AIG Emergency Rapid Response Project Monthly Report – February 2007
1. Community and Government Relations:
February saw the late arrival of winter in many of the earthquake affected areas with cycles of heavy rain and snow. ERTs continue to expand the networks of first responder community level trainings, lead assessment ventures and response to difficult emergency situations in harsh conditions.
The project meeting held on 17 February in Mansehra, involving all 11 ERTs, was an opportunity to formally welcome the Kohistan ERT into the project, gather experience from the activities of other teams and discuss plans for future operations.

The development of a coordinated effort of ERTs with government and non-governmental systems also has expanded.
The newest ERT, Kohistan, has integrated with 22 national and international NGOs and government offices working in the district.
On 23 February, Sirin ERT held a special training for the Jabori Police. A fully equipped emergency medical kit was given to the participants following the training.
Battagram and Allai ERTs have coordinated Save the Children’s work for food programs to set up an emergency workforce for clearance of small landslides that often occur on the link roads from the Karakuram highway. Larger efforts involving machinery are coordinated with the National Logistics Cell and 104 Engineering Battalion.
Muzaffarabad ERT continues to work with Edhi Foundation, Rescue 15 MZD and AIMS Hospital regarding winter emergencies.
There are similar initiatives at the community level, dependent on the socio-cultural and disaster mitigation systems in the AoRs. For example, Battal ERT has selected 38 trained volunteers to form 4 Emergency Response Teams in their high risk areas (villages Khakhoo, Niansukh, Shangraha and Harori). Neelum ERT has established school-level Emergency Response Teams in each secondary and higher level institution in the valley, led by teachers and motivated students.
The AIG Emergency Response Project radio talk show on Power FM99 concluded with the sixth program aired on 23 February. This program allowed ERT members to explain in detail the importance of disaster mitigation and the hazards of the winter months from their experiences in the field. Questions from listeners on health risks and fire safety were most common. The 60 day airing of public service announcements mentioning the contact details for each ERT have also been completed.

2. Current Activities:
(i) Emergency Intervention
Interventions this month included: landslide, road traffic accidents, medical treatment, medical evacuations, and fires. Emergency shelter kits (winterized tent, 5 blankets, 2 plastic sheets) were distributed in all cases of fire.

Battagram Landslide near Peshora caused heavy traffic jam on the main 1 2-Feb Battagram Thakot Peshora Landslide valley silk route. ERT responded quickly after hiring some laborers to clear the road .Road become open for all kind of traffic in a very short time.
One family living in a shelter in Nakka Sher called the ERT Battal Naka 2 2-Feb Mansehra Hillkot Fire about the fire. First aid given to the injured, with first degree valley Sher burns. There were no major injuries.
An NRC vehicle had an accident. The only person in the Battal Landi 3 6-Feb Mansehra Battal Road Traffic Accident vehicle, the driver, suffered minor injuries and was given first valley Battal aid treatment.
4 7-Feb Kohistan Kohistan Kamalia Barkmala Landslide 7 year old boy got head injury from a rock falling while passing through a landslide. Medical treatment was given by ERT. 30 year old Usman came to ERT field station suffering from a Mira Emergency Medical 5 8-Feb Siran valley Mansehra Jabori severe asthmatic attack. ERT stabilized the patient through kamashi Treatment treatment of nebulization and steroids.
ERT received a call about a fire breakout in a shelter. After Neelum 6 11-Feb Muzaffarabad Noraseri Danna Fire controlling the fire, the site was cleared and emergency shelter valley kit was provided to the family.
10 year old Zulfiqar got a deep wound on forehead while Mira Emergency Medical 7 14-Feb Siran valley Mansehra Jabori playing. Stitching and sterile dressing had been given by the kamashi Treatment medic while on assessment.
ERT found two months baby with acute respiratory tract Emergency Medical 8 16-Feb Siran valley Mansehra Jabori Siree infection in severe situation while on assessment. Emergency Treatment medical treatment was given and she was able to survive.
29 years old pregnant woman with labor pain was treated to Mira high 9 17-Feb Siran valley Mansehra Jabori Medical Evacuation subside the pain and then shifted DHQ hospital Manshera by school ERT.
A hypertensive patient with a chance of carebrovascular Mira 10 19-Feb Siran valley Mansehra Jabori Medical Treatment accident was treated with anti hypertensive, antiemetics by the kamashi ERT.
3 year old patient was unconscious die to dehydration caused 11 19-Feb Siran valley Mansehra Jabori Mira Medical Treatment by diarehhea. ERT re hydrated the child and he regained consciousness.
Sachan Four years old child was badly burned by fire .She was 12 20-Feb Siran valley Mansehra Sachan Fire kalan evacuated to DHQ hospital Manshera after first aid by ERT.
Serious patient with stroke received in BHU Patika was Neelum 13 20-Feb Muzaffarabad Khori Patika Medical Evacuation managed with some basic medical support, than shifted to valley AIMS hospital in ERT vehicle. ERT received a call about fire breakout in a ochri village. After 14 21-Feb Kaghan valley Mansehra Mahandri Ochri Fire overcoming the fire first aid was given to two minor injuries.
22 year old Abid, with severe pain in the popliteal fossa was Emergency Medical 15 22-Feb Siran valley Mansehra Jabori Siree unable to walk due to pus filled lump. He was surgically treated Treatment by the medic.
Bagh team received information about a road accident due to landslide. Team reached on the spot where unfortunately 14 16 24-Feb Bagh RawlaKot Panyola Sanathi Road Traffic Accident people died. 5 serious injured were transported to CMH Rawalakot. ERT helped authorities in recovering the bodies and clearing of land slide.
Patient with fractured right forearm suffered from a fall was Neelum examined. inj dicloran given, polysling applied and carried to 17 28-Feb Muzaffarabad Khori Khannyan Medical Evacuation valley AIMS hospital in muzaffarabad for further management by ERT.

