The OECD Income Distribution Database (IDD - at http://oe.cd/idd) To benchmark and monitor income inequality and poverty across countries, the OECD relies on a database based on national sources (household surveys and administrative records) and on common definitions. Indicators are based on the concept of “equivalised household disposable income”, i.e. the total market income received by all household members (gross earnings, self-employment income, capital income), plus the current cash transfers they receive, less income and wealth taxes, social security contributions and current transfers that they pay to other households. Household income is adjusted with an equivalence scale that divides total household income by the square root of household size. Standard concepts and definitions of household incomes are provided by the Canberra Group Handbook on Household Income Statistics (United Nations, 2011). In 2015, the OECD changed its standard definition of household income. The revision goes in the direction of bringing the OECD income definition closer to the “operational definition” recommended by the 2011 Canberra Group Handbook. Key changes in the new definition include: i) the inclusion of the value of goods produced by households for their own consumption, as an element of self-employed income; and ii) the deduction of current transfers paid by households to non-profit institutions and other households (e.g. alimonies). As a result, current transfers paid by households now distinguish among: i) taxes on income and wealth and social security contributions paid by workers; ii) contributions to employment-related occupational schemes; and iii) current transfers paid by households to non-profit institutions and other households. In addition, a more detailed breakdown of current transfers received by households was implemented. This distinguishes among transfers received from: i) social security schemes; ii) employment-related occupational schemes; and iii) other households and non-profit institutions. This change allows more fine-grained measures of redistribution by distinguishing between “primary income” (income from work and capital and net transfers from other households), “market income”( primary income plus transfers received from employment-related schemes), “gross income” (market income, plus transfers received from social security schemes, less transfers paid to employment-related occupational schemes) and “disposable income” (gross income less taxes and other current transfers paid). Current transfers paid by households to non-profit institutions and other households, which were previously included in “capital income”, are now separately identified as a component of “current transfers paid by households”. While the new income definition implies a break in OECD historical series (data based on both the old and new definition are shown separately in OECD.Stat), data are available for at least one common year (typically either 2011 or 2012) based on both definitions. The pre-2011 data described in this brief have been corrected for this break. The corrected values proved to be significantly different from original values only in a handful of countries (notably Chile and Israel) and very limited or insignificant in the others. The inclusion of the value of goods produced by households for own consumption provides the basis for the progressive integration in the OECD database of estimates for selected middle-income countries, where subsistence agriculture accounts for a significant share of household economic resources. In most OECD countries for which information is available, the value of goods produced by households for own consumption is generally below 1% of household income but much higher in Mexico, where it accounts for 4% of household income (see Table 1). This income item is also more important for low-income households. The inclusion of goods produced by households for their own consumption lowers both income inequality and the proportion of people falling below the poverty-threshold. In Mexico, the ratio between the income received by people in the highest quintile to that received by those in the lowest one decreases from 13.7 to 11.5 in 2012; the Gini coefficient for disposable income falls from 0.482 to 0.457 and the share of people below the poverty line, from 21.4% to 18.9% (although these changes also reflect methodological changes introduced by the statistical office to measure income at the bottom of the income scale). In 2012, 13.2% of the state’s population— roughly 737,356 people1—lived in poverty, as compared to 8.7% in 2000.2 Wisconsin residents are better off economically than the nation as a whole, which has a 15.9% poverty rate. Nonetheless, the official statewide poverty rate has remained well above 12% since 2009. Two recessions and persistently high unemployment have increased economic hardship in Wisconsin. As a result, a larger proportion of households in the state now live in poverty and struggle to secure adequate and nutritious food.     How’s life in your region? Insights from income distribution and poverty in OECD regions July 2014 New OECD data show that differences in household income distribution and poverty are large not only among OECD countries but also across regions within a country. The availability of information on household income distribution and poverty at regional level, as well as on other aspects of quality of life, helps policy makers to focus their efforts and enhance the effectiveness of public interventions in a period of tight resources. The forthcoming OECD report How’s life in your region? documents the importance of regional inequalities in many well-being dimensions in OECD countries, provides evidence on the determinants of income inequalities within and between regions, and discusses the links between income inequality and economic growth at regional level. Regional data on the distribution of household income come with various warnings. Household surveys are rarely designed to be representative at the regional level; comparing regions in different countries is tricky, because their size varies; and these income numbers ignore the fact that the cost of living is usually lower in rural areas than in cities, which may have the effect of exaggerating inequality in a country. The new set of indicators of regional income inequality and poverty produced for 28 OECD countries extends the OECD Income Distribution Database (IDD) to NUTS2 regions in Europe and to large administrative regions (e.g. states in Mexico and Unites States) for non-European countries for the year 2010 and providing measures of the statistical reliability of these data.

