Analysis of Talk Shows Between Obama and Trump Administrations by Jack Norcross — 69 An Analysis of the Political Affiliations and Professions of Sunday Talk Show Guests Between the Obama and Trump Administrations Jack Norcross Journalism Elon University Submitted in partial fulfillment of the requirements in an undergraduate senior capstone course in communications Abstract The Sunday morning talk shows have long been a platform for high-quality journalism and analysis of the week’s top political headlines. This research will compare guests between the first two years of Barack Obama’s presidency and the first two years of Donald Trump’s presidency. A quantitative content analysis of television transcripts was used to identify changes in both the political affiliations and profession of the guests who appeared on NBC’s “Meet the Press,” CBS’s “Face the Nation,” ABC’s “This Week” and “Fox News Sunday” between the two administrations. Findings indicated that the dominant political viewpoint of guests differed by show during the Obama administration, while all shows hosted more Republicans than Democrats during the Trump administration. Furthermore, U.S. Senators and TV/Radio journalists were cumulatively the most frequent guests on the programs. I. Introduction Sunday morning political talk shows have been around since 1947, when NBC’s “Meet the Press” brought on politicians and newsmakers to be questioned by members of the press. The show’s format would evolve over the next 70 years, and give rise to fellow Sunday morning competitors including ABC’s “This Week,” CBS’s “Face the Nation” and “Fox News Sunday.” Since the mid-twentieth century, the overall media landscape significantly changed with the rise of cable news, social media and the consumption of online content. -

The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program. -

DEFENSE BUSINESS BOARD Submitted to the Secretary of Defense The Chief Management Officer of the Department of Defense: An Assessment DBB FY 20-01 An assessment of the effectiveness, responsibilities, and authorities of the Chief Management Officer of the Department of Defense as required by §904 of the FY20 NDAA June 1, 2020 DBB FY20-01 CMO Assessment 1 Executive Summary Tasking and Task Force: The Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) (Public Law (Pub. L. 116-92) required the Secretary of Defense (SD) to conduct an independent assessment of the Chief Management Officer (CMO) with six specific areas to be evaluated. The Defense Business Board (DBB) was selected on February 3, 2020 to conduct the independent assessment, with Arnold Punaro and Atul Vashistha assigned to co-chair the effort. Two additional DBB board members comprised the task force: David Walker and David Van Slyke. These individuals more than meet the independence and competencies required by the NDAA. Approach: The DBB task force focused on the CMO office and the Department of Defense (DoD) business transformation activities since 2008 when the office was first established by the Congress as the Deputy Chief Management Officer (DCMO), and in 2018 when the Congress increased its statutory authority and elevated it to Executive Level (EX) II and the third ranking official in DoD. The taskforce reviewed all previous studies of DoD management and organizations going back twenty years and completed over ninety interviews, including current and former DoD, public and private sector leaders. The assessments of CMO effectiveness since 2008 are focused on the performance of the CMO as an organizational entity, and is not an appraisal of any administration or appointee. -

Professionalism in War Reporting: A Correspondent's View By Tom Gjelten Carnegie Corporation of New York established the Carnegie Commission on Preventing Deadly Conflict in May 1994 to address the looming threats to world peace of intergroup violence and to advance new ideas for the prevention and resolution of deadly conflict. The Commission is examining the principal causes of deadly ethnic, nationalist, and religious conflicts within and between states and the circumstances that foster or deter their outbreak. Taking a long-term, worldwide view of violent conflicts that are likely to emerge, the Commission seeks to determine the functional requirements of an effective system for preventing mass violence and to identify the ways in which such a system could be implemented. The Commission is also looking at the strengths and weaknesses of various international entities in conflict prevention and considering ways in which international organizations might contribute toward developing an effective international system of nonviolent problem solving. Commission publications fall into three categories: Reports of the Commission, Reports to the Commission, and Discussion Papers. Reports of the Commission have been endorsed by all Commissioners. Reports to the Commission are published as a service to scholars, practitioners, and the interested public. They have undergone peer review, but the views that they express are those of the author or authors, and Commission publication does not imply that those views are shared by the Commission as -

Autism Society Public Policy and Advocacy Newsletter - February 22, 2018 BUDGET AND APPROPRIATIONS On February 12, President Trump transmitted his Budget proposal for Fiscal Year 2019 to Congress. The Autism Society provided a summary analyzing the impact on programs that support people with disabilities immediately following its release. The Budget makes significant cuts to numerous programs that support people with disabilities and other vulnerable people. The President’s Budget is just the first step in year-long budget and appropriations process. In the week before the budget was released, congressional leaders came to an agreement on a top-line number for discretionary spending for Fiscal Year 2018 that began on October 1, 2017. This deal will allow the Congress to finalize the 12 annual appropriations bills, hopefully before the next continuing resolution (CR) expires on March 23. Congress will then have to start working on passing annual appropriations bills for the Fiscal Year 2019. The budget deal to lift the caps on discretionary spending will help smooth this process in an election year. The Autism Society will be monitoring this process closely and advocating for the highest possible funding for programs important to the individuals and families we serve. AMERICANS WITH DISABILITIES ACT Last week, the House of Representatives passed the ADA Education and Reform Act of 2017 (H.R. 620) by a vote of 225- 192. This bill prevents lawsuits over architectural barriers violating the Americans with Disabilities Act (ADA) unless an individual provides "specific enough" notice and allows 120 days for a business to correct that barrier. She writes that despite Murphy’s apparent talent for career politics, Rubio looks set to win an election that will have important implications for how the next president governs- whoever they may be. This week the Congressional primary season came to an end as Delaware, New Hampshire, New York, and Rhode Island voters went to the polls to cast their ballots. It has been a contentious and arduous primary season in 2016, not made any easier by the impending Presidential election. One state that remains on the radar, for a number of reasons, is Florida, which held its primary elections on August 30th. In that election, Florida voters cast their lots for who would compete for the upcoming Senate race. In what is expected to be one of the nation’s most expensive Senate races this year, the victorious contenders, representing the Republican and Democratic parties were Marco Rubio and Patrick Murphy, respectively. Florida’s Senate race is one of the nine competitive battleground races, which could determine which party controls the upper chamber of Congress after the November election. -

The Filibuster and Reconciliation: The Future of Majoritarian Lawmaking in the U.S. Senate Tonja Jacobi†* & Jeff VanDam** “If this precedent is pushed to its logical conclusion, I suspect there will come a day when all legislation will be done through reconciliation.” — Senator Tom Daschle, on the prospect of using budget reconciliation procedures to pass tax cuts in 19961 Passing legislation in the United States Senate has become a de facto super-majoritarian undertaking, due to the gradual institutionalization of the filibuster — the practice of unending debate in the Senate. The filibuster is responsible for stymieing many legislative policies, and was the cause of decades of delay in the development of civil rights protection. Attempts at reforming the filibuster have only exacerbated the problem. However, reconciliation, a once obscure budgetary procedure, has created a mechanism of avoiding filibusters. Consequently, reconciliation is one of the primary means by which significant controversial legislation has been passed in recent years — including the Bush tax cuts and much of Obamacare. This has led to minoritarian attempts to reform reconciliation, particularly through the Byrd Rule, as well as constitutional challenges to proposed filibuster reforms.
