Members Absent: Kathleen Staerk, Reg. 2; Norma Hedges, Reg 7; Joyce Beard, Reg. 14; and Luana Flynn, Reg. 15. Also Present: John Flaherty, IRTPAC Board Chair; Bill Funkhouser, IRTA Vice President; Jim Bachman, Executive Director; Andrew Bodewes, Contract Lobbyist; Courtney Hayes, Government Affairs Coordinator; and Susan Goetz, Administrative Assistant. A motion was made by Steve Launius to approve the minutes of the meeting from September 12, 2019. The motion was seconded by Conrad Floeter and the minutes were approved. Three questionnaires were received significantly past the return deadline. The committee was asked if they would allow those candidates to be considered for endorsement. A motion was made by Mary Lang to allow the candidates submitting the late questionnaires be considered for endorsement. There was no second to the motion, so the candidates were not considered. The returned questionnaires of each candidate were reviewed by the IRTA Government Affairs Team and the IRTPAC Committee with input from local units. Senate Candidates Motion by Conrad Floeter, seconded by Mary Lang to endorse Laura Murphy District 28 passed. Motion by Conrad Floeter, seconded by Mary Lang to endorse Melinda Bush District 31 passed. Motion by Mary Lang, seconded by Sharon Teefey to endorse Patrick Joyce District 40 passed.

    2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap.

    End of Session Report For the first legislative session in four years, an agreement was reached on a full-year budget by the end of the regular spring session. On May 31, 2018, both the House and Senate chambers completed approval of a package of legislation for fiscal year 2019, which begins July 1, 2018. Although additional unpaid expenses remain for pension and health insurance benefits from prior years, the fiscal year 2019 budget package does reflect this year’s spending and revenue to be balanced at around $38.5 billion. A little over half of this spending and revenue is dedicated to pensions, debt payments, Medicaid, and health insurance for state workers, which are all expenses that in large part are set by federal mandates and prior state laws. Some highlights of the fiscal year 2019 budget include reduced spending throughout state agencies, nearly 40% of which are through cuts to both the Department of Corrections and the Department of Human Services. Pension costs are also estimated to be reduced by up to $445 million, 85% of which is estimated to be the result of voluntary buyouts regarding automatic 3% annual benefit increases. Some spending increases involve the compensation costs of individuals providing social services. Additionally, colleges and universities received a two percent increase in funding along with a new state scholarship program to encourage students to attend school in Illinois with universities being asked to match state funding for the program. Early childhood education and Kindergarten through 12th grade schools received the five percent increase in funding that was envisioned in the education funding formula enacted last year.
