Bull Bar New Era Begins!

Wayne & Anne Tindall transformed an old butcher shop into a venue that has been synonymous with great food , fantastic street art from world famous artist Heesco to live entertainment and a place that you can relax with friends and family on a Friday night. A funky piece of brought to Yarram.

During this time the Bull Bar’s scrumptious food has been provided by Renae and Robert Long of Jack River Pro- duce and from November 1 , both Wayne and Anne are passing the baton onto Robert and Renae to operate the Bull Bar and that is were a new exciting chapter begins.

From December 1 , the Bull Bar will be open Thursday from 4pm – 9pm , Friday from 4pm – 11pm and Saturday from 3pm – 11pm with the addition of the beer garden which will be open out the back to have a nice craft beer or wine with friends while enjoying the summer sunshine.

Port Albert’s—Living Treasure— Gwen Fraser

Earlier this week I had the pleasure of sitting down with a remarkable lady—Gwen Fraser and here is her story.

Gwen was born in Hawthorn just off Burwood Road and was one of two siblings.

Gwen adored her father who every Monday would take her to the Richmond Race Track and watch the pony races and every Monday her mother would write a letter to the school saying Gwen was “sick “. Unfortunately , tragedy struck when her father passed away at the early age of forty eight from overwork and Gwen was just nine at the time . Gwen also lost her sibling at the age of nine so then growing up with only a mum was tough at that time.

In her teens Gwen met Stan who was a well built man that rowed for the Footscray Rowing Teams and in 1940 not only won the junior divi- sion but weeks late won the seniors and together they moved to Essendon , when there were paddocks as far as the eye could see and had three boys Greg , Ray and Max , that to this day still calls them “The Boys “.

Gwen not only has three son’s that are extremely close, has welcomed into the world nine grandchildren and fourteen great grandchildren.

Stan was an engineer by trade but loved the outdoors and without hesitation moved to Devon North in 1956 to become a Dairy Farmer of 200 cattle , without any previous experience just a wish to be living on the land.

In 1979 Stan built their “retirement “ house in Port Albert and a few years later Gwen joined the Yarram Historical Society and Geniality Group and much to her amazement she discovered that she was a descendent of John McKenzie , the first ship builder in Port Albert and for that matter . John build the first three boats in a ship yard next to what is today the Port Albert Yacht Club being the Colline ( 1847 ) , Albert ( 1849 ) and Dobson ( 1852 ).

John was an industrious man, not only as a ship builder but publican of the Alberton Hotel until his death in 1857.

His death was sudden John was hit by lightning and subsequently drowned while he and his son Donald were out fishing in Corner Inlet. For three days Donald drifted until a person on the banks saw a person wearing a red shirt and was subsequently saved. John’s body was never found.

Gwen said she loves Port Albert and feels like “I've Come Home “.

What makes Gwen’s story even more amazing is her recall of times , dates , names and events and in July 2019 she celebrated 100 years young.

It was a wonderful afternoon which I will never forget and thank Gwen for allowing me the opportunity to tell her story.

Exploring Our Region— Tarra Bulga National Park

The Tarra-Bulga National Park is a national park located in the region of eastern Victoria, .

The park is located 33 kilometers south of on the Traralgon-Balook Road.

The 1,522-hectare national park is situated approximately 240 kilometers east of Melbourne and 24 kilometers north of Yarram in the eastern part of the Strzelecki Ranges. The park is home to one of the last remnants of the indigenous eucalypt forests which once covered the region. The undis- turbed mountain ash forests, fern gully communities and associated Myrtle Beech stands within the park are of consider- able biogeographically significance. The area was first set aside as Bulga National Park in 1904, comprising 20 hectares . In 1909 Tarra Valley National Park was designated nearby, with 303 hectares reserved. Over the years the two parks were gradually enlarged and then merged as the Tarra-Bulga National Park, proclaimed on 17 June 1986. The park covers 2015 ha of some of the best examples of original cool temperate rainforests of the Strzelecki Ranges. The Tarra -Bulga National Park is popular for picnics, walks, scenic drives and the study of nature. Several popular short walks exist within the park.

