General Assembly created RI Rivers Council (RC) – RI General Law 46-28. Kenneth Payne became RC chair. Statewide Planning Program provides staff support to RC. RC concluded in 1992 that "more effective integration of existing programs and authority for rivers is needed." RC formulated draft classifications for rivers in 1993. RC held four workshops in northern, central, southern and eastern RI in 1994 to refine draft river classifications. Governor Lincoln Almond inaugurated January 1, 1995. Michael Cassidy, Planner for the City of Pawtucket, became RC chair. RC, working with the Divison of Planning, created digital maps of the state's watersheds. The State Planning Council adopted the RI Rivers Policy and Classification Plan, in January 1998, as State Guide Plan Element 162. RC established policies for recognizing local watershed councils in 1998. The Blackstone, Saugatucket and Wood-Pawcatuck were first river systems to have watershed councils designated by RC. Note: Designated watershed councils have certain legal authority and standing to represent their water bodies in state and local jurisdictions as well as be eligible for state grants via RC. 2001-2007: Meg Kerr became RC chair. General Assembly commences in 2001 providing annual legislative grants to RC from $22,000 to $52,000 range. Chapter 01 – 1:30 Introduction Announcer: Washington Irving Rucker was born in Tulsa, Oklahoma on March 5th, 1937 and attended local schools through graduation from Booker T. Washington High School, developing a talent for the drums along the way. By his teens, Washington was working with bluesman Jimmy “Cry Cry” Hawkins and was soon off to UCLA to study and get into the Los Angeles music scene. A man of many talents, Washington got a degree in history and side careers in acting and cosmetology while playing drums with bands in a variety of genres. Rucker has worked with artists as diverse as Stevie Wonder, Ray Charles, Gospel artists Rev. James Cleveland and Shirley Caesar, Jazz greats like Dizzy Gillespie, Sonny Stitt, Hampton Hawes, and Freddie Hubbard and singers Nancy Wilson and Linda Hopkins. He has also appeared regularly in film and television as a character actor, most notably in Martin Scorsese’s “New York, New York” and Clint Eastwood’s “Bird”. Drummer Clarence Dixon once told him “This pair of sticks will take you all over the world if you want to go” and those words became Washington Rucker’s reality. He is a 1998 inductee of the Oklahoma Jazz Hall of Fame. The song used for this introduction is titled Lucky and is one of many songs written by Washington.     A staple in the New York region and an emerging program on the nationalQuick stage, the Facts Manhattanville and College Athletic Contents Department continues to bolster its reputation as a program on the rise in all areas: athletic achievement, academic success and overall participation. More than 325 Valiant student-athletes (nearly 20 percent of the student body) took part in intercollegiate athletics during the 2011-12 school year showcasing the continued and rapid growth of athletics at Manhattanville. With women’s golf beginning play as a varsity sport in 2012-13, the program now sponsors 20 competitive intercollegiate teams – including eight teams that have been established or re-established since 2007 alone. And teams at Manhattanville do not just compete, they win. Three teams earned conference regular-season or tournament championships in 2011-12 and two Valiant squads (men’s soccer and men’s golf) made an appearance in the NCAA Tournament. Fifteen of 21 Valiant squads earned berths in their respective conference championships last year, including the third straight title and seventh in 11 seasons for men’s golf. In addition, the men’s hockey, men’s golf and women’s hockey teams all received national rankings over the course of the year. On an individual level, many Valiant student-athletes were honored in 2011-12 as well, led by All-America selections Eros Olazabal (men’s soccer) and Dan Fiorito (baseball). Manhattanville also boasted three Freedom Conference Players of the Year and two Freedom Rookies of the Year to go with 47 combined All-Conference honorees. In recent years, at least 35 former Valiants have gone on to play their sport professionally either domestically or overseas as well.
