Historical Note:

Forrest Smith was born on a farm in Ray County, Missouri, on February 14, 1886. After attending the public schools of that county, he later was a student of Woodson Institute at Richmond and of Westminster College at Fulton. Upon completion of his higher education, he taught for a time in the Ray County Public Schools.

On October 12, 1915, he married Mildred Williams of Richmond. They were the parents of two daughters, Forrestine and Mary Joe.

Smith began his political career as deputy county assessor in Ray County. He was later elected to two four-year terms as county clerk. Statewide recognition came with appointment as a member of the bipartisan State Tax Commission from 1925 to 1932.

Smith was the unsuccessful Democratic candidate for State Auditor in 1928, but he was elected to the office in 1932 and was re-elected in 1936, 1940, and 1944. Smith thus became the only person elected to a fourth term for a state office in Missouri.

During his terms state auditor, Smith received nationwide honors as president of the National Association of State Auditors, Comptrollers and Treasurers; as president and as one of the original organizers of the National Association of Tax Administrators; and as a member of the executive committee of the National Tax Association. Smith was an early advocate of the sales tax in Missouri.

In 1948, Smith was elected Governor of Missouri with the support of organized labor and of several city political bosses, including Charles Binaggio of Kansas City.

Several enactments during Smith’s administration contributed to the development of the Missouri highway system. In 1951, the gasoline tax was raised from 2 cents to 3 cents per gallon, and larger bus and truck registration fees were demanded. In 1952, a ten-year building program to make available a state-maintained highway within two miles of ninety-five percent of the citizens. This program greatly enlarged the responsibilities of the State Highway Commission.

Another important development was the extension of social security benefits to all state employees. Plans for a four-year state medical school were formed during Smith’s administration.

Smith was a member of the Methodist Church; Richmond Lodge Number 57, A.F. & A.M.; Cyrus Chapter Number 36; Richmond Commandery Number 47; Missouri Consistory Number 1; Ararat Temple; State Chamber of Commerce; B.P.O. Elks; Knights of Pythias; and Eagles.

Smith died on March 8, 1962.
