3.6 Aesthetics 3.6 AESTHETICS EXECUTIVE SUMMARY This section describes those resources that define the visual character and quality of the City’s Planning Area. The City’s Planning Area consists of its incorporated boundaries and adopted Sphere of Influence (SOI). The County’s Planning Area consists of unincorporated land within the One Valley One Vision (OVOV) Planning Area boundaries that is outside the City’s boundaries and adopted SOI. Together the City and the County Planning Areas comprise the OVOV Planning Area. Resources within the City’s Planning Area as well as the surrounding County’s Planning Area include a variety of natural and man- made elements and the viewsheds to those elements that serve as visual landmarks and contribute to the unique character of the City’s Planning Area. Although specific visual resources in the City’s Planning Area are identified in this section, it is not intended to provide an exhaustive inventory, as the nature of these resources is somewhat subjective and not easily quantified. Implementation of the proposed General Plan would increase development within the Santa Clarita Valley, which, if unregulated, would contribute to the obstruction of views, damage scenic resources, conflict with the community’s rural character, and generate substantial levels of light and glare. However, some of the proposed General Plan policies that would ensure the protection of scenic resources and corridors, promote quality construction that enhances the City’s urban form, increase open space, and landscaping, and limit light overspill. For these reasons, implementation of the City’s General Plan on aesthetics would be less than significant. EXISTING CONDITIONS The OVOV Planning Area is dominated by a physical setting that offers residents and visitors a variety of scenic experiences due to the mixture of topography, flora and fauna, and a rich historical and cultural heritage. Memorable and distinctive scenery provides residents with a sense of place and identity, heightening the feeling of belonging and instilling a sense of uniqueness and civic pride. The OVOV Planning Area contains the Santa Clara River Valley, visually framed by the eastern Santa Susana Mountains, western portions of the San Gabriel Mountains, and southern slopes of the Sierra Pelona (Figure 3.6-1, Scenic Resources within the OVOV Planning Area). In addition to the major ridgelines forming the boundaries of the Valley, prominent scenic resources include river and creeks, canyons, and forestlands. Angeles National Forest land, most of which is undeveloped and protected, surrounds much of the City’s Planning Area. The natural topography of the Santa Clara River and its many tributary canyons, in conjunction with the National Forest holdings, has focused growth in the Santa Clarita Valley on the Impact Sciences, Inc. 3.6-1 One Valley One Vision Draft Program EIR 0112.023 City of Santa Clarita September 2010 3.6 Aesthetics more central, level areas between the Valley’s two major freeways. Most of the development has occurred adjacent to the Golden State (Interstate 5) and Antelope Valley (State Route 14) freeways, concentrating urbanization within a “V”-shaped area formed by these two major transportation routes. Overview of Visual Resources The following discussion on scenic resources (i.e., major topographic features, woodlands, water bodies, open space, recreational areas, undeveloped land, urban form, historical resources and landmarks) includes text extracted from the Technical Background Report for the Santa Clarita Valley General Plan (February 2004). Text is also used from the Conservation and Open Space Element of the City’s General Plan (October 2009). A community’s scenic resources contribute to one’s experience of “place” and influence the quality of life in that community. “Aesthetic value” refers to the perception of the natural beauty of an area as well as the elements that create or enhance its visual quality. While aesthetic value is subjective, it is typically included as a criterion for evaluating those elements that contribute to the visual quality that distinguishes an area. Most communities identify scenic resources as an important asset, although what is considered “scenic” may differ based on the environmental setting. Scenic resources that define a valley community differ from those that define a coastal or mountain community. “Scenic resources” can include natural open spaces, topographic formations, and landscapes that contribute to a high level of visual quality. These are significant resources that can be maintained and enhanced to promote a desired aesthetic value in the future. Many people associate natural landforms and landscapes with scenic resources, such as oak woodlands, lakes, rivers, streams, and some historical areas. Developed open spaces and the built environment constitute scenic resources and include parks, trails and pathways, nature centers, archaeological, and architectural features. “Viewsheds” constitute the range of vision in which scenic resources may be observed. They are defined by physical features that frame the boundaries or context to one or more scenic resources. A region’s topography can lend aesthetic value through the creation of public view corridors of ridgelines and mountains and through the visual backdrop created by mountains and hillsides. Viewsheds and scenic vistas may include views of a range of resources, whether natural or man-made, and are also considered important scenic resources for preservation.     4.3 CULTURAL RESOURCES INTRODUCTION W & S Consultants, (W&S) conducted an archaeological survey of the project site that included an archival record search conducted at the local California Historic Resource Information System (CHRIS) repository at the South Central Coastal Information Center (SCCIC) located on the campus of California State University, Fullerton. In July 2010, a field survey of the 1.2-mile proposed project site was conducted. The archaeological survey report can be found in Appendix 4.3. Mitigation measures are recommended which would reduce potential impacts to unknown archeological resources within the project site, potential impacts to paleontological resources, and the discovery of human remains during construction to less than significant. PROJECT BACKGROUND Ethnographic Setting Tataviam The upper Santa Clara Valley region, including the study area, was inhabited during the ethnographic past by an ethnolinguistic group known as the Tataviam.1 Their language represents a member of the Takic branch of the Uto-Aztecan linguistic family.2 In this sense, it was related to other Takic languages in the Los Angeles County region, such as Gabrielino/Fernandeño (Tongva) of the Los Angeles Basin proper, and Kitanemuk of the Antelope Valley. The Tataviam are thought to have inhabited the upper Santa Clara River drainage from about Piru eastwards to just beyond the Vasquez Rocks/Agua Dulce area; southwards as far as Newhall and the crests of the San Gabriel and Santa Susana Mountains; and northwards to include the middle reaches of Piru Creek, the Liebre Mountains, and the southwesternmost fringe of Antelope Valley.3 Their northern boundary most likely ran along the northern foothills of the Liebre Mountains (i.e., the edge of Antelope Valley), and then crossed to the southern slopes of the Sawmill Mountains and Sierra Pelona, extending 1 NEA, and King, Chester.