The self-guided Fern Gully Nature Walk starts at Bulga picnic ground and includes the famous Corrigan Suspension Bridge. The fern gullies are the home of the Superb Lyrebird, Yellow Robins, Crimson Rosella, Swamp Wallabies, Wombats, Possums, Platypus, Bandicoots and Native Rats. There are also seven species of Bats, and numerous reptiles.

The walks feature tree ferns, mountain ash and ancient myrtle beeches are attractions of this cool temperate rainforest. Thirty- nine species of ferns have been recorded, and there are more than 200 different kinds of fungi.

The Visitor Centre at Balook is well designed for access. A toilet block with accessible facilities is located at the rear of the Centre. The picnic tables allow wheelchair access, although on an unsealed surface.

The facilities and walking tracks in the Tarra Valley and Bulga picnic areas were developed in the 1940s and 50s. The tracks are generally narrow, and include steep sections and steps. Access to the toilets for people with a disability is poor. The Bulga car park is on a slope and accessibility is therefore generally poor. The walking track is reasonably accessible as far as the suspen- sion bridge.

Cliffy Island Work Boat Built by the local shipbuilding Brosche family, this boat was the link between the lighthouse crew and the supply boat carrying stores from the mainland.

This small, clinker built boat was lowered by cable and hand operated winch by members of the lighthouse crew.

The winch was mounted on a rough wooden stage above the east land- ing on Cliffy Island. The workboat was originally rowed by oar to the waiting supply boat stationed 100 metres or so from the rock face. After transferring supplies, including lighthouse personnel and family mem-

bers the work boat returned to the waiting winch cable hooks.

When secured it was hoisted with all aboard back up to the staging on the cliff face 12 metres above the Bass Strait waters. Imagine that! In later years the winch was equipped with a driving engine and the work

Nautical Trivia —Copper Bottomed A thing that is copper bottomed whether it be an object or idea is genuine, trustworthy and unlikely to fail. If you come across something that is copper bottomed today it is most likely to be a saucepan. However, in the 18th century and beyond, it would have been a ship. “Copper bottomed” described ships that were fitted with copper plating on the underside of their hulls to prevent worm and barnacle damage, thus keep- ing them in good condition.

Starboard Right—Port Left—Submitted by Rhonda Cahill

Unlike left and right, "port" and "starboard" refer to fixed locations on a vessel.

Since port and starboard never change, they are unambiguous references that are independent of a mariner’s orientation, and, thus, mariners use these nautical terms instead of left and right to avoid confusion. When looking forward, toward the bow of a ship, port and starboard refer to the left and right sides, respectively.

In the early days of boating, before ships had rudders on their centerlines, boats were controlled using a steering oar. Most sail- ors were right handed, so the steering oar was placed over or through the right side of the stern. Sailors began calling the right side the steering side, which soon became "starboard" by combining two Old English words: stéor (meaning "steer") and bord (meaning "the side of a boat").

As the size of boats grew, so did the steering oar, making it much easier to tie a boat up to a dock on the side opposite the oar.

This side became known as larboard, or "the loading side." Over time, larboard—too easily confused with starboard—was re- placed with port. After all, this was the side that faced the port, allowing supplies to be ported aboard by porters.

Blessing of the Animals—St Johns Church Submitted By Rhonda Cahill

The notice in the September Port Albert Tattler certainly contributed to the great attendance at this years Blessing of the Animals at St Johns Church. Rhonda brought her Horses and Dogs of all sizes were amazing with excitement everywhere. Sue’s Budgie sang along with the organ, though one Doggie made it known they thought the singing needed a little more Godly intervention. Reverend Amy spoke to all the animals and to all visitors as well. The BBQ was scrumptious and home- made cakes and slices delicious. Thank you to all the attendees for making this a special pet day !!!

