DRAINAGE AREA.--110 mi2, approximately. PERIOD OF RECORD.--October 1919 to October 1920, October 1924 to September 1940 (seasonal records only), October 1940 to current year. Dear Sir: You have requested an opinion of this office re- lating to the purposes for which expenditures may be made from the appropriation to the Interstate Compact Commission in the general anoronriation bill for the biennium ending August 31, 1953.--I-i.@. 426, Acts 52nd Leg., R. S. 1951, ch. 499, p. 1228, at p. 1374. The various statutes pertaining to the Interstate Compact Commission and related agencies will be summarized in chronological order so that your specific questions can be placed in the proper perspective. The Le lslature created the Interstate Compact Commission In 19& 9, and authorized the Governor to appoint an Interstate Compact Commissioner 'to negotiate an agree- ment with each of the affected States respecting the use, control and disposition of'the waters of the Canadian, Red and Sabine Rivers and their tributaries" and to tlmakethe necessary investigations and procure the necessary data for the proper performance of his duties, and may, with the approval of the Governor, employ such clerical, legal, engineering and other assistance as may be necessary in the performance of such duties." Sonnichsen Special Collections Department University of Texas at El Paso MS406 Historical Sketch: Formed as a result of the interstate compact signed by the states of Colorado, New Mexico and Texas in 1938 and approved by Congress, the Texas commission’s goal is to implement the compact by assuring the equitable apportioning of waters from the Rio Grande Basin. Past Commissioners include Frank B. Clayton, Julian P. Harrison, J. E. Quaid, Louis A. Scott, and Joe Hanson. Commissioner as of June, 2012 is Patrick Gordon. Arrangement: No series description has been determined. The files include rules and minutes, correspondence, project reports, water deliveries, Colorado debits, and stream gaging stations. Arrangement is roughly chronological within each grouping of folders. Scope and Content Notes: Contains correspondence, reports, tables, maps, and photographs that reflect the activities of the Texas office of the Rio Grande Compact Commission. Provenance Statement: Picked up by Special Collections staff from the Rio Grande Compact Commission office in El Paso at the request of Commissioner Joe Hanson in August 1999 from Tammy Beeman, his secretary. The earliest impression of New Mexico's native fish fauna =Ems during the 1850's from naturalists attached to various government survey parties. Without the collections from these and other early surveys, the record of the native fish fauna would be severely deficient because, since that time, some 1 4 native species - or subspecies of fish have become extirpated and the ranges of an additionial 22 native species or subspecies have become severly re- stricted. Since the late Miocene, physiographical changes of drainages have linked New Mexico, to varying degrees, with contemporary ichthyofaunal elements or their progenitors from the Rocky Mountains, the Great Plains, the Chihuahuan Desert, the Mexican Plateau, the Sonoran Desert and the Great Basin. Immigra- tion from these areas contributed to the diversity of the state's native ichthyofauna. Over the millinea, the fate of these fishes waxed and waned in ell 4, response to the changing physical and _chenaca-l-conditions of the surrounding environment. Ultimately, one of the most diverse fish faunas of any of the interior southwestern states developed. Fourteen families comprising 67 species of fish are believed to have occupied New Mexico's waters historically, with strikingly different faunas evolving east and west of the Continental Divide. -

Eisenhuth INTRODUCTION This report lists the streamflow and reservoir stations in the Western Gulf of Mexico basins for which records have'been or are to be published in reports of the Geological Survey for periods through December 31, 1963. It supersedes Geological Survey Circular 388. Basic data on surface-water_ supply have been published in an annual series of water-supply papers consisting of several volumes, including one each for the States of Alaska and Hawaii. The area of the other 48 States is divided into 14 parts whose boundaries coincide with certain natural drainage lines. Prior to 1951, the records for the 48 States were published in 14 volumes, one for each of the parts. From 1951 to 1960, the records for the 48 States were published annually in 18 volumes, there being 2 volumes each for Parts 1, 2, 3, and 6. The boundaries of the various parts are shown on the map in figure 1. Beginning in 1961, the annual series of water-supply papers on surface-water supply was changed to a 5-year series. -

Appendix A 2012 Texas Integrated Report - Texas 303(d) List (Category 5) 2012 Texas Integrated Report - Texas 303(d) List (Category 5) As required under Sections 303(d) and 304(a) of the federal Clean Water Act, this list identifies the water bodies in or bordering Texas for which effluent limitations are not stringent enough to implement water quality standards, and for which the associated pollutants are suitable for measurement by maximum daily load. In addition, the TCEQ also develops a schedule identifying Total Maximum Daily Loads (TMDLs) that will be initiated in the next two years for priority impaired waters. Issuance of permits to discharge into 303(d)-listed water bodies is described in the TCEQ regulatory guidance document Procedures to Implement the Texas Surface Water Quality Standards (January 2003, RG-194). Impairments are limited to the geographic area described by the Assessment Unit and identified with a six or seven-digit AU_ID. A TMDL for each impaired parameter will be developed to allocate pollutant loads from contributing sources that affect the parameter of concern in each Assessment Unit. The TMDL will be identified and counted using a six or seven-digit AU_ID. Water Quality permits that are issued before a TMDL is approved will not increase pollutant loading that would contribute to the impairment identified for the Assessment Unit. Explanation of Column Headings SegID and Name: The unique identifier (SegID), segment name, and location of the water body. The SegID may be one of two types of numbers. The first type is a classified segment number (4 digits, e.g., 0218), as defined in Appendix A of the Texas Surface Water Quality Standards (TSWQS). -

ROSS AS GOVERNOR OF NEW MEXICO TERRITORY A REAPPRAISAL By HOWARD R. LAMAR NE evening in the early spring of 1889, Edmund G. Ross O invited the Territorial Secretary of New Mexico, George W. Lane, in for a smoke by a warm fire. As they sat in the family living quarters of the Palace of the Governors and talked over the'day's events, it became obvious that the Gov- , ernor was troubled about something. Unable to keep still he left his chair and paced the floor in silence. Finally he re marked: "I had hoped to induct New Mexico into Statehood."1 In those few words Ross summed up all the frustrations he had experienced in his four tempestuous years as the chief executive of New Mexico Territory. , So briefly, or hostilely, has his career as governor been re ported-both in the press of his own time and in the standard histories of New Mexico-and so little legislation is associated with his name, that one learns with genuine surprise that he had been even an advocate of statehood.