  • Three Chumash-Style Pictograph Sites in Fernandeño Territory
    THREE CHUMASH-STYLE PICTOGRAPH SITES IN FERNANDEÑO TERRITORY ALBERT KNIGHT SANTA BARBARA MUSEUM OF NATURAL HISTORY There are three significant archaeology sites in the eastern Simi Hills that have an elaborate polychrome pictograph component. Numerous additional small loci of rock art and major midden deposits that are rich in artifacts also characterize these three sites. One of these sites, the “Burro Flats” site, has the most colorful, elaborate, and well-preserved pictographs in the region south of the Santa Clara River and west of the Los Angeles Basin and the San Fernando Valley. Almost all other painted rock art in this region consists of red-only paintings. During the pre-contact era, the eastern Simi Hills/west San Fernando Valley area was inhabited by a mix of Eastern Coastal Chumash and Fernandeño. The style of the paintings at the three sites (CA-VEN-1072, VEN-149, and LAN-357) is clearly the same as that found in Chumash territory. If the quantity and the quality of rock art are good indicators, then it is probable that these three sites were some of the most important ceremonial sites for the region. An examination of these sites has the potential to help us better understand this area of cultural interaction. This article discusses the polychrome rock art at the Burro Flats site (VEN-1072), the Lake Manor site (VEN-148/149), and the Chatsworth site (LAN-357). All three of these sites are located in rock shelters in the eastern Simi Hills. The Simi Hills are mostly located in southeast Ventura County, although the eastern end is in Los Angeles County (Figure 1).

    3.12 HYDROLOGY AND WATER QUALITY EXECUTIVE SUMMARY This section describes the drainage features, stormwater quality, flooding hazards, and flood-protection improvements within the City’s Planning Area. Regulatory agencies governing stormwater quality and flooding hazards are also discussed. The City’s Planning Area is comprised of the City’s boundaries and adopted Sphere of Influence (SOI). The County’s Planning Area consists of unincorporated land within the One Valley One Vision (OVOV) Planning Area boundaries that is outside the City’s boundaries and adopted SOI. Together the City and County Planning Areas comprise the OVOV Planning Area. With implementation of the proposed General Plan goals, objectives, and policies potential impacts on hydrology and water quality would be less than significant. EXISTING CONDITIONS Surface Water Drainage Patterns within City’s Planning Area Surface water drainage patterns are dependent on topography, the amount and location of impervious surfaces, and the type of flood control that is located in an area. The size, or magnitude, of a flood is described by a term called a “recurrence interval.” By studying a long period of flow record for a stream, hydrologists estimate the size of a flood that would have a likelihood of occurring during various intervals. For example, a five-year flood event would occur, on the average, once every five years (and would have a 20 percent chance of occurring in any one year). Although a 100-year flood event is expected to happen only once in a century, there is a 1 percent chance that a flood of that size could happen during any year.

During “The Big Picture” Community Strategic Planning process in 2004, several open space goals were reaffirmed. Additionally, in 2007 a number of community members spoke to the Council in support of preserving undeveloped land and asked the Council to, once again, pursue the creation of a mechanism to finance the acquisition and preservation of undeveloped land. The County’s Planning Area consists of unincorporated land within the One Valley One Vision (OVOV) Planning Area boundaries that is located outside the City’s boundaries and the adopted SOI. The City and the County Planning Areas together comprise the OVOV Planning Area. A substantial portion of the area within the City has been developed. Species within the remaining natural areas are adapted to the Mediterranean climate of the region, in that they thrive in the cool, wet winters, and dry, hot summers typical of the area. Within the City boundaries, these areas include the Santa Clara River through the City; and portions of San Francisquito Canyon, Sand Canyon, Whitney Canyon, and Placerita Canyon. The major natural features of the City’s adopted SOI include the Liebre Mountains south of the National Forest boundary, including Cruzan Mesa and portions of Tick Canyon, Mint Canyon, Bouquet Canyon and San Francisquito Canyon; and the San Gabriel Mountains north of the National Forest boundary, including portions of Sand Canyon and