1 block of Philadelphia cream cheese 1 cup of cream ½ a cup of castor sugar ½ tsp vanilla essence zest of 1 lemon 1 packet of buttersnap biscuits Handful of Blueberries

Warm butternut snap biscuits by placing one in each cupcake hole of tray and place in moderate oven for 5 minutes this will make the biscuits become soft and form a small bowl for the filling.

Mix all ingredients except blueberries, spoon filling into butternut snaps and top with blue berries. Place in fridge to set .

Fire Danger Period commencing in YOUR Municipality The Fire Danger Period has been declared for the following municipalities:

Wellington Shire, Greater Shepparton City, Moira Shire, Strathbogie Shire, Benalla Rural City, Mansfield Shire, Wangaratta Rural City, Mount Buller and Mount Stirling Resort, Alpine Shire, Indigo Shire, Towong Shire, Wodonga City, Falls Creek Alpine Resort, Mount Hotham Alpine Resort

To commence at 0100 hours on 28 October 2019 and will remain in place until 1 May 2020 unless stated otherwise.

The commencement of the Fire Danger Period is determined on local existing and predicted conditions that lead to increased fire risk for your locality. This means you cannot light a fire in the open air unless you have a permit or comply with certain requirements. If you do not obtain a permit, you could be breaking the law and may be prosecuted. Penalties may include a fine up to $19,342 and/or up to 12 months' imprisonment. For guides on what you can and can't do during the Fire Danger Period or on days of total fire ban visit cfa.vic.gov.au/can For burn-offs prior and after the declared Fire Danger Period, ensure you comply with any municipal local laws and always register your burn on 1800 668 511. It’s On Again! Free entry to Ag Shows For Wellington Farmers

Following the success of last year, Wellington Shire Council is pleased to again announce free entry to the 2019 Sale and Yar- ram agricultural shows for farmers, their families and employees. Hundreds of local families enjoyed all three local agricultural shows last year, facilitated via Council through State Government Community Resilience Drought Funding scheme. This initiative is one of the many opportunities that Council offers with the support of the State Government to give farmers the chance to attend networking and social events, along with other means of support during the drought. Farmers will receive free entry to the show by simply showing their National Livestock Identification System (NLIS) or Property Identification Codes (PIC) tag at the show gates in , Sale or Yarram. Show dates:

 Sale Show – Friday 1, Saturday 2 and Sunday 3 November

 Yarram Show – Saturday 23 November Wellington Shire Council Mayor Alan Hall said Council was pleased to offer the free admission for a second consecutive year, especially considering the successful uptake of the scheme in 2018. “Free entry to last year’s shows was very well received by our Wellington Farming Communities,” he said. “What we saw was families who have been struggling, come together at a local event and not have to worry about the cost of admission. “Our local agricultural societies did very well out of the scheme also, with increased patronage through their gates, so for eve- ryone it was a win-win.”

New Regulations for Pool and Spa Safety

All residential pool and spa owners will need to be registered with Wellington Shire Council and have a Certificate of Compli- ance, under new State Government regulations.

The new regulations will come into effect next year, to ensure all pools and spas meet safety standards to reduce the inci- dence of fatal and non-fatal drowning in children aged under five.

With about 1,000 household pools and spas in Wellington, each of them will need to be registered and have regular inspec- tions to ensure a current Certificate of Compliance.

It is not only in-ground pools that require safety fencing. Above-ground pools, private spas, Jacuzzis and hot tubs are also a drowning risk and need adequate barriers that meet safety standards.

