Schulze, PhD, PE, CPE Associate Professor Department of Industrial Engineering University of Houston, Houston, TX Abstract Globalization can be defined as the industrialization of the world. However, a more pragmatic definition might be the transfer of manufacturing from Established Economic Markets (USA and European Community as defined by the World Bank) to ‘developing’ economic markets. As such, the transference of manufacturing to areas with little or no infrastructure to ensure the health and safety of their workforces, these economic markets find that their rates of work-related injuries have skyrocketed. Although the globalization of economies has brought economic growth and new prosperity to many regions of the world, it has also brought with it an increasing safety concern. Although there are certainly threats to workplace health and safety, there are also opportunities for the international community. Worldwide cooperation, exchange of information, exchange of stories of success and failure, and international networks of Ergonomists, Industrial Hygienists, Safety Professionals and Public Health Professionals will create a collaboration that will be part of the solution than part of the problem through individual efforts. Approaches such as: (1) grass-roots citizen efforts; (2) consumer efforts; (3) professional collaborations; (4) publication of success stories; (5) and a focus on practical solutions that have an immediate impact on worker health and safety while supporting productivity and competitiveness will have an impact on improving working conditions around the world. The world is truly a small place, where the impact is one region is truly felt globally. -

BRIEFING Requested by the EMPL committee Regulating working conditions through EU directives – EU employment law outlook and challenges KEY FINDINGS The European Union has a long-standing tradition of developing its social dimension through the regulation of labour and employment matters. Different instruments of labour and employment legislation have come into existence, including rules on health and safety, working time, equality, flexible work, working conditions, business restructuring and collective rights. However, labour law is still strongly rooted in Member States’ systems and traditions. The legislative competences of the EU are significant, but also limited (areas that are excluded are: pay, freedom of association, right to strike). Due to legal (in terms of legislative competences) and policy restrictions, the outlook for EU labour and employment law shows some gaps and highly relevant issues remain unregulated, including minimum wages, collective bargaining and employment termination. Due to the lack of a uniform definition of worker in the existing framework, EU labour law suffers from inconsistency in its application and persons may fall outside the scope of protection. While the Court of Justice of the EU has attempted to intervene, it has not yet delivered a uniform approach for all existing EU directives, making a revision involving all relevant instruments highly recommended. The European Pillar of Social Rights, adopted in 2017, and the future outlook for labour markets give rise to new challenges for the regulation of work. Areas of improvement for labour and employment regulation concern the growing digitalization of the world of work and new ways of working. Issues are related to new forms of work, coverage of self-employed persons (all or certain types), working time flexibility and sovereignty, techno-stress, health and safety, human-in-command approaches and worker privacy in a digital and robotized work environment. -

The CPEC has been initiated in 2013 and due to its speedy progress, CPEC is now vastly considered as the “flagship” project among the OBOR projects. The CPEC initiatives include; development of Gwadar Port, road, rail and optical fiber connectivity, energy corridor and Special Economic Zones development for bilateral benefits to attain inclusive growth and regional harmonization. Before the inception of CPEC, the growth of Pakistan was curtailed by two major bottlenecks; acute energy shortages and weak local and regional connectivity infrastructures. In 2013, CPEC came with 59 billion USDs under OBOR and it has been eliminating all major economic bottlenecks. This paper sheds light on the BRI with deep focusing on CPEC. It further represents the Pakistan’s improving economic indicators through CPEC. This paper will also examine some key challenges and their solutions in building CPEC. The paper is reproduced as submitted by the author without formal editing. 1 I. The Impending Workforce Crisis The global workforce is now at a tipping point. We are transitioning out of a decades-long period of rapid growth in working age populations and entering a new era of unprecedented population aging and slowing workforce growth. Population aging is driven by three major demographic forces. First, due to improved health care and innovations, global life expectancy increased from 47 years in 1950 to 67 years in 2000. 2 Second, total fertility rates fell drastically in the second half of the 20 th century. The number of children per woman almost halved between 1950 (when women had on average five children) and 2000 (when women had on average 2.6 children). 3 Finally, a surge in fertility rates in the middle of the 20th century, observed largely in North America, parts of Europe, and Australia, created a “baby boom,” a population bulge now entering the older ages. -

Even “Social Europe”, where rights and protections have traditionally been strong, is under attack. There is a profound mistrust of institutions as people increasingly lose trust in governments that prioritise business interests over the wellbeing of working people. Half the world’s population has direct or family experience with unemployment or reduced working hours. More than half are in vulnerable or irregular work, and 40% struggle to survive in the desper- ation of the informal sector. Unions across the world are leading the fight for economic and social justice, with policies based on fair distribution of income rather than the empty promise of neoliberal austerity. -

International cooperation is ever more necessary in meeting these challenges. The NYU Center on International Cooperation (CIC) works to enhance international responses to conflict, insecurity, and scarcity through applied research and direct engagement with multilateral institutions and the wider policy community. CIC’s programs and research activities span the spectrum of conflict, insecurity, and scarcity issues. Blasi Today, more employees than ever before have ownership stakes in their fi rms through Employee Stock Ownership Plans (ESOPs) and fi rm- based stock ownership plans, receive stock options once limited to top executives, and are covered by profi t- sharing plans. The media has publicized both the rewards and dangers of tying worker pay and wealth to company performance. The 1990s produced many stories of regular employees becoming millionaires by working in Silicon Valley fi rms with broad- based options that paid off handsomely. The early 2000s produced stories about Enron employees losing their retirement moneys in a 401(k) plan that was heavily concentrated in company stock.
