SUPPLY AND DELIVERY OF ONE HUNDRED NINETEEN (119) UNITS CROSS OVER UTILITY VEHICLE FOR THE DEVELOPMENT BANK OF THE -REBID Bid Reference No. G-2020-17

1. The Development Bank of the Philippines, through the Corporate Budget approved by the Board for CY 2020 intends to apply the sum of One Hundred Sixty-Eight Million Four Hundred Forty-Four Thousand Five Hundred Pesos & 00/100 (Php168,444,500.00) (at Php1,415,500.00 per unit) being the Approved Budget for the Contract (ABC) inclusive of all applicable taxes to payments under the contract for the whole lot for the SUPPLY AND DELIVERY OF ONE HUNDRED NINETEEN (119) UNITS CROSS OVER UTILITY VEHICLE FOR THE DEVELOPMENT BANK OF THE PHILIPPINES-REBID-REBID. Bids received in excess of the ABC for each cluster/lot shall be automatically rejected at bid opening.

2. Bidders may bid for one or several or all clusters. Details are as follows:

3. The Development Bank of the Philippines now invites bids for the procurement of brand-new Cross Over Utility Vehicles (CUV). Delivery of the Goods is required within one hundred twenty (120) calendar days from receipt of the Purchase Order or Notice to Proceed (NTP). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidders must have completed a single contract of similar nature, within the last five (5) years, equivalent to at least fifty percent (50%) of the ABC of each cluster being bid. Similar contract shall mean supply and delivery of cross-over utility vehicle.

6. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

7. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. Post-qualification of the lowest or single calculated bid shall be conducted.

8. A complete set of Bidding Documents may be acquired by interested Bidders starting 08 January 2020 from the BAC Secretariat with the address below and upon payment of the applicable fee for the Bidding Documents (as applicable above), pursuant to the latest Guidelines issued by the GPPB. If in case the bidder participates in all clusters, bidders shall pay the total fee for the Bidding Documents in the amount of Fifty Thousand Pesos (Php50,000.00) as the maximum fee prescribed in the Guidelines issued by the GPPB for the sum of the ABC of all lots.

9. The Pre-bid Conference shall be open to all interested parties. In view of the ongoing COVID-19 pandemic situation, bidders may attend the Pre-bid Conference through videoconferencing via Microsoft Teams (MS Teams). Bidders who wish to attend/participate via MS Teams must coordinate with the BAC Secretariat through email at least one (1) day before the scheduled Pre-bid Conference and provide their contract information (e.g. name of representative, email address, etc.). Bidders are advised to send their authorized technical and/or administrative representatives who will prepare the bid documents to ensure completeness and compliance of bids. Bidders are prohibited from recording (audio, video or picture format) the proceedings of the Pre-Bid Conference.

10. Bids submitted after the deadline shall only be marked for purposes of recording the time of submission to the DBP BAC Secretariat but shall not be accepted, thus, they shall be returned to the bidder unopened and intact. All bids must be accompanied by a bid security in any of the acceptable forms and amount.

11. Bidders are advised to regularly check the DBP and PhilGEPS websites for bid bulletins/ announcements regarding the project.

12. DBP reserves the right to accept or reject any bid, declare a failure of bidding, annul the bidding process, reject all bids or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected Bidder/s. Furthermore, DBP reserves the right to waive any minor defects and to accept the proposal most advantageous to the Bank.
