Iowa Speech Language Hearing Association 88th General Assembly, 2020 Session Week 4: February 2nd - February 8th, 2020 Paula Feltner and Mike Heller, Lobbyists

The fourth week of the session was shortened by the caucus debacle on Monday night. As of the time we are writing, we still do not know who the winner of the democratic caucuses is in . It is going to be difficult for Iowa to maintain its place as the first in the nation presidential selection process.

The biggest issue to date involves the licensure boards - there have been a multi- tude of bills introduced to eliminate licensure boards. They are being pushed as pro consumer and eliminating barriers to competition resulting in more competition and lower prices for consumers. We had a subcommittee meeting on one of these bills this week.

The Senate had a subcommittee meeting this week on SSB 3089. The bill is avail- able https://www.legis.iowa.gov/legislation/BillBook ga=88&ba=SSB%203089. The bill eliminates the board of hearing aid specialists and licensure requirements for hearing aid specialists. We testified in opposition to the as did a number of hearing aid dealers.

It was a contentious meeting but the subcommittee chair, Senator Schultz (R- Schleswig) decided to move the bill to the full committee for its consideration. The bill was sponsored by Senator Robby Smith (R-Davenport) and it is important that Senator Smith and other members hear from constituents.

The bill is one of several to eliminate licensure boards across many profes- sions. It is important that legislators hear from constituents about the im- portance of licensure boards protect consumers. It is going to be a busy year on licensure issues and the bills are a result of the proposal to eliminate many licensure bills that was defeated in past sessions.