Council Urges Caution After Increase In Dog Attacks Wellington Shire Council is urging pet owners to secure their animals after experiencing a 43% increase in dog attacks during the past year. The attacks calculated include serious, non-serious and dog rush incidents. While the majority of the attacks were against other dogs or livestock, Council received 17 reports of incidents where dogs have attacked people. In the past two months, Council has prosecuted seven serious dog attack matters in the Sale Magistrate’s Court, resulting in pen- alties ranging from a 12 month Good Behaviour Bond to a $1377 fine. Children under the age of five are particularly vulnerable to dog attacks, especially at home. Wellington Shire Council Mayor Alan Hall said man’s best friend must be adequately restrained when out walking and con- tained when unsupervised. “Research from Agriculture Victoria shows that 80% of dog attack and menace incidents occur in public places as a result of animals not being adequately confined,” he said. “These incidents therefore often take place on the footpath or road bordering the property. “Recent dog attack incidents in Wellington certainly back up this research. “Council officers investigate all dog attack reports and where appropriate, take action through the Magistrate’s Court.” What to do if you are approached by an aggressive dog:

 Stand still, don’t run.

 Keep your hands by your side.

 Stay quiet; try not to make any noise.

 Avoid eye contact with the dog; look at the ground

Once the dog has lost interest, slowly back away.

How to approach dogs safely:

 Always get permission from the owner to pat the dog.

 Approach the dog from an angle, rather than directly from the front.

 Slowly extend the back of your hand with the fingers curled under and allow the dog to sniff.

 Stroke the dog on the side of the chest, the shoulders or under the chin (not on the top of the head).

 Don’t continue to pat the dog if it backs away or doesn’t sniff your hand. 22

Time to Protect Yourself With High Numbers of Mozzies Detected

Wellington Shire Council is encouraging residents to protect themselves from mosquitoes, as a high number of adult airborne mosquitoes have been detected in the area. Council’s Mosquito Control Program has identified a high number of adult mosquitoes from flooding at the Latrobe River at Rosedale and a large amount of water south of the Swing Bridge at Longford. Council’s Mosquito Control Program runs under the guidance of the Department of Health and Human Services (DHHS) and focuses on breeding site monitoring and treatment of larvae. Frequent monitoring is taking place at all identified breeding sites and spraying may occur multiple times over the coming season, once the environmental indicators are suitable. Council’s mosquito management activities can only have limited impact on overall mosquito numbers, so residents and visitors are urged to take action to help prevent mosquitoes from breeding on their properties and taking steps for their own personal protection.

Some useful tips to help prevent from being bitten:

· Apply mosquito repellent regularly (every four hours). Repellents containing DEET or Picaridin are recommended, and are most effective and long lasting in a lotion form · Attach insect screens to the windows and doors of your house to allow air in and keep mosquitoes out · Avoid outside areas at dawn and dusk · Use an insecticide in sleeping areas, according to instructions · Wear light coloured, loose fitting clothes with long sleeves and long trousers Mosquitoes are attracted to dark coloured clothes and can bite through tight clothes · Ensure flyscreens on houses, caravans and annexes are in good condition with no gaps · When camping, take precautions such as using flyscreens on caravans and tents, and by sleeping under mosquito nets · Take particular care while fishing, ensuring that you follow personal precautions to avoid being bitten by mosquitoes.

Prepare Your Property For Fire With No Fee Green Waste Month

Wellington Shire Council is urging residents to prepare their properties for the coming bushfire season, with No Fee Green Waste disposal at all landfills and transfer stations for the month of November.

Traditionally, Council offers No Fee Green Waste for the Melbourne Cup weekend with extended hours at all facilities.

However, this year it was decided to provide this offer for the month of November, during normal operating hours, to allow residents more time to prepare for the coming fire season.

Last season, Wellington had its best response ever from residents cleaning up their properties.

Wellington Shire Council Mayor Alan Hall said he hoped that trend would continue this year.

“We had fantastic results last year, with only 12 properties throughout the whole shire requiring compulsory clean-ups,” he said. “That was the best result we have ever had for a pre-fire season clean-up. “I do hope residents take advantage of the No Fee Green Waste offer we have this year, for the whole month of November. “Council is providing even more opportunities to get prepared for the fire season.”

If a property is identified to pose a potential fire risk to life or property, Council will issue the owner with a Fire Prevention Notice with instructions to clean up.

Serious penalties of $1,652 can apply for failure to comply with these notices.
