senior representative of the clinic to present to the Local Area Committee with regard to the effectiveness of the medical approach used, the safety issues pertaining to the location of the clinic and the potential for the use of suboxone as an alternative to methadone treatment for opioid addicts.

That this Area Committee respectfully asks DCC Parks to re-open the northern gate on the cycle-way running through Fairview Park so that cyclists like me can use the gate as an entrance/exit point at peak times. j Motion in the name of Councillor Deirdre Heney

That appropriate handrails be installed on either side of the steps in the Rose Garden in St. Anne’s Park to assist park users, particularly senior citizens, to easily get access from one level to another.

South Fingal Transport Study makes a number of key transport recommendations

Fingal County Council has published the South Fingal Transport Study (SFTS), a strategic land-use and transport study involving the development of a multi- modal transport strategy for the South Fingal area which includes areas such as Swords, Dublin Airport, Clonshaugh, and .

Among the key recommendations to be delivered within the study timeframe up to 2027 are the upgrade of the R132 Airport Roundabout, the provision of a Western Airport Access Route, the prioritisation of the Swords Core Bus Corridor and the construction of a high quality sustainable transport network to serve the expanding town of Swords.

In September 2017, Fingal County Council (FCC) commissioned Systra transport planning consultants to undertake the South Fingal Transport Study (SFTS).

Working with Systra, the Study included the identification of capacity constraints in the transport network across public transport, walking, cycling, and roads; an assessment of surface access issues within the study area including in and around Dublin Airport; and the development of a framework to inform future development including the numerous Local Area Plans and Masterplans proposed for the area.

The SFTS was presented to the Planning and Strategic Infrastructure and Transport Strategic Policy Committees today (Monday).

The study examined the transport network in South Fingal and makes recommendations of key transport infrastructure and outlines levels of land use development that will enable its sustainable growth leading up to the delivery of MetroLink and beyond.

It is an objective of the Fingal Development Plan 2017 -2023 that a comprehensive feasibility study of the South Fingal be carried out to produce a strategic vision and overall strategy for the proper planning and sustainable development of the area.

Fingal County Council’s Director of Services for Planning & Strategic Infrastructure AnnMarie Farrelly said: “We are particularly pleased to publish this Study on the basis of having worked collaboratively with colleagues in the National Transport Authority, Transport Infrastructure Ireland and Dublin City Council to ensure a coordinated approach with respect to transport planning and land-use development and priorities.

“The challenge now for Fingal County Council will be to consider the recommendations in more detail, secure funding where required and bring the proposed schemes through the planning process in a timely manner, with the overall objective of ensuring the sustainable development of Fingal for future generations.”

Dublin City Council Culture, Recreation & Economic Services has commissioned Howley Hayes Architects to develop a design for a contemporary Tearoom with careful consideration of placement, scale, materials and proportions and its relationship within Fairview Park, the proposed Dublin Bay Greenway and the wider Fairview/Marino areas. In addition, the development of a new carparking area and design for the lodge building currently used as offices by parks staff.

The project proposes the construction of a new Tearoom, conversion and extension of existing lodge building to a multi-use community space, new carparking area incorporated with a landscaped attenuation pond and new ancillary landscape works that link in the proposed Dublin Bay Greenway at Fairview Park. The proposed works include the following; a new Tearoom including dining area, servery, kiosk, outdoor dining, external terrace, kitchen/store, WCs, staff facilities, plant/storage areas, accessible toilet and baby changing facilities, external lighting and alterations to existing landscape, footpath and existing with entrance to Fairview Park; conversion and extension of existing lodge building to a multi use community space including WCs and a tea station.

Situated in the heart of Fairview between the DART line and the Tolka river, Fairview Park is a well known Dublin park. Approximately 20 hectares in size, the park is noted for its tree-lined walks, seasonal bedding displays, playing fields, extensive playground and bandstand. Originally a tidal mud flat which was used for land fill in the early 1900's, the park was developed in the late 1920's after Dublin City Council proposed, a largely unrealised, masterplan for the park. In the Dublin City Council Development Plan 2011-2017 the site is zoned Z9 with the objective: To preserve, provide and improve recreational amenity and open space and green networks. A number of uses are open to consideration in public parks including recreational buildings, kiosks or tearooms.

