North East School Meal Fund

Launched in 2007, the North East School Meal Fund programme provides needy students with lunch money in the event that they have to stay back for school activities. Each primary and secondary school student receives $1.50 and $2.00 respectively for every such occasion. 1817 students benefited from the fund in FY12/13 with a total disbursement of $662,770 to date. This is an increase from $598,213 for FY11/12. Community Give Back

The North East School Kit Fund provides needy students with basic schooling necessities, such as school shoes and stationery, at the beginning of each year. 1529 students benefited from the fund in FY12/13.

North East Education Award

In FY12/13, the North East Education Award, benefited 52 primary students, 54 secondary students, 2 JC students and 25 ITE students living in the North East district. Besides motivating students to excel in their studies, the award also serves to acknowledge students with compassion, commitment, and other values paramount to life beyond the classroom.

OPENLECTURES SCORES WITH GCE “A” LEVEL STUDENTS

Openlectures

Launched on 17 August 2012, openlectures’ objective was to be an additional platform for students to learn and understand the subjects better through the sharing of simple online video lectures, produced by students, for students. Since its launch, 73,312 people have watched at least one video on the site.

The North East CDC-openlectures Youth Interest Group is made up of young Singaporeans who have volunteered to produce free online video lectures covering the GCE A-level syllabus in Singapore. More than 1,300 videos have been filmed and have benefitted online viewers as far as the US and Brazil, with the nearest being .

As a group of high school and university students, openlectures believes that quality education should be free and accessible to everyone, and success should be determined by one’s effort, and not wealth.

HELPING HANDS

Integration and Bonding Programme

Part of North East CDC’s efforts to create bonding opportunities for residents living in the North East District, the Integration and Bonding Programme aims to help individuals with special needs integrate into society, while at the same time promote family cohesion.

In FY 12/13, North East CDC worked closely with Pathlight and Metta Schools as well as volunteers to conduct 3 runs of activities, e.g. Baking and bowling, for a total of 200 participants.

Special Talent Fund

The Special Talent Fund was set up to encourage people with disabilities - more specifically those who have demonstrated potential in the arts, music, academics, or sports—to further their talents. There were 11 successful applications in FY 12/13.

7 ELDERLY

Falls Prevention & Public Education Talk

North East CDC launched its first Falls Prevention and Public Education Talk for the elderly on 12 May 2012.

Conducted in Hougang Community Centre, the talk aims to:

• Provide health screening for the elderly who are at higher risk of falls; • Prevent falls among the elderly through public education; • Teach residents about osteoporosis and how to build and maintain stronger bones through exercise and diet; • Provide a community approach to tackle aging issues with the following up with elderly participants after their health screening.

The Falls Prevention and Public Education Talk was organized by Hougang Constituency Office together with Sunlove Home, Health Promotion Board, Agency for Integrated Care and North East CDC.

SuperMind Club

Based in Tampines Changkat Community Centre, the SuperMind programme was co-launched by the Tampines Changkat Active Ageing Committee, North East CDC, and Silver Connect on 14 July 2012.

On top of combating cognitive deterioration, the programme also offers the elderly a platform to mingle, make new friends and keep an active mind and body through various Arts, Health and Education schemes.

8 Seniors Camp The North East CDC launched its first Seniors Camp on 23 August 2012, together with Hougang Sunlove, Silver Connect, and National Arts Council. The 2-day camp comprised various activities (e.g. drumming of percussion instru- ments, laughter therapy, Qi Gong and health talks) that promote active aging, on top of encouraging mingling among the 29 elderly participants.

Brisk Walk Club

Currently, there are 161 brisk walk clubs over 18 divisions with 15,023 members in the North East District.

This year, North East CDC gathered 624 brisk walkers to participate in the International World Water Day (IWWD) brisk walk. The IWWD in Singapore was held on 16 March 2013 to promote the importance of freshwater, and advocate the sustainable management of freshwater resources.

9 FAMILY

Couples’ Dates

Spending quality time with one’s spouse is crucial for maintaining a harmonious home environment. By creating a platform for couples to come together and celebrate the joy of marriage, Couples’ Dates @ North East serves as a reminder for couples to invest more time and effort in their relationship, and also equips them with the relevant skills to make the marriage resilient. Through a romantic candlelit dinner, the couple will celebrate their marriage and come together to set shared marital goals for the new year. A marriage educator will impart relevant skills / knowledge in a fun and interactive manner.

10 Rekindle

Rekindle, supported by North East CDC and , is a family-centric intervention program which focuses on strengthening family bonds and establishing a supportive family network through the conduct of family reconciliation programmes during the Reformative Trainees’ pre-release period. The programme also helps to enhance the Reformative Trainees’ reintegration potential via the provision of 6 months’ aftercare case work services conducted by Family Service Centres within the North East District. 37 inmates and their families benefited from the programme in FY12/13.

