Managing Meritocracy in Clientelistic Democracies∗ Sarah Brierleyy Washington University in St Louis May 8, 2018 Abstract Competitive recruitment for certain public-sector positions can co-exist with partisan hiring for others. Menial positions are valuable for sustaining party machines. Manipulating profes- sional positions, on the other hand, can undermine the functioning of the state. Accordingly, politicians will interfere in hiring partisans to menial position but select professional bureau- crats on meritocratic criteria. I test my argument using novel bureaucrat-level data from Ghana (N=18,778) and leverage an exogenous change in the governing party to investigate hiring pat- terns. The results suggest that partisan bias is confined to menial jobs. 1961] THE CONCEPT OF STATEHOOD IN UNITED NATIONS PRACTICE * ROSALYN COHEN t The topic of "statehood under international law" has long been a favorite with jurists. The problem of what constitutes a "state" has been extensively examined and discussed, but all too often in absolutist terms confined to drawing up lists of criteria which must be met before an entity may be deemed a "state." The very rigidity of this approach implies that the term "state" has a fixed meaning which provides an unambiguous yardstick for measuring without serious fear of error, the existence of international personality. The framework of examination being thus constricted, traditional inquiry has endeavored to meet some of its inadequacies by ancillary discussions on the possi- bility of a "dependent state" in international law, of the desirability of universality in certain organizations set up by the international com- munity, and of the rights of peoples to national self-determination. It would appear, however, that these questions, far from being ancillary, are integral to any discussion of "statehood." Even the language of the law-or perhaps especially the language of the law-contains ambiguities which are inherent in any language system, and the diffi- culties presented by this fact can only be resolved by an analysis which takes full cognizance of the contextual background. Thus, when ex- amining what is meant by the word "state," an appraisal of the com- munity interests which will be affected by the decision to interpret it in one way rather than in another is necessary. Discussions, for example, of whether a "dependent state" can exist under international law become meaningless unless there is first an examination of whether the community of nations would find it appropriate, in the light of its long range objectives, to afford the rights which follow from "state- hood" to entities fettered by restrictions which impair their independ- ence. -

COMPARATIVE POLITICAL INSTITUTIONS Political Science 7972 Prof Wm A Clark Thursdays 9:00-12:00 213 Stubbs Hall 210 Stubbs Hall [email protected] Fall 2013 COURSE DESCRIPTION This course is dedicated to the comparative analysis of political institutions, which in comparative politics are viewed as either formal rules or organizations. The primary orientation of the course material lies in state governmental institutions, although some social institutions will also be examined. The course focuses on what has come to be called the "new institutionalism," which adopts a more decidedly structural or state-centric approach to politics. It emphasizes the relative autonomy of political institutions, and thus seeks to present a counterweight to the predominant view of politics as merely a reflection of the aggregation of individual preferences and behaviors. If it can be argued that individuals and institutions impact each other, the new institutionalism focuses primary attention on how relatively autonomous political institutions (i.e., rules and organizations) affect individual political behavior. COURSE REQUIREMENTS Each student’s semester grade will be determined on the basis of four tasks, detailed below. [1] Research paper: weighted at 35% of the course grade. This paper is to be modeled on a typical conference paper. The paper should focus on the downstream consequence(s) of a national or sub-national institutional variable; that is, it should adopt an institutional factor (or factors) as the independent variable(s). It should focus on any country other than the USA, and may adopt any traditional form of institutional analysis. It must be fully cited and written to professional standards. -

CIVIL-MILITARY RELATIONS: A COMPARATIVE ANALYSIS OF THE ROLE OF THE MILITARY IN THE POLITICAL TRANSFORMATION OF POST-WAR TURKEY AND GREECE: 1980-1995 Dr. Gerassimos Karabelias Final Report submitted to North Atlantic Treaty Organization (NATO) in June 1998 1 ABSTRACT This report attempts to determine the evolution of civil-military relations in Turkey and Greece during the 1980-1995 period through an examination of the role of the military in the political transformation of both countries. Since the mid-1970s and especially after the Fall of the Berlin Wall, the struggle for spreading the winds of democracy around the globe has been the goal of all western states and particularly the United States of America. However, taking into consideration the volatility in the Balkans and in Central Asia, the military institution of Turkey and Greece which gave the impression that it withdrew in the barracks after their last intervention in 1980-83 and 1967-74 respectively, could easily be forced or even tempted to assume a greater responsibility in the conduct of each country’s domestic and foreign affairs. Only through a better understanding of its role during the 1980-95 period, we would be able to determine the feasibility of such scenarios. Using a multi-factorial model as a protection from the short- sighted results which the majority of mono-factorial approaches produce, this report starts with the analysis of the distinct role which the Armed Forces of each country have had in the historical evolution of their respective civil-military relations up to 1980 (Part One of Chapters Two and Three). -

The United States of America Is a Federal Republic Consisting of 50 States
The United States of America is a federal republic consisting of 50 states. Each state has its own government (“state government”). In some ways the United States is like 50 small countries. The government of the USA acts according to the Constitution which was signed by the first thirteen representatives of thirteen original American states in 1787. The document was written in 1787 and since that time twenty six Amendments have been added. The first ten Amendments were simply rights or the Bill of rights. According to the Constitution the USA is a republic. So, the officials of any rank are elected by US citizens. Every citizen has rights which can not be violated. The Constitution proclaims a federal system of government which keeps both the states and the federal power from getting too much power. It means that the federal government is given certain powers, for example, to make peace or war, to issue money and to regulate the trade and so on. Constitution has been amended twenty six times. The Bill of Rights guarantees individual liberties: freedom of word, religion and so on. Later amendments abolished slavery, granted the vote to women and colour people and allowed citizens to vote at the age of 18. The federal power is located in Washington, D.C. It is based on legislative, executive and juridical branches of power. The legislative power of the USA is vested in the Congress of the USA, in other words the American Parliament. The Congress was created by Article I of the Constitution, adopted in 1787. -

Office: SIS 350 COURSE DESCRIPTION Comparative political science is one of the four traditional subfields of political science. It differs from international relations in its focus on individual countries and regions, and its comparison across units – national, subnational, actors, and substantive themes. Yet it is vital to scholars of international relations, not least because of its ability to explain differences in the basic postures of national and subnational actors, as well as in its focus on key variables of interest to international relations, such as democratization, the organization of state decision-making, and state capacity. Both subfields have benefited historically from considerable methodological and theoretical cross-fertilization which has shaped the study of international affairs significantly. The first section of the course focuses on the epistemology of comparative political science, seeking to understand how we know what we know, the accumulation of knowledge, and the objectivity of the social sciences. The remainder of the course addresses substantive debates in the field, although students are encouraged to critically address the theoretical and methodological approaches that are used to explore these substantive issues. COURSE OBJECTIVES This course will introduce students to the field, analyzing many of the essential components of comparative political science: themes, debates, and concepts, as well as different theoretical and methodological approaches. -
