Introduction. Today, India is one of the world’s fastest growing economies and, increasingly, an industrial and service-oriented economy.1 Reflecting this, between 2001 and 2008 India’s urban population increased from 290 million to 340 million. Yet, India remains under-urbanized relative to her income level, leading to widespread expectations of large-scale rural-to-urban migration in coming years (McKinsey Global Institute 2010). Some estimates suggest that the urban population may be close to 600 million by 2030 (High Powered Expert Committee 2011). Many countries have stumbled in the transition from lower-middle income to higher-middle income status, experiencing growth slowdowns as they failed to effect the institutional and infrastructural changes necessary to support this shift. In the case of India, it is likely that the critical changes will be in the governance of urban areas and the provision of services to the growing numbers of migrants settling in urban slums. This paper uses detailed survey data on the quality of social services available to Delhi slum-dwellers to highlight the governance constraints currently faced by low- income households in a large Indian city and to provide evidence on some of the contributing factors. Delhi is India’s second largest metropolis, with a population of around 18 million (High Powered Expert Committee 2011).

The issue under consideration is rejuvenation of River Yamuna through execution of directions of this Tribunal’s order dated 13.01.2015 (2015 SCC Online NGT 840) (“the 2015 order”) in this matter, and further orders including orders dated 08.05.2015 (2015 SCC Online NGT 841) and dated 07.12.2017 in OA 65 of 20161 and OA 76 of 20162. We may mention that 1 Manoj Misra v. Delhi Development Authority & Ors. 2 Pramod Kumar Tyagi Vs. SCHEMES AND PROGRAMMES 4.1 INTEGRATED CHILD DEVELOPMENT SCHEME (ICDS) Under the Integrated Child Development Scheme (ICDS), 55 ICDS Projects are functioning in various parts of Delhi covering a targeted population of approximately 7.27 lakh children up to age of 06 years as well as pregnant and nursing mothers, who are economically deprived. In addition, under the ICDS supplementary nutrition is being provided to 6.48 lakh children and women throught 6606 anganwadi centers. At present, supplementary nutrition is provided at the rate of Rs. 5.00 per child, Rs. 5.30 per women and Rs. 6.00 per malnourished child per day for about 300 days in a year. Further, in partnership with Delhi Social Welfare Board and NGOs 60 Anganwadi Centres are also functional and all the 6 services including supplementary nutrition are being provided to the beneficiaries covered under these 60 anganwadi centers. 4.2 LADLI SCHEME It is a new scheme introduced w.e.f. 01.01.08. Its main objective are to promote socio-economic development of the girl child by providing education- linked financial assistance. Eligibility conditions are that the girls child should be born in Delhi. Her parents must be resident of Delhi for at least 3 years prior of filling the application and the annual family income should not exceed Rs.1.00 lac per annum.