As part of the ongoing development of the park, a new tearoom is proposed at the edge of the park on the site of the soon to be redundant parks depot buildings. The proposed location for the tearooms is in a key pivotal position on the northern edge of park facing Annesley Bridge Road, in close proximity to Fairview Park playground and along the edge of the proposed Dublin Bay Greenway. The proposed location is adjacent where the original entrance to the park was planned in the unrealised 1920s masterplan by Dublin City Council. The project also links in with the proposed Dublin Bay Greenway (formerly S2S). The route of the cycle way will travel along the Northwest boundary of the park. The project will provide a valuable amenity for the park. The park currently has a deficiency of facilities for the public for refreshment, restrooms and community amenity. These shortfalls reduce ‘dwell time’ and enjoyment of the park in all seasons. The proposed tearoom and community space will provide a new recreational hub located close to a main entrance and thoroughfare in the park. It will make the park more amenable to visitors becoming an anchor and destination in its own right. It will promote the Fairview /Marino area by providing a visitor attraction to Fairview Park that is currently deficient in this type of facility.

Project Description

The proposed Tennis & Bowling Pavilion in St. Anne's Park is intended to replace an existing dilapidated tennis pavilion on the same location. The new contemporary sports pavilion is designed to sit careful in its historic context with its simple and singular form intended to reflect the historic folly buildings of St. Anne's Park. The design and layout of the building has been developed through close consultation with DCC and the club stakeholders.

The new building will have a continuous colonnade around the edges and overhanging roof to allow for covered viewing terraces and outdoor circulation routes. To the south of the pavilion (within the playing fields enclosure) will be a new hard/ soft landscaped area for use by the clubs.

Internally, the proposed pavilion comprises of a generous clubroom located to allow views to tennis courts and the proposed bowling green and to facilitate indoor bowls and other games to be played during inclement weather. Changing facilities and showers are located off a central atrium in the middle of the plan to allow additional natural light and cross ventilation to the surrounding spaces.

The proposed building uses first principles to minimise energy use through it's shape and orientation and will be designed to NZEB sustainability standards.

It is envisaged that the new pavilion and associated site works will make a significant positive contribution to both the amenity of the clubs and wider park.

Update on proposed Dublin Bay UNESCO Biosphere Discovery Centre

Dublin City Council Culture, Recreation and Economic Services commissioned a feasibility study for a UNESCO Biosphere Discovery Centre in 2014. The findings of this study formed part of the recent tender procurement process for the appointment of a full design team to develop design and management proposals through all stages of development. A full design team led by Howley Hayes Architects were successful in the tender and have been commissioned to develop a design for the new Discovery Centre on the Bull Island.

The design team including interpretive consultants are currently working on the early stageof the appointment which involves further analysis, appraisal, consultations, review, survey and investigations of the site and to propose an integrated design with supporting explanatory illustrations, information and clear recommendations, sufficient for facilitating further consultation with interested stakeholders.

Separately DCC will appoint a planning team to work closely with the design team in the development of an Environmental Impact Assessment Report for the proposal. This process will also include extensive pre-planning consultation to include discussions on any design and planning issues.

During the consultation process of the feasibility stage, the response from the public, residents and amongst a wide range of stakeholders, was very supportive of the project. Concerns were raised with regard to the scale and bulk of the building depicted in the concept design. The new design takes these concerns on board through design concepts of – balance, landmark, low-impact and local distinctiveness, it will respond directly to the delicate changing and predominantly horizontal landscape that sits between sky and sea. Located at the point where the island meets the causeway, the building represents both a ‘gateway’ and a ‘beacon of discovery’ about the island and the biosphere.

The concepts of a ‘360 degree’ interpretive strategy and ‘Learning by Seeing’ in the feasibility study are being brought forward in the current proposal. An integral part of the design is providing a panoramic 360 degree view of the biosphere encompassing the island, surrounding wetlands and Dublin Bay from Howth to Island. Less an ‘object’ in the landscape but more a ‘lens’ through which it is ‘discovered.’

Over time the building will become an integral part of the island, purposely designed to have a low impact both visually and environmentally. It will serve visitors to the island with a sense of welcome, discovery and excitement, combined with the comfort of a public living room.

A key objective in the planning from the outset has been to engage the local community and stakeholders in the process to ensure the proposal meets expectations within the community. It is proposed therefore to continue this consultation with a series of meetings in the next few weeks with community representatives and stakeholders who have expressed an interest to date. These

Page 37 meetings/workshops will focus particularly on the interpretive themes that cover Bull Island, Dublin Bay, the Biosphere and also climate change issues.

