The boundary dispute between Karnataka (then called Mysore) and Maharashtra arose over the demarcation of the boundary between the two States by the States Reorganisation Act, 1956. Located near the borders of Maharashtra and Goa, Belgaum became a part of the Bombay Presidency after Independence. In 1948, the Belgaum municipality requested that the district, having a predominant Marathi-speaking population, be incorporated into the proposed Maharashtra State. However, the State Reorganisation Act of 1956, which divided states on linguistic and administrative lines, made Belgaum a part of the Mysore State1. It is often said that Marathi, as we speak today was originated from Prakrut. The first ever stone carvings in Marathi are found in this area. This Maharashtri Prakrit was commonly spoken until 875 CE and was the official language of the Sātavāhana Empire. The first written evidence of Marathi is a document found in Karnataka which dates from 700 CE. The earliest known written form is on the copperplate of Vijayaditya found in Satara, dated 739 C Unification of Karnataka The unification of Karnataka was politically one of the most excruciating processes in the reorganisation of states along linguistic lines. Except for the old Mysore state, the rest of present day Karnataka has been carved out of four erstwhile regions – the Bombay-Karnataka, Hyderabad state of the Nizam, Madras province and Coorg Mahajan Commision: Maharashtra leader Senapati Bapat resorted on hunger strike demanding the government to form a commission which would address border dispute. -

Combined works of nature and humankind, they express a long and intimate relationship between peoples and their natural environment. Cultural landscapes testify to the creative genius, social development and the imaginative and spiritual vitality of humanity. They are part of our collective identity. (UNESCO) Culture is the agent, the natural area is the medium, the cultural landscape the result (Sauer, 1925). Cultural landscapes are as much the expression of culture as the disciplines of arts and architecture. These are reflection of the common existential ideas and represent the relationship of people with the environment. This world view is a people's more or less systematic attempt to make sense of environment. To be livable, nature and society must show order and display a harmonious relationship (Tuan, 1977). The environment has been considered detrimental in shaping of cultures by environmental determinists, whereas according to the ideas of cultural determinism, it is culture which influences the relationship of man with environment. None the less, it is an accepted premise that both, the environment and culture are very closely inter-related and have multifaceted relationship with each other, the original landscape forms the part of transcendental idea and the world view and there are landscapes removed from the original place, but represent elements in similar relationships. Cultural landscape of India Landscape in India offer the possibility of transcendental experiences, their cultural meaning going beyond views or the visual composition of forms. -

In these emerging times of knowledge society and economy, there are paradigm shifts in our understanding of and approach to education. Higher education has, more than ever, become both a singular tool of pursuance of the realities of Knowledge society and an end in itself. As a consequence, higher education has moved from Government’s interest to its key agenda. Universities set standards in higher education. Quality and excellence are the defining principles and the Universities have to pursue them relentlessly. In Karnataka, much is desired from University education. A sense of wanting in terms of quality and services are often felt. Simultaneously, a huge potential for excellence is also present. Consequentially, a sense of urgency strongly prevails with respect to the task of restructuring, rejuvenating and revitalising of the University education. In this background, Karnataka Knowledge Commission took up the task of transforming two of the oldest Universities of the state – Universities of Mysore and Karnatak, into trend-setting ones. The idea was to have a model in the context of the state towards which other state Universites can look up to, emulate and benefit from its expertise and experience. Dr. K. Kasturirangan, Chairman of Karnataka Knowledge Commission, constituted an Expert Committee with Prof. (Dr.) N. R. Madhava Menon, Prof. P. Rama Rao, Prof. Goverdhan Mehta, and Prof. M. S. PROFILE OF ANANTAPUR DISTRICT The effective functioning of any institution largely depends on the socio-economic environment in which it is functioning. It is especially true in case of institutions which are functioning for the development of rural areas. Hence, an attempt is made here to present a socio economic profile of Anantapur district, which happens to be one of the areas of operation of DRDA under study. Profile of Anantapur District Anantapur offers some vivid glimpses of the pre-historic past. It is generally held that the place got its name from 'Anantasagaram', a big tank, which means ‘Endless Ocean’. The villages of Anantasagaram and Bukkarayasamudram were constructed by Chilkkavodeya, the Minister of Bukka-I, a Vijayanagar ruler. Some authorities assert that Anantasagaram was named after Bukka's queen, while some contend that it must have been known after Anantarasa Chikkavodeya himself, as Bukka had no queen by that name. Anantapur is familiarly known as ‘Hande Anantapuram’. 'Hande' means chief of the Vijayanagar period. Anantapur and a few other places were gifted by the Vijayanagar rulers to Hanumappa Naidu of the Hande family. The place subsequently came under the Qutub Shahis, Mughals, and the Nawabs of Kadapa, although the Hande chiefs continued to rule as their subordinates. It was occupied by the Palegar of Bellary during the time of Ramappa but was eventually won back by 136 his son, Siddappa. Morari Rao Ghorpade attacked Anantapur in 1757. Though the army resisted for some time, Siddappa ultimately bought off the enemy for Rs.50, 000. Anantapur then came into the possession of Hyder Ali and Tipu Sultan. -

INTRODUCTION A great Maratha warrior by name Appaji Rao had rendered great service to Hyder Ali Khan in capturing Chitradurga fort. Hyder Ali Khan was very much pleased with Appaji Rao, who had made great sacrifices in the wars waged by him. Davanagere was handed over to Appaji Rao as a Jahagir. It was a very small village of about 500 houses in its perview. Appaji Rao had to toil for the upliftment of this area by inviting Maratha businessmen from neighbouring Maharastra. A large number of Marathas arrived at this place to carry on business in silk, brasserie and other materials. In due course, due to the incessant efforts of Appaji Rao, the Davanagere village grew into a city. Businessmen from neigbouring areas also migrated to try their fortunes in the growing city were successful beyond imagination in earning and shaping their future careers. These circumstances created an opportunity for the perennial growth of the town in modern days. The word ‘Davanager’ is derived from “Davanagere”, which means a rope in kannada language which was used for tying the horses by the villages. Around 1811 A.D., this area came to be called as ‘Davanagere’. Davanagere district occupies 12th place in Karnataka State with a population of 17,89,693 as per the general census of 2001. The following table demonstrates the block wise population of Davanagere district and the rate of literacy. The DDMP has been formed keeping in view of past experiences, suiting to the needs under the able leadership of Deputy Commissioner and in co-operation of all other departments and public at large. -
