RANKING and PERFORMANCE of UNIVERSITIES in TAMIL NADU BASED on PUBLICATIONS, CITATIONS and INDEXES Dr National Conference on Information for all: Changing Role of Public Libraries in Digital India Innovatives (NCIFA) RANKING AND PERFORMANCE OF UNIVERSITIES IN TAMIL NADU BASED ON PUBLICATIONS, CITATIONS AND INDEXES Dr. Surulinathi,M. Abstract This study examines the growth of Publications, Citation ranking, and h-index of Universities in Tamilnadu. Web of Science database provides significantly more coverage of University publications and generate the Citations, Self Citations, Average Citation per Article. During 1989-2016 Universities have contributed 39336 Publications and received 3,73,843 Citations including 2,74327 Citing articles. 288 papers are cited more than 100 times and the range of Self Citations is 5% to 20 Percentage. An average citation per Article 9.50 was observed among Universities are involved the research domains. The bibliometric/Scientometric studies are frequently used to assess the research publications and to generate citations referred enlighten the following facts: The analysis of the growth of contributions, Citations and collaborations. Keyword: Scientometrics; Bibliometrics; H-index; Citations; i10 Index Introduction Today, the focus is increasingly shifting from whether a researcher has published a paper in peer reviewed journals and index databases and how the publications are cited by and the impact that piece of research has on the scientific community and the world at large. Researchers are faced with increasing pressure to get published. Clearly, there is a lot at stake in the assessment of research quality for both individuals, Institutions, countries based on Citations, Average citations per Article and H-index. Information scientists are turning more and more to citation analysis for objective parameters of impact assessment. There are databases that rank universities by considering their overall research output through criteria such as citable documents, citations per document, and total citations. These metrics help determine which universities have the most and/or best scientific output. OBJECTIVES OF THE STUDY • To identify the University wise distribution of Publications • To Know the Citable documents • To know the citation and Self Citations • To find out the H-index of the University • To identify the Average Citation Per article of the Universities • To find the Highly cited papers from University • To find the i10 index and more than 100 citation papers ANALYSIS AND INTERPRETATION Ranking of Universities based on Publications The rank of top Universities are listed in the below table 1. CHAPTER Establishing OER Practice in India: The University of Madras V. Bharathi Harishankar Abstract Open educational resources (OER) are a nascent phenomenon in India, enabled by the growth of information and communication technologies and open source technologies. OER herald a context wherein knowledge and education are free in terms of content, teaching–learning practices and technology. OER also demand that there be freedom to access, use, modify and reuse. However, institutional policies, individual mindsets, copyright issues and restrictions of proprietary software hinder the actualisation of this collaborative ideal. At present, there are no clear exemplars of OER in India and no benchmarks either. The International Development Research Centre-funded PANdora sub-project, entitled, “Evaluation of the Effectiveness of RLO-Based OER in Enhancing Soft Skills of Students” and carried out at the University of Madras, is an attempt to design and create OER, assess them for their reuse potential and evaluate the impact on individuals (teachers and learners) and participating institutions. The underlying belief is that in India, OER cannot succeed only as a social responsibility but must offer frames for collaborative teaching–learning, and provide viable models and mechanisms for reuse. The present study records the different steps in the OER process, from conception to evaluation and reuse, which involve: • Assessing the readiness of individuals and institutions to embrace OER. • Devising collaborative mechanisms. • Matching technologies and pedagogies by creating templates. • Designing content that has the potential for the four Rs. Keywords: OER creation process, collaborative teaching–learning, collaborative mechanisms, reuse potential, open technology tools 207 Background The University of Madras (UNOM) is a 154-year-old liberal arts and science institution.