The urban winter distribution in Muzaffarabad and Bagh, led by Development Authority Muzaffarabad and Municipal Administration Bagh, with coordination by the IOM-led Rural Relief and NFI working group and support from Kashmir ERTs, was completed by mid-February. With help of ERTs the distribution provided winter assistance to 4915 families in the urban centers.

(ii) Training
On the basis of assessment and call-in requests, ERTs in Kashmir and NWFP have trained 13703 first responders (11533 male/ 2150 female) in Kashmir and NWFP. Modules include: disaster management, first aid, BLS, mountaineering, survival and fire safety. A total of 43 trainings were held in February.

Battagram ERT trainers held a special two-day training session (26-27 February) in Mansehra for the volunteers of the National Commission for Human Development. The District Nazim Sardar Mohammad Yousaf was the chief guest of the training, which focused on first aid and safety in the field. (iii) Assessment
DISASTER ASSESSMENT- VILLAGES AT HIGH RISK
To date ERTs have assessed 586 at-risk villages. Assessment work has successfully led to the matching of emergency needs with training modules for the training operations of the ERTs, as well as targeted winter distributions and mapping of needs passed on through the government and humanitarian community coordination and planning meetings.

On request of Malteser International, Kohistan ERT assessed a list of 450 vulnerable families in 15 villages in Union Council Kolai (12-17 February). 373 of the 450 were classified as most vulnerable and targeted for a joint distribution.
3. Future planning
The recent harsh weather will mean the continuation of ERT interventions and targeted distribution in at- risk locations through the end of March.
Mid term examinations have forced the postponement of Kashmir and Hazara University trainings until early next month.
Continued involvement of Operational Managers and ERT members in provincial level Disaster Management training of trainers programs put on by the National Volunteer Movement will strengthen the links with national and provincial level disaster planning. The Project Manager is also advising the provincial government in the creation of a Disaster Management Cell, an independent government department, responsible to:
1. facilitate AJK government for federal interaction to emergency support.
2. provide a proactive and integrated response to catastrophic events by maximizing the integration of emergency related prevention, preparedness, response and recovery activities.
3. address linkages to other state incident management and emergency plans development for specific type of incident or hazards.
4. maximize efficient utilization of resources required in emergencies and the protection of critical infrastructure resources protection and restoration.
5. improve coordination and integration of federal, state, local and regional departments, INGOs and NGOs.
There are plans for intensive skill improvement trainings for ERT members, to be facilitated by consultants such as the Pakistan Alpine Club etc.

An Irish media team from Animo TV, Dublin, also covered AIG-funded Rapid Response Team’s (ERT) activities in the Neelum Valley, including assessments and medical assistance. A 30-minute documentary, which will be aired on Ireland’s National TV in the coming weeks, is expected to cover Neelum Rapid Response Team with AIG visibility.