With reference to the proposed disposal of site at Millwood Court, Tonlegee Road, Dublin 5 to Fold Housing Association (the Purchaser). ______

Housing and Community Services has requested the disposal of Millwood Court, Tonlegee Road, Dublin 5 to Fold Housing Association, an approved housing body and registered charity, who propose to develop the site to provide units of residential accommodation. Fold Housing Association is funding the development with private finance under the Social Housing Leasing Initiative. The property comprises an area of 3541 sq. m and is shown delineated in red on Map Index No. SM-2019-0084.

The Chief Valuer has reported that agreement has now been reached with Fold Housing Association to dispose of the City Council’s fee simple interest in this property, subject to the following terms and conditions:

1. The subject property comprises a site at Millwood Court, Dublin 5, a 41 unit social housing complex, shown outlined in red on the attached indicative map SM-2019- 0084.

2. The Council shall dispose of the fee simple title in the subject property under the terms of the Low Cost Sites Scheme, to the proposed purchaser.

3. The purchaser shall lodge a planning application for the demolition and development of the property for the purposes of social housing at the subject site.

4. The subject property will be disposed of with vacant possession.

5. The disposal price shall be the sum of €127 (one hundred and twenty seven euro) plus VAT (if applicable) per residential unit permitted by planning permission.

6. The Development shall comply with the planning permission granted and all other necessary statutory approvals/regulations.

7. The title shall be transferred to the purchaser subject to a Building Covenant.

8. The Council shall enter into a Payment and Availability Agreement, a Capital Advance Agreement and a Continuation Agreement with the proposed purchaser.

9. The development must be fully completed and made fit for occupation within 36 (thirty six) months of the transfer of title. There will be an option to extend the time- frame, any extension of time to be agreed with the Executive Manager, Housing and Community Service.

Page 39 10. In the event the purchaser intends to develop over the road at Millwood Court, Dublin City Council will initiate the extinguishment of the Public Right of Way over the subject road.

11. The purchaser shall satisfy the Council that it has adequate public liability and employers insurance and shall indemnify the City Council against any claims for compensation that may be made arising from its usage of the site. The current levels of insurance are €6.5m public liability insurance and €13m employer’s liability insurance.

12. The purchaser shall insure the buildings during construction against fire and all other insurable risks with an approved insurance company and pay all necessary premiums. The insurance shall be in the joint names of the parties and will be for such an amount as will provide cover for full reinstatement values of so much of the buildings as is erect at any time together with a sum for professional fees and removal of debris charges.

13. All roads and footpaths works shall be completed to the written satisfaction of Dublin City Council.

14. There is an inhibition on the title that the subject property can only be used for social housing purposes.

15. The Council shall have 100% nomination rights to all of the units constructed on site.

16. Should the subject property cease to be used for social housing purposes at any stage, then the units will revert free of charge to Dublin City Council, save in the case of a financial institution which has entered into a mortgage with the purchaser for the purpose of financing development of the site.

17. Should the purchaser not proceed with the development or complete the development within the agreed timeline that the benefit/ownership of the planning permission, design of the scheme and certification shall transfer, free of charge, to the Council.

18. Fold Housing Associations will be obtaining a loan from the Housing Finance Agency (HFA) to finance the development of the site. As the transfer to Fold is subject to a building covenant, step-in arrangements will need to be provided to the HFA should Fold not be in a position to comply with the building covenant. Accordingly, that in the event of the purchaser’s bankruptcy or insolvency, Dublin City Council reserves the right to take possession of the site and all of the housing units (partially completed or otherwise) at no cost to the Council, save in the case of a financial institution which has entered into a mortgage with the purchaser for the purpose of financing development of the site.

19. The purchaser shall not sell, assign, sublet or part with possession of the property or part thereof without obtaining the written consent of the City Council, with the exception of tenancy and licence agreements with tenants or licensees for supported housing.

20. The purchaser and its tenants shall have right of access and egress over the roads and footpaths within the site at Millwood Court.

