EXECUTIVE SUMMARY This application is before Members as it represents a departure from adopted policy. The proposal seeks to provide a flat above a garage block that has previously benefitted from planning permission. As the principle of development of the site has been found to be acceptable by a Planning Inspector in 2016, due to its close relationship of the site with Cranbrook, and with planning permission subsequently approved for the garage block as part of a development of 4 dwellings on the site, the principle of a building in this location and residential use of the site has been established and is acceptable. The access is suitable to serve the additional dwelling and adequate car parking is provided. Whilst the proposal will increase the ridge height of the garage slightly, and introduce a couple of dormer windows and gable ends to the front and rear elevations, the site is set back from the main road frontage and as such the design of the proposal is considered to be acceptable. -

Teignmouth economic and data profile Included in this profile are recently published datasets, where these are provided for Teignmouth, or for Teignbridge where this is relevant and recent. Additional data may be available from [email protected] upon request to support business cases, where the objective of the case, or bid and bid selection criteria are provided. Indices of deprivation These are reviewed once every four years. Data is provided at the Lower Level Super Output Area (LSOA) which are neighbourhoods of around 1,500-2,000 people. There are 32,844 LSOAs in England and each one is ranked against each other to provide a relative overall position nationally for each neighbourhood. A score of 100% is the least deprived in England and a score of 0% is the most deprived. The index is provided as an overall composite measure of deprivation but is made up of a number of sub-domains, for example income, which are also published alongside the overall index. Often if bidding for national funding pots where deprivation is a factor considered as part of the scoring criteria, the criteria will ask whether the proposed project is in an LSOA that is in the worst 10%/20%/25% in England. Sometimes it can also be helpful even if the project is not within a most deprived LSOA, but is within a mile, or so of them and serves people who live within the most deprived areas to articulate this in the bid. Separately the income and skills domains from the indices of deprivation showing better performing areas can be useful as a proxy of high, or improving levels of income, or skills to articulate to businesses wishing to invest in Teignmouth of the potential market or workforce available. -

Cllr Horton opened the meeting at 20.06 and thanked all those present for their attendance. It was NOTED that Cllr Simmons joined the meeting during refreshments. 2. Cllr French PROPOSED that the minutes of the Annual Parish Meeting held on 21 April 2018 be accepted as a true recollection of the meeting. This was SECONDED by Cllr Small and it was RESOLVED the APPROVE the minutes. 3. Cllr Horton read the following report: It has been a challenging year for the Parish Council. There have been several difficult issues which have given cause for concern not just to the council, but the community at large. One of the most unsettling was when, 18 months ago, the PCC informed us that because there were only 2-3 burial plots left in the churchyard, it would have to close. In light of this, we approached the owner of the land to the south of the church to see if he would be willing to sell a parcel of his field to enable us to extend it. This he agreed to do; at a cost of £10000 for 1/10th of an acre. The latter would be enough for 60-80 graves. This arrangement was put to the community at a public meeting on 11.9.18. -

THE ABBOTSKERSWELL VILLAGE HISTORY SERIES, 2 HOUSES and FAMILIES An AbbPast Publication Introduction elcome to our second volume in the Abbotskerswell Village History Series, we hope you have read the first one and are eagerly awaiting this one on village housing. It tells a long story ofW continuity and change related to industry and the village’s inhabitants, both the important ones and the hardworking ones. A number of issues confronted us in telling this story, one being road names; do you use the official ones or the colloquial ones, the historic ones or the modern ones. As before the answer has to be to use all of them to give the flavour of the story, so Buckpitt’s Hill is the road that leads to Stoneman’s Hill, Priory Road was Nunnery Lane until quite recently, Slade Lane possibly went all the way through the village at one time but now Odle Hill (and is that one word or two) is the top part, unless you use Mallands Lane at the very top. Our older residents will tell you Slade Lane actually passes in front of the Butchers Arms, passes Ladywell and becomes the bridle path alongside the Court Grange Copse. This leaves Oak Hill going up past Brooklands, and have you ever noticed the signpost at the top of that hill, called Great Oak? 2. Houses & Families tells the story of a village’s homes and some of the more significant villagers. We were particularly keen to tell the story from long ago right up to today and then place it in its historical context because that is vital.
