ESSB 6392: Design Refi nements and Transit Connections Workgroup | Appendix A: White papers Appendix A: White papers | ESSB 6392 Legislative Report ESSB 6392: Design Refinements and Transit Connections Workgroup Turning, Queuing, and Channelization Introduction How was turning, queuing, and channelization addressed in the preferred alternative? Lane channelization and turn pocket storage lengths were identified in the preferred alternative based on initial information available from the SDEIS. However, storage lengths and channelization were not analyzed in detail for the preferred alternative, as they were developed to fit within the environmental and operational effects evaluated in the SDEIS. Further analysis was requested to address the channelization and storage lengths as originally defined in the preferred alternative. What issues are we trying to resolve? As part of the design refinements associated with ESSB 6392, the project team sought confirmation that the number of lanes shown in the preferred alternative was necessary based on traffic forecasts and operations. In comment letters on the SDEIS, the Seattle City Council and Mayor expressed a desire for WSDOT to reduce the width of the corridor and associated roadways wherever possible in order to limit environmental impacts of the project. These comments echo those heard from many community members as well, asking that the project team eliminate any unneeded lanes. Specific areas studied included: • Reducing the westbound off-ramp to a single lane. • Reducing the number of turn lanes needed at the intersections of 24th Avenue and East Lake Washington Boulevard, and Montlake Boulevard and Lake Washington Boulevard. • Reducing the number of lanes on Montlake Boulevard through the interchange. -

MetroAccess and Abilities-Ride MetroAccess Paratransit – Washington Metropolitan Area Transit Authority (WMATA) MetroAccess is a shared-ride, door-to-door public transportation service for people who are unable to use fixed-route public transit due to disability. "Shared ride" means that multiple passengers may ride together in the same vehicle. The service provides daily trips throughout the Transit Zone in the Washington Metropolitan region. The Transit Zone consists of the District of Columbia, Montgomery and Prince George’s Counties in Maryland, Arlington and Fairfax Counties and the cities of Alexandria, Fairfax and Falls Church in Northern Virginia. This service lends very well to the use of public transportation and associated travel training, allowing for active learning while exploring the community and its resources. While the set rate includes funding for transportation, it is important to be resourceful when possible, using available discount programs to make your funds go further. Its history dates back almost 5000 years. It is situated at a strategic juncture in the Middle East region of South West Asia. Evidence of man’s presence as far back as the Lower Palaeolithic period on the Iranian plateau has been found in the Kerman Shah Valley. And time and again in the course of this long history, Iran has found itself invaded and occupied by foreign powers. Some reference to Iranian history is therefore indispensable for a proper understanding of its subsequent development. The first major civilisation in what is now Iran was that of the Elamites, who might have settled in South Western Iran as early as 3000 B.C. In 1500 B.C. Aryan tribes began migrating to Iran from the Volga River north of the Caspian Sea and from Central Asia. Eventually two major tribes of Aryans, the Persian and Medes, settled in Iran. One group settled in the North West and founded the kingdom of Media. The other group lived in South Iran in an area that the Greeks later called Persis—from which the name Persia is derived. -

Purple Line Silver Spring Transit Center Transit Plans and Coordiation – Mike Madden, Purple Line Deputy Project Director, Maryland Transit Administration, and Carla Julian, Senior Manager Public Affairs / Community Outreach, Purple Line Transit Construction Website: https://www.purplelinemd.com/en/ PowerPoint: https://montgomerycountymd.gov/HHS-Program/Resources/Files/A&D%20Docs/ CPWD/MCCPWDApril2019Final.pdf Mike Madden, Purple Line Deputy Project Director, Maryland Transit Administration (MTA), gave an overview of the Purple Line project. The Purple Line project is a new 16-mile east-west light rail line that operates mostly on the surface with 21 stations and connects New Carrollton in Prince George’s County and Bethesda in Montgomery County. It also provides a direct connection to four Washington Metrorail lines, three MARC commuter rail lines, Amtrak Northeast Corridor and regional and local bus services. Maryland Transit Administration (MTA) owns the Purple Line. MTA has contracted with a large consortium of contractors and engineers under the umbrella of Purple Line Transit Partners who are completing the design of the project and are building the project today. When the Purple Line opens, Purple Line Transit Operators will take over for a 30-year term. The project is scheduled to open by the end of 2022.