21. Each party shall be responsible for the own legal fees.

22. The purchaser shall be liable for the payment of VAT or Stamp Duty should any such payments arise from this disposal.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

With reference to the proposed disposal of site at Millwood Court, Tonlegee Road, Dublin 5 to Fold Housing Association. ______

We are proposing that Fold Housing Association be given the task of regenerating this complex (demolition and rebuild). Initially, they would have the task of consulting and supporting the existing residents, including their de-tenanting to alternative accommodation while the regeneration work takes place. Ultimately, ownership of the site and the future management of the complex would transfer to Fold.

Fold are currently developing a new residential complex at Tonlegee Road (Wellview) and if a Regeneration Project was agreed for Millwood Court then there is an opportunity to initiate the de-tenanting process. Fold could reserve 12 units at Wellview for this purpose. The only way of approving such allocations would be as a result of agreement to classify Millwood Court as a Regeneration/Redevelopment Project. The tenants with the longest length of tenancy will be considered for choosing the first 12 tenants to be nominated to Wellview.

At this stage there are no design etc. plans available, as this particular work has not started. It would be a few months before such detail is ready. Ultimately the Planning Application will be a normal Planning Application from Fold. It would not be an application for direct referral to an Bord Pleanála.

Obviously, with these types of regeneration projects, we will be seeking greater density and greater height from the new construction. Currently there are 41 units (predominantly bedsits) in Millwood and while we will get more than that, we believe at this stage, that it will not be significantly more. It is intended that the complex would remain designated for senior citizens.

We could redevelop the complex ourselves but with the major housing programme and other regeneration projects on our books, it means that Millwood and other similar complexes in need of regeneration would have to join a long queue.

Fold have a strong track record already in Dublin, particularly in relation to Senior Citizen Housing, but because they have a small number of projects, they can start the initial planning on Millwood very quickly.

I accept it is essential that there is sensitive and intensive consultation with all the existing residents in Millwood and I am confident that Fold (working closely with DCC staff) would do this effectively.

Page 43 Accordingly, we are seeking to get approval from the North Central Area Committee for the following:

1. Designation of Millwood Court as a Regeneration Project 2. Acceptance of a demolition and new build process 3. Ultimate transfer of ownership and management of the new development to Fold 4. Engagement of Fold to work with city council staff on a comprehensive consultation process with the existing residents in preparing and planning this regeneration project. 5. Fold to initiate an agreed de-tenanting programme of residents in conjunction with city council staff.

I am happy to discuss this issue further with local councillors and will not proceed any further without clear approval from the North Central Area Committee and we will ensure that there is ongoing consultation with local councillors on this issue.

Public Domain Teams from North West Area and North Central Area have met with Waste Management with regard to the Proposed Junk Collection.

According to Waste Management If the Junk Collection is to be re-introduced it must be carried out by direct labour, as this was a core duty for Waste Management Staff prior to it being abolished. Therefore, this work would have to be carried out on an overtime basis over weekend periods. This will affect the value for money element to the proposal.

Waste Management have given approximate cost and no. of Households they will be able to cover within the allocated funding above.

Working over 44 weekends for 2019 it is possible that the allocation of funding as above will cover maximum 17,000 households between the two areas.

This figure indicates that over 80% of households will not be serviced in 2019 by the proposed collection.

Public Domain Teams discussed alternatives for both the long term and projects that could be carried out within 2019.

Option 1.

Locally arranged collections in conjunction with well-established residents’ groups. This would entail arranging skips/grab truck within estates and allowing residents to dispose of household junk in this manner. In order for this to operate smoothly we would need residents’ groups heavily involved.

Cost per collection: (Dependent of size of estate) €600 to €2000

Option 2.

Amnesty Day within our Depots for the collection of Household Junk. This would be arranged with Waste Management and Public Domain Teams.

Option 3.

Large scale clean ups of roads/areas as per the large scale multi departmental clean ups that took place in 2018 i.e. R139, River Road and Ratoath Road.

The above options are the most practicable for 2019 and can all be applied throughout the year.

We discussed numerous other options: reduction in the cost of the current offer of the bulky waste collection from €40 to €20 or an increase in the number of items from 5 to 10, however this would have to be a citywide initiative and given that South Central Area have confirmed that they are not planning to use this money for waste management initiatives this would not be a viable option.

THE LORD MAYOR’S 5 ALIVE CHALLENGE 2019 The Lord Mayor’s 5 Alive challenge is back for 2019! The initiative is a partnership programme between Dublin City Sport & Wellbeing Partnership and the Lord Mayor’s Office. The Challenge is now in its 7th year and has encouraged hundreds of people to take up regular exercise over the past 6 years.

