SASB is committed to providing the highest quality of out of hospital care, treatment and clinical transportation. The challenge to deliver early clinical intervention to patients in the first few minutes within a pre hospital environment suffering from a life threatening condition or major trauma has brought about many changes, particularly within remote and rural communities of Scotland. To help meet this challenge, the Service has established agreements with third party responder organisations to work in partnership with SASB to support the delivery of safe, effective immediate care and clinical intervention. BASICS is a charity which specialises in promoting the provision of high quality pre hospital emergency care by health professionals in Scotland. Responders are primarily rural GP's, Nurses and Paramedics who have received additional training through BASICS. Each Responder is provided with equipment including a Sandpiper Bag, a defibrillator and if required additional equipment. Many Responders have also been issued with an automatic Vehicle Locator System to allow contact with their local Ambulance Control and tracking of their vehicle's location. Responders provide a valuable resource to communities across Scotland, particularly in remote/rural areas. They may be contacted when there is a serious casualty (airway, breathing or circulation is compromised) and: Draft MoU version 0.2 K.Freeburn Page 4 When there is likely to be a delay in ambulance response, for example in remote/rural locations when additional support is necessary with multiple casualties or request from ambulance crew Sandpiper was specifically formed to provide rural practitioners with equipment that would allow them to provide immediate care to those in need within their communities and thus enhance community resilience. Sandpiper designed the Sandpiper bag specifically for the use of rural practitioners in Scotland and this is now the recognised standard of equipment for immediate care practitioners in Scotland. Sandpiper aims to provide Scotland’s doctors, nurses and paramedics (who have received additional training in pre hospital care by BASICS) with these bags/kits which includes more than 50 essential general medical and paediatric items. The Sandpiper Bag enables lifesaving “pre hospital” procedures to be carried out during that critical period known as the “Golden Hour” in the more remote and rural parts of Scotland. With their uniform layout and colour coded contents, the Sandpiper bags have now become recognised as an international standard of immediate care. Many Sandpiper Bags are now linked by a vehicle locator system to the SASB Ambulance Control Centre (ACC) using equipment donated by Sandpiper. The initiative, pioneered by The Sandpiper Trust, was designed to ensure that sandpiper bags are used more effectively within the emergency care environment. From data recording vehicle locator systems there is now clear evidence that the system is an invaluable partner for the emergency services and an effective response to ensure effective and efficient deployment of available resources. SASB, BASICS Sandpiper are committed to working collaboratively to deliver clinical benefits to the people of Scotland in their time of need. Aim of Memorandum of Understanding The aim of this memorandum of understanding (MOU) is to establish the framework within which the SASB, BASICS and Sandpiper can work collaboratively to plan, prepare and respond to unscheduled emergencies within the community setting. This document recognises the requirement and commitment of the participating organisations to work in co-operation and collaboration in order to provide the highest standard of care to those in actual or potential need of our services. This MoU has been developed by the SASB, BASICS and Sandpiper to ensure the delivery of the best patient care for the people in Scotland. It has been developed in line with the principles set out in the SASB ‘Third Party Co-Responder Governance Framework’ document (appendix 1) which is part of the overall SASB Clinical Framework. Draft MoU version 0.2 K.Freeburn Page 5 This agreement will form the basis of all joint operational activity and will be reviewed on an annual basis or earlier as indicated by operational experience. Management SASB recognises the valuable contribution which Responders make to the delivery of high quality care in local communities across Scotland. BASICS, Sandpiper and the SASB will work collaboratively to ensure the structures are in place to effectively support and manage volunteers. A national liaison group will meet on a quarterly basis to provide a forum for discussion of operational issues, joint planning, etc. Terms of reference for the Liaison group are set out in Appendix 3. Appendix 2’Responder Policy’ sets out the requirements which must be met in order to become a Responder along with the ongoing requirement to continue operating as a Responder. Failure to maintain the requirements set out in the Responder Policy may result in the Responder