    Economic Policy Reforms 2012 Going for Growth © OECD 2012 PART II Chapter 5 Reducing income inequality while boosting economic growth: Can it be done? This chapter identifies inequality patterns across OECD countries and provides new analysis of their policy and non-policy drivers. One key finding is that education and anti-discrimination policies, well-designed labour market institutions and large and/or progressive tax and transfer systems can all reduce income inequality. On this basis, the chapter identifies several policy reforms that could yield a double dividend in terms of boosting GDP per capita and reducing income inequality, and also flags other policy areas where reforms would entail a trade-off between both objectives. 181 II.5. REDUCING INCOME INEQUALITY WHILE BOOSTING ECONOMIC GROWTH: CAN IT BE DONE? Summary and conclusions In many OECD countries, income inequality has increased in past decades. In some countries, top earners have captured a large share of the overall income gains, while for others income has risen only a little. There is growing consensus that assessments of economic performance should not focus solely on overall income growth, but also take into account income distribution. Some see poverty as the relevant concern while others are concerned with income inequality more generally. A key question is whether the type of growth-enhancing policy reforms advocated for each OECD country and the BRIICS in Going for Growth might have positive or negative side effects on income inequality. More broadly, in pursuing growth and redistribution strategies simultaneously, policy makers need to be aware of possible complementarities or trade-offs between the two objectives.

    The New York City Government Poverty Measure is released NYC Opportunity annually by the Mayor’s Office for Economic Opportunity. The measure is a more realistic metric than the official poverty measure released by the federal government and one that 2018 Poverty Report provides a detailed description of the nature of poverty in New York City. Poverty Rates, 2014–2016 Measuring poverty involves setting a threshold (where is the poverty line?) and calculating income (how much of what?) The NYCgov poverty measure is a more realistic 45.1% NYCgov Near Poverty measure of poverty than the federal poverty measure. The NYCgov threshold is based on national spending on necessities: food, shelter, clothing and utilities and is adjusted for the higher cost of housing in New York City. The threshold varies by family size. 44.2% The NYCgov income measure includes multiple resources: after-tax earnings (including tax credits) and the value of cash and in-kind benefits (SNAP, housing vouchers, etc.).     The College Wealth Divide: Education and Inequality in America, 1956-2016 Alina K. Bartscher, Moritz Kuhn, and Moritz Schularick Using new long-run microdata, this article studies wealth and income trends of households with a college degree (college households) and without a college degree (noncollege households) in the United States since 1956. We document the emergence of a substantial college wealth premium since the 1980s, which is considerably larger than the college income premium. Over the past four decades, the wealth of college households has tripled. By contrast, the wealth of noncollege households has barely grown in real terms over the same period. Part of the rising wealth gap can be traced back to systematic portfolio differences between college and noncollege households that give rise to different exposures to asset price changes. Noncollege households have lower exposure to the equity market and have profited much less from the recent surge in the stock market. We also discuss the importance of financial literacy and business ownership for the increase in wealth inequality between college and noncollege households. For 2010, the poverty threshold for a single individual was an income of $11,139 and for a family of four the threshold was $22,314. Indicator Overview: . Poverty rates are established with the ten‐year census, and percentages are then estimated annually based on the American Community Survey and/or the Annual Social and Economic Supplement to the Current Population Survey. Beginning with the late 1950s, the poverty rate for all Americans fell from 22.4 percent. These numbers declined steadily, dropping as low as 11.1% in 1973. The poverty rate began to cycle up to as high as 15.2 percent in 1983. The national poverty rate has remained between 11 and 15 percent since 1973. Poverty rates can vary greatly across subpopulations. ← Trends: Prior to 2000, the poverty level in Michigan was consistently lower than the national average, reaching a low for the past decade of 10.2 percent. Since 2000, the poverty level in Michigan has remained more consistent with the national percentage, and is slightly higher than the national percentage for 2008‐2010 at 15.4 percent. According to the National Center for Children in Poverty, in 2009, 44 percent (1,012,918) of children lived in low‐income families (below 200% of the federal poverty level) in Michigan, compared to the national rate of 42 percent. Children living below the federal poverty threshold in 2008 was 22 percent compared to the national rate of 21 percent.

    Measuring Poverty Laura Wheaton and Jamyang Tashi Many agree that the official measure of poverty in the United States is flawed. The official measure is based on cash income, and the thresholds for measuring poverty are based on outdated data. Experts have recommended an alternative measure of poverty that includes all family resources net of taxes and nondiscretionary expenses and updates the thresholds to reflect current spending patterns (Citro and Michael 1995; Iceland 2005). Representative Jim McDermott (D-WA) and Senator Chris Dodd (D-CT) have co- sponsored the Measuring American Poverty (MAP) Act, which recommends a modern poverty measure based on this alternative. • The official measure of poverty includes pretax cash income sources in its definition, and it uses a threshold based on a subsistence food budget times three. The measure was developed in 1963 and is based on spending patterns observed in a 1955 consumption survey. The thresholds represent nationwide spending averages, adjusted for inflation. The thresholds vary by family size, number of children, and whether the family is headed by an older adult. The official measure assumes that adults age 65 and older need less money to support their basic needs than younger adults. - In 2006, a family consisting of one adult and one child was considered poor if its cash income fell below $13,896, and a family of two adults and two children was considered poor if its income fell below $20,444.1 - In 2006, a family consisting of two elderly adults was considered poor if its cash income fell below $12,186. • The alternative measure of poverty developed by the National Academy of Sciences (NAS) in 1995 uses a definition that includes both cash and in-kind income and subtracts taxes and nondiscretionary work-related and out-of- pocket health expenses.