Last year the initiative went back to its roots and targeted people who were interested in taking up jogging or novice joggers who needed some encouragement to sustain progress. The focus on encouraging new and novice joggers to sign up to the challenge continues in 2019. In 2018 the challenge also introduced Mentors to accompany slower joggers and walkers and encourage them along each route. The mentoring aspect of the challenge also continues with 30 mentors appointed to support participants in the 2019 challenge. Each mentor has completed the 5 Alive challenge in previous years.

The Challenge is to complete 5 Dublin road races between January and April 2019. Details of the races are outlined below. In the event that a participant is unable to complete the 5 races they will have the opportunity to substitute a race for one of the city’s Parkruns. Dublin hosts free 5k Parkrun in 5 locations across the city every Saturday morning. Details on times and locations can be found at www.parkrun.ie.

Over 400 participants have registered to take part in this year’s challenge which commenced in the Phoenix Park with the New Year’s Day Road Race on Tuesday 1st January 2019. The second race, the AXA Raheny 5 Mile race, took place on Sunday 27th January in St Anne’s Park. Participants included the Lord Mayor Nial Ring who on completion of the race cheered on fellow contenders! The third race, the Garda Cross Country 2 and 4-mile country race took place on Saturday 2nd February in the Phoenix Park.

Page 59 CHANGE FOR LIFE 2019

Change for Life is an 8 week programme that aims to improve the health of local communities through a partnership approach designed to support people to become more physically active on a regular basis and adopt a healthier diet. The programme runs in tandem with the RTE Operation Transformation TV show.

The programme was first developed in 2013 when a partnership was developed between Dublin City Sport & Wellbeing Partnership, Fatima Groups United, Health Promotion & Improvement, HSE Dublin Mid-Leinster and Dolphin Health Project. This partnership identified a need to tackle the issues of obesity and low physical activity levels in a new and innovative way

While weight loss was considered an important aspect of the programme it was also felt that there were many other health indicators that could be improved through participation in the programme such as aerobic fitness, body fat percentage and blood pressure. Improving the psychological well- being of participants was also considered an important outcome of the programme. Following planning and consultation meetings between the partners it was decided to run a diverse health & fitness programme aimed at having a positive impact on the overall health and wellbeing of the participants.

The 2019 Change for Life programme commences in early January and is being rolled out in fourteen communities over an 8 week period. The programme provides fitness assessments, a 5K timed walk (repeated at week 8) and nutritional/dietary advice. Independent nutritionists gave a series of talks on healthy eating habits and dietary information such as portion size and calorie counting. Weekly weigh-ins to assess progress will also be provided.

 The following 8-week Change for Life programmes will be delivered in the North Central Area from January onwards;

OPERATION TRANSFORMATION NATIONAL WALK DAY 2019

As part of the Operation Transformation National Walk Day Dublin City Sport & Wellbeing Partnership hosted an open walk at 11am on Saturday, 12th January 2019 in the War Memorial Gardens, Dublin 8. The distance of the walk was between 3 and 5 kilometers in order to target people who are currently engaging in below the recommended levels of physical activity.

The walk marked the commencement of the 2019 Get Dublin Walking Programme which is a core programme delivered by DCSWP from January to March in partnership with the HSE and the DCC Community Section. Local walking programmes will commence in the 1st quarter of 2019.

 The following Get Dublin Walking beginners programmes will be rolled out in the North Central area in the new year in partnership with local Youth Services, agencies and schools;

YOUTH FIT (CORE) Youth at Risk (10-21 Years) Youth Fit programmes are multi-sport and fitness initiatives aimed at young people aged 10 -21 years and over. The purpose of the programme is to provide preventative outlets for young people in the North Central Area.

Boxing Development Officer Update

 The Startbox Initiative, a partnership between the IABA and Dublin City Sport & Wellbeing Partnership, represents an ideal way for young people (10 – 17 years) to first engage with amateur boxing, Ireland’s most successful Olympic sport. It is delivered by our 5 dedicated IABA/DCSWP Development Officers via local schools (primary & TY level) in communities across the Dublin City area. Approximately 2,000 young people take part each year.

