EXECUTIVE SUMMARY Kimley-Horn and Associates, Inc. has been retained by HNTB Architects on behalf of the Oakland Raiders to prepare a traffic impact study associated with event traffic operations for the proposed Las Vegas Raiders Stadium. The proposed stadium is being planned to have a seating capacity of 65,000 persons for National Football League (NFL) events. The purpose of this NFL stadium event traffic study is to identify and evaluate the pedestrian and vehicle traffic impacts to the surrounding street network associated with a typical 65,000 person Sunday afternoon NFL game. The findings and recommendations of this report are to address the fundamental stadium transportation access and operations in support the project’s Clark County Entitlements for development. An addendum to this study is expected to be prepared to further address specific details and mitigation measures for development as may be identified during the project’s review within the entitlement process, as well as, when off-site parking locations are formalized. The study area used for analysis is shown in Figure 1.1. WHEREAS, the members of this General Assembly were greatly saddened to learn of the passing of Kenneth Stanley "Bud" Adams, Jr.; and WHEREAS, a highly successful and nationally prominent businessman, Bud Adams was the owner of the Tennessee Titans of the National Football League (NFL) and the chairman of Adams Resources and Energy, Incorporated; and WHEREAS, born on January 3, 1923, in Bartlesville, Oklahoma, Bud Adams was the son of Kenneth Stanley "Boots" Adams, the future Chief Executive Officer of Phillips Petroleum, and Blanch Keeler Adams, whose family were proud members of the Cherokee Nation; and WHEREAS, a 1940 graduate of Culver Military Academy where he lettered in football, basketball, and baseball, Bud Adams attended Menlo College in California, where he lettered in football and rugby, before transferring to study engineering at the University of Kansas where he again lettered in football, playing in the backfield, and also met his future wife, Nancy Neville; and WHEREAS, a member of this Nation's "Greatest Generation", Bud Adams proudly answered the call to duty and joined the U.S. Naval Reserve in 1942 during World War II; he was later sent overseas and assigned to a carrier unit where he served as aviation engineering officer before being honorably discharged from the Navy in 1946; and WHEREAS, Bud Adams began to build what would become his business empire in Houston, Texas, in 1946 on a chance stop when his plane was grounded due to fog.

    RAIDERETTE OF THE GAME MaddieROOKIE By Bailey Black “Begin each day with a grateful heart,” is a quote that has long encouraged Maddie and brings new meaning this year. As a lifelong Raiders fan, it has always been a dream of hers to wear the iconic silver and black Raiderette uniform, and this year she got the opportunity to do so. Growing up a California girl, Maddie is no stranger to the talent and dedication that goes into being one of Football’s Fabulous Females. Throughout her life, dance has been her greatest passion. After training in her mom’s dance studio for over 17 years, Maddie continued her dance studies at the University of California, Los Angeles. As a member of the UCLA Dance Team, she was awarded Rookie of the Year and knew that she wanted to pursue dancing professionally. “After representing my college, I knew that I wanted to continue having that same sense of pride for the Raiders and represent the Raiderettes as both a professional and as an ambassador for the Las Vegas community. I auditioned to become a Raiderette to inspire other people that with hard work and passion, they too can follow their dreams.” Though this is her first season on the team, Maddie has already left her mark. Her drive to succeed and compassion for her Raiderette sisters continuously shines through. While her dance skills remain impeccable, her eagerness to lend a hand and bring positive energy have made her a force to be reckoned with. While Maddie recently moved to Nevada, she has always been infatuated with the endless opportunities and experiences offered in Las Vegas.
