Week of July 6-12, 2018 www.thesampsonweekly.com 5 LOCAL NEWS “I think what it will mean to the average citizen is that some of these decisions that have come along the last few years will be solidified and not overturned, and they will be the We Should Know . . . fabric of our law going forward. And we’re not going to be in a situation where some other party gets to come in and say we don’t like that decision we’re just going to overrule it even though we have what’s called Stare decisis. The rule that once a decision has been made then it’s of precedential value and should not be overturned willy-nilly. There should be some good reason for overturning it, such as when they desegregated schools. That’s a major event, but well worthwhile. But ordinary decisions should not be overturned just because I would have voted another way had I been here at the time.”
Next, Simmons asks McCullough to discuss the NC Court of Appeals and the legation’s desire to shrink the number of Appellate Court Judges in that body. McCullough begins, “I served on the Court of Appeals for the last 14 years just having retired last year.”
“I can tell you the Court of Appeals is a very busy work-horse court for the NC Courts system. Of those cases that are appealed from the Superior and District courts, 95% of them end at the Court of Appeals. Once we make a decision, if its 3 to 0 (we sit in panels of 3) if 3 judges concur the losing party can ask the Supreme Court to hear it, but they don’t have to and frequently don’t. And so, its only in those cases where we disagree on the Court of Appeals that the Supreme Court must hear the case and must decide it. And that only happens in less than a third of the cases we hear. So, you can see if you’re a litigant the Court of Appeals is probably going to be the final word in your case unless there is something really extra significant about it.”
Simmons follows-up with a question on reducing the number of Appellate judges and its impact on caseloads. Judge McCullough explains, “Once you have a court that has a number not divisible by three that court is going to be administratively impacted.”
Judge Doug McCullough with JW Simmons, Host of We Should Know “It’s going to be very difficult to balance that workload out. We typically sit in panels of 3 and we have 5 panels each time we have court. So, we have 15 judges at work. Now Tuesdays from 2:30 PM until 3:30 PM, J.W. Simmons hosts a radio show on 1170 AM called if you have 14 judges what do you do. So, that work is naturally going to stretch out in time.”
After earning a history degree from the University of North Carolina at Chapel Hill in 1967 “We normally try to finish within 90 days of hearing a case, but you would see that time and a Juris Doctor degree from the University of South Carolina in 1970, McCullough stretch. And what that means for the litigant is your case will be heard slower, you will get served in the United States Marine Corps, retiring as a Colonel in the Marine Corps a decision later and that’s not fair to the litigants. In fact, that was the primary reason that I Reserves. The Bryant Family is a busy family. Engaged in ministry, city council, education, civic work and local businesses, the Bryant family fills a lot of shoes. Recently some of the shoes have hit the BRIX, but its not the family members you might expect.

SCC Instructor’s Four Decades of Service Odds are if you are an adult in Sampson County, you have taken a class offered by Paul Wolf. Wolf, a Psychology instructor at Sampson Community College, has taught here for 38 years. The college just celebrated its 50th Anniversary last year and Wolf has been there for most of them.
Things have changed quite a bit since I first got here,” says Wolf. “In my early days there were only two buildings on this campus. Now there are several. The student population has changed and we have more diversity on campus.”
Wolf says he too has had to change. “Your teaching methods have to change to keep up with the times. Technology changes and you have to adapt to keep moving forward. This has been a real adventure.” Wolf says for a long time he just did not feel like it was time to retire. His wife, also a former instructor at SCC, retired a few years ago and now he felt the time was right.
Lew Gravis, Sociology instructor for 27 years and a colleague of Wolf, says the two became fast friends. “Paul knows how obsessed I am w neatness and organization,” says Gravis. “I came in to work on my birthday one year and everything in my office had been switched around. Pens had different caps, my computer keyboard was unplugged and everything was out of place. I knew it was him.”
State employee retirement regulations dictate that an employee in the North Carolina system cannot return to employment within six months after they retire. After that time, if an employee wishes to work and the employer has a need, the employee can serve in some capacity for the employer. Wolf has not ruled that out in the future.
“There were lots of people, some here still and some not,” he says. A lot of them worked many years to establish what we now know as Sampson Community College. I hope as we hand off Sampson Community College President, Dr. Bill Starling (L) makes a the baton they continue to invest time and effort into the college to make it even better in the presentation at Wolf’s retirement ceremony. future. The program is an eight-week summer program for youth that features a full day of hands-on and project-based learning, creative arts and healthy living activities, leadership development, and career exploration.
“We have had the pleasure of working with students ranging from rising sixth graders to juniors in high school,” says Susan Baxter, Division Chair of Education Programs at SCC. “They are visiting us from the Hobbton and Union districts. We have tried to show these kids what its like to be in a college setting…on a college campus.”
Sampson Community College has partnered with the Telamon Corporation and its Project IMPACT program to give young students of Sampson County a unique experience. Stu- dents will be on campus all summer learning about the various career paths the college offers.
“Each student will get a chance to teach a short skill to their peers as they try their hand at teaching,” Baxter adds. “We have enjoyed getting to know them and introducing them to Sampson Community College as they continued camp this week.” Telamon teaches clients Baxter (center) teaches class alongside instructors, to access resources in their community and overcome barriers to employment. At Cragmont Sellers serves as an admissions representative for UMO. “During each week of camp, I am given a period of time to talk to the high school students about UMO. I tell the students about the different opportunities that UMO has to offer and how those opportunities have affected me,” Sellers explained.
Sellers’ connection with Cragmont was formed in 2006 when she visited the camp for the first time as a nine-year-old. “After a week full of fun activities and seeing God move, I hated to leave,” Sellers said. “I fell in love with Cragmont that week and I’ve loved it ever since. To me, Cragmont is a little piece of heaven on earth.”
Cragmont is also where Sellers began her personal relationship with Jesus. “I remem- ber everything about that night. I had a mountain top experience,” she said.
Sellers also works with The Challenge, a theological camp at UMO started in 2015 as part of grant from the Lily Foundation.
“I have learned so much from the students who have been involved with The Chal- lenge. These students really want to learn how they can better serve God with the talents they have been given, and that is such an inspiration to me,” Sellers said.
A first-generation college student, Sellers is majoring in agricultural education. She Born and raised in Beaverdam, North Carolina, Jessica Sellers has been familiar with the plans to graduate in the spring of 2019. On campus Sellers is a member of CFFA, the University of Mount Olive (UMO) since childhood. A member of Beaverdam Original UMO Concert Choir, and the UMO Senior Giving Committee.