The Programme is structured into Bronze (non-contact), Silver and Gold phases. The first phase focuses on general strength & fitness, method and technique. The Silver Programme consists of higher intensity sessions & limited contact and the Gold phase takes it on to another level again. The DCSWP/Leinster Rugby Development Officer is currently engaging with schools across the South East Area.

Startbox programmes will continue in the following school in the North Central area in January 2019. Details are outlined below;

Cricket Development Officer Update

Below are details of cricket programmes being delivered in the North Central Area in February 2019;

 The cricket development officer continues to work with local sports development officers in the area in relation to the delivery of cricket programs for 2019.

 School coaching visits will be delivered in February in the following school in the North Central Area;

 St Francis, Priorswood (Tuesdays 11.00am-12.30pm)  Our Lady Immaculate, Darndale (Tuesdays 1.00am-2.30pm)  Howth Road National School, Clontarf Rd) Times and Dates TBC  Northbay ET, Kilbarrack Times and Dates TBC

 The Cricket Development Officer is currently organising dates and times with schools in the area for schoolyard cricket sessions that will be starting in late January. Particular focus will

Page 64 be on schools that are entered in the Leprechaun Cup (primary school cricket competition) and the secondary school competition. (Dates and times TBC).

 Provincial cricket sessions continue during this period on Friday nights from 5.00pm-9.30pm in North County Cricket Club; participants from the North Central area are primarily from the Clontarf/Raheny area. Players are between 10-18 years of age.

 The annual Dublin City U12, U14 and U17 camps will take place in North County Cricket Club from 10.00am-16.30pm on the 21st and 22nd of February. Participants attending from the North Central area will be from the Clontarf/Raheny area.

Rugby Development Officer Update

 Tag Rugby sessions will be delivered over 6 weeks in February and March in the following schools in the North Central Area;

Blitz Days

 An all-girls Metro Secondary Schools contact rugby programme will culminate in a rugby tag blitz on Thursday 28th Feb. Location TBC

Disabilities Sessions

 A six-week rugby programme aimed at delivering programmes specifically designed for players with disabilities will take place in February and March in partnership with Clontarf C.R.C (six week programme) and Raheny All-Stars Group (4 week programme).

Coach Development Training

Coach Development training focused on the up- skilling of local schools and club coaches for mini’s and youths age grade will take place in the area over the next period.

Rowing Development Officer Update

Get Going…. Get Rowing

 The Rowing Development Officer continues to deliver the Get Going Get Rowing programme in schools in and around Dublin. Following the February mid-term break the Get Going Get Rowing programme will commence in a new set of schools across the city including schools from the area. On-the-water taster sessions will be provided to demonstrate the pathway from the rowing machine to the water and encourage student to participate in the ‘Splash and Dash’ event on May 9th in Grand Canal Dock, Dublin.

 Rowing students continue to ‘virtually’ row around the world. Team members participating in the initiative are from all corners of the globe and is currently on its way to Addis Ababa. Students are encouraged to clock up the metres to get the team all the way around the world.

With reference to a proposal to initiate the procedure for the Extinguishment of the Public Right of Way over a laneway at the rear of 150-198A Kincora Road & 71-127 Conquer Hill Road, Clontarf, Dublin 3.

Proposal A request to have the public right of way extinguished over the laneway at the rear of 150- 198A Kincora Road & 71-127 Conquer Hill Road, Clontarf, Dublin 3 was received from a majority of residents. The reason given for requesting the closure is to prevent anti-social behaviour, illegal dumping & dog fouling in the laneway and on the green open space to the left as you enter the laneway from the east. The proposed method of closure is by means of gates with coded padlocks. Residents are willing to provide access to any services that require access and have given a commitment that they will be responsible for the maintenance and upkeep of the laneway and green space when the right of way has been extinguished. The extent of the proposed extinguishment is shown on Drawing RM 37080 (copy attached).

Service Checks A service check has been initiated.

Statutory Requirement The statutory procedure involves giving public notice of the proposal in one or more newspapers circulating in the City and the affixing of that notice at each end of the right of way for a period of not less than 14 days. Any objections or representations made and not withdrawn shall be considered. The extinguishment of a public right of way is a function reserved to the elected members of the City Council.

Recommendation I recommend that procedures be initiated under Section 73 of the Roads Act 1993 to extinguish the public right of way over the area indicated on Drawing RM 37080.
