FOREWORD The Government of Kenya’s commitment to provide for children out of family care is demonstrated by the various policies and legislative frameworks that have been developed in the recent years. All children are equal rights-holders and deserve to be within families and community as enshrined in the Constitution of Kenya 2010 and the Children Act 2001. The development of this training manual recognizes the role of the family and the community in the care of our children while the accompanying user friendly handbook aims to boost the skills and knowledge of case workers and practioners in the child protection sector. All efforts need to be made to support families to continue to care for their children and, if this is not possible, to place a child in a family-based alternative care arrangement, such as; kinship care, foster care, guardianship, Kafaalah, Supported Independent Living (SIL), or adoption.

  • Female Genital Mutilation/Cutting in Kenya- Examining Progress Or Lack of Progress at National and Subnational Levels
Female Genital Mutilation/Cutting in Kenya- Examining Progress or Lack of Progress at National and Subnational Levels Robert P Ndugwa PhD1 and Dr Edward Addai2 1Global Urban Observatory, Research and Capacity Development Branch, United Nations Human Settlements Programme, Nairobi, Kenya. 2UNICEF ESARO, Nairobi, Kenya Abstract Female genital mutilation or cutting (FGM/C) is widely outlawed globally, but continues to be practiced in selected communities across the globe. In Kenya, this practice is common among selected communities, and recent national trends show that the prevalence of the practice is declining. Using Multiple Indicator Cluster Surveys data collected in 2011 from 6 counties from the Western region of Kenya, we demonstrate that while national figures conspire to show that the prevalence of FGM has declined but among certain communities the practice remains almost universal. Underlying factors favouring the continuation of the practice within these communities are discussed, including examining the role of cultural traditions, tribe and religion. The study demonstrates the value of collecting data at lower levels, and highlights the need to step up the responses and engagement of communities who continue practicing FGM even after outlawing this practice. Introduction Female genital mutilation or cutting (FGM/C) has continued to dominate the discourse in women’s health and empowerment as well as remaining a dominate subject for human rights violations today. Female genital mutilation or cutting (FGM/C) is a procedure or practice where the parts of the female genitals are removed, and it is practiced in over twenty countries within sub-Saharan Africa. FGM/C practice has been widely documented to interfere with the natural functioning of the body, in addition to causing many short-term and long-term health and psychological consequences (Behrendt et al.

  • Newspaper Visibility of Members of Parliament in Kenya*
Journalism and Mass Communication, ISSN 2160-6579 D July 2012, Vol. 2, No. 7, 717-734 DAVID PUBLISHING Newspaper Visibility of Members of Parliament in Kenya* Kioko Ireri Indiana University, Bloomington, USA This research investigates variables that predicted news coverage of 212 members of parliament (MPs) in Kenya by four national newspapers in 2009. The 10 variables examined are: ordinary MP, cabinet minister, powerful ministry, parliamentary committee chairmanship, seniority, big tribe identity, major party affiliation, presidential ambition, commenting on contentious issues, and criticizing government. Findings indicate that commenting on contentious issues, criticizing government, cabinet minister, ordinary MP, powerful ministry, and seniority significantly predicted visibility of the parliamentarians in newspaper news. However, a multiple regression analysis shows that the strongest predictors are commenting on contentious issues, cabinet minister, criticizing government, and big tribe identity. While commenting on controversial issues was the strongest predictor, major party identification and committee leadership were found not to predict MPs’ visibility. Keywords: Kenya, members of parliament (MPs), newspapers, newspaper visibility, politicians, visibility, visibility predictor Introduction Today, the mass media have become important platforms for the interaction of elected representatives and constituents. Through the mass media, citizens learn what their leaders are doing for them and the nation. Similarly, politicians use the media to make their agendas known to people. It is, thus, rare to come across elected leaders ignorant about the importance of registering their views, thoughts, or activities in the news media. In Kenya, members of parliament have not hesitated to exploit the power of the mass media to its fullest in their re-election bids and in other agendas beneficial to them.

  • Economic Evaluation of Integrated Management of Fruit Fly in Mango
Economic Evaluation of Integrated Management of Fruit Fly in Mango Production in Embu County, Kenya Kibira M1, Affognon H2*, Njehia B1, Muriithi B2, Mohamed S2, Ekesi S2 1Department of Agribusiness Management & Trade: Kenyatta University P.O Box 43844-0010, Nairobi – Kenya 2International Centre of Insect Physiology and Ecology (icipe), P.O Box 30772-00100, Nairobi- Kenya *Corresponding author: Tel: +254729909853; Email: [email protected] or [email protected] Abstract This paper evaluated economic benefits of managing mango infesting fruit flies in Embu County, Kenya using Integrated Pest Management (IPM) strategy that composed of Male Annihilation Technique (MAT), protein bait spray, releases of exotic parasitoid Fopius arisanus and the use of augmentorium. The Difference-in-difference (DD) method was used to assess the impact of the mango IPM on magnitude of mango rejection and insecticide expenditure and net income. The study revealed that on average, mango IPM participants had approximately 54.5 percent reduction in magnitude of mango rejection; spent 46.3 percent less on insecticide per acre and received approximately 22.4 percent more net income than the non participants. These imply a high economic benefit from the application of the fruit flies IPM technology and mango farmers would profit significantly if the intervention is expanded to widely cover other mango growing areas in Kenya. 1. Introduction 1.1. Background Mango (Mangifera indica L.) is the third most important fruit in Kenya in terms of area and total production (FAO, 2009). In the country, the crop is mainly grown by smallholder farmers as a source of food to meet their dietary (vitamins and mineral) needs and as a major source of household income.
