Explanations of 2018 Ratings This voter’s guide is intended to assist pro-choice supporters in identifying the strongest pro-choice candidates in their district. It contains two classifications: Endorsed and 100% Pro-Choice Rated candidates. For more information about the pro-choice voting record of incumbents, refer to our legislative score card. If your district does not appear on the guide, it is because the candidates in your district either 1) are anti-choice, 2) are not fully pro-choice, or 3) chose not to complete the questionnaire. If you have any questions about the guide, please don’t hesitate to call the NARAL Pro-Choice Maryland office at (301) 565- 4154. A 100% Pro-Choice Rated Candidate Must:

1. Support Chapter 1 of the Laws of Maryland 1991, which codified Roe v. Wade in the State of Maryland;

2. Support public funding of abortion services, with no restrictions, for women who rely upon state/federal programs for health care.

3. Support current law which allows post-viability abortions in order to save the life or health of the women or if the fetus is affected by genetic defect or serious abnormality.

4. Oppose any measure that would restrict access to abortion, including but not limited to parental consent and notification legislation, waiting periods, informed consent laws, and any measure that would foster harassment and obstruction of clinics.

In addition, the candidate must have a viable campaign, a pro-choice slate if participating in a slate, and complete the 2018 NPCM PAC Candidate Questionnaire.

There may be multiple candidates in one race with a 100% pro-choice rating.