My Handbook to Employment Available in 4 languages, ‘My Handbook to Employment’ was launched in July 2012 to guide both rank and file workers and Professionals, Managers and Executives (PMEs) in their search for a job.

Following a 6-step guide, the handbook teaches hard skills like crafting an impressive cover letter/resume, while at the same time emphasizing the importance of identifying one’s soft skills, an essential part of doing well in interviews.

In addition, information on the various social media platforms and job search por- tals are also made available for the PME residents. With its launch, the handbook is made available at various locations, including • Libraries located within NE district • Mobile Library Carts • Community Clubs • Job Hubs

Silver Job Fair A structured programme targeted at the mature rank and file residents. Jobseekers go through a series of programme prior to the recruitment event which include :

• Complimentry Health Screening • Employability Skills Enhancement Programme – Pre-employment workshops to prepare jobseekers for interviews, and impart practical tips such as job naviga tion, application form filling, drafting of a simple resume, and grooming. • Career Preview – This highlights the various companies and vacancies that are being offered, with a glimpse on the working environment and details. • Mock Interview Session – A critique of participants’ interview skills and non- verbal cues. • Recruitment – Planned based on an ‘open-house’ concept, whereby job- seekers are ‘freshmen’, and Career Consultants are ‘Orientation Group Lead ers’ who will lead the job-seekers from booth to booth and facilitate the briefings by employers to the job-seekers. Career Consultants can further assist candidates with their queries (and translate them if necessary). • Vocational Training and Worktrials – For jobseekers who require specific skills for the job, vocational training can be provided to help them level up. Work trials are also available for jobseekers who may be unsure of the environment and pace.

14 Community Employment Programme With the aim of providing temporary/ad-hoc employment to jobseekers while they look for permanent employment, the Community Employment Programme (CEP) has benefitted more than 200 jobseekers to date. Not only will jobseekers be able to earn an interim income, potential employers can feel assured that they are not resting on their laurels even while searching for a job. For job seekers who have not been working for some time, this work experience can provide them the platform to refresh their skills. North East CDC will continue to work with the job seekers and assist them in their job search concurrently during this period.

In working with various community partners in the North East district – such as Grassroots Organisations (GROs), Community Clubs and Residents’ Committees – job opportunities are provided to job seekers/needy residents, especially those who are long-term unemployed, with a form of working experience and also some allowance.

Suggestion for a new name for Spring Magazine was mooted at the December 2012 Council Meeting. The objective was to better connect with our residents. After a round of brainstorming by staff and in consultation with our Councillors as well as Advisers Mr Zainal Bin Sapari and Prof Brian Lee, the new title North East Heartbeat was selected. This new name replaced Spring in the Jan-Mar 2013 issue.

To reach out directly to our needy residents, North East CDC gave out fridge magnets with contact details to 3500 households in 20 rental blocks in the North East.

16 Awareness Campaign

North East CDC continued its awareness campaign to highlight key services and stories. In FY 12/13, North East CDC embarked on the “Message on a Lift” project, which are posters with North East CDC key messages (Social Assistance, Jobs & Training, Community Activities). As of March 2013, 123 blocks across Tampines and Pasir Ris-Punggol GRCs and Punggol East SMC have these lift posters.

As part of the new messaging campaign, North East CDC also developed new posters, flyers, banners, standees, magnets and other collaterals with a consistent design theme and reiterating the key message.

18 Community Give Back Golf and Dinner

North East CDC’s major fund raising event was held on 30 August 2012. Renamed Community Give Back Golf & Dinner from last year’s Community Food Drive, the event aimed to encourage everyone, especially those from the private sector, to lend a helping hand to the financially strapped. Generous corporate partners and kind individuals came forward with a big heart to pitch in and buy food for needy residents. $359,150 was raised for the North East School Meal Fund and General Assistance Fund (Food pillar). The CDC also did a one-to-one matching to the donations which will benefit 4000 families yearly.

20 OTHER GROUND Free Business Advice for SMEs in the Heartlands ENGAGEMENT Supported by SPRING Singapore, the Enterprise Development Centre@North East is a collaboration between the Association of Small and Medium Enterprises (ASME) and the North East (CDC). The Enterprise Development Centre@North East was launched on 18 June 2012 by Mr Teo Ser Luck, Mayor of North East District.

The EDC@NorthEast, a satellite of the EDC@ASME, aims to assist small businesses in the North East District by making it more convenient for them to seek help (including access to government assistance schemes). The services provided are mostly targeted at smaller SMEs.

The EDC@NorthEast is located at the North East Community Development Council.

“Small businesses such as heartland shops, stalls, etc are an integral part of our community.

Through this initiative, we hope to create a collaborative framework through which we can help local merchants understand and tap on various government schemes, as well as matchmake job seekers with small businesses looking for manpower through our Job Placement Centres. This increases the employment opportunities within the district, and has the added benefit of reducing travelling time and cost. It is a win-win situation for both businesses looking to fill job vacancies and residents seeking employment,” said Mr Teo Ser Luck, Mayor, North East District.
